Modular construction builds apartment sections in an off-site factory, transports those three-dimensional modules to the property, and joins them on a prepared foundation. Factory production can run while crews prepare the site, which is why modular projects may reach occupancy sooner. It does not remove design, permitting, inspection, financing, or building-code obligations.
The method changes where and when work is performed rather than lowering the standard for the finished building. The result depends on early coordination, module dimensions, transport and crane access, approvals, factory capacity, financing, and the experience of the project team.

What modular construction means for an apartment project
A modular apartment is assembled from volumetric building modules—finished or partly finished rooms and room groups produced in a manufacturing facility. A module may include structural framing, floor and ceiling assemblies, walls, windows, utilities, cabinets, bathroom fixtures, and interior finishes, depending on the manufacturer’s contract. Trucks carry the modules to the property, where a crane sets them on the foundation and crews connect the structure, utilities, exterior envelope, and remaining site work.
This is different from a panelized system, in which flat wall or floor panels are shipped for assembly, and from a conventional project, in which most structural and finish work occurs at the building site. “Modular” describes the construction process; it is not a separate occupancy type or a blanket exemption from code.

The Modular Building Institute characterizes modular construction as building off-site under controlled plant conditions with the same materials and codes as conventional facilities, “but in about half the time.” That wording is the institute’s industry characterization, not a guaranteed result for every apartment development.
How are modular apartments built?
A successful project treats the factory and the site as one coordinated production system. The main stages are:
1. Design and engineering establish the interfaces
Architects, structural engineers, building-services designers, the modular manufacturer, and the site contractor coordinate the building around the manufacturer’s module dimensions and connection details. They resolve floor-to-floor heights, wall thicknesses, structural spans, stacking arrangements, corridors, shafts, plumbing and electrical routes, fire separations, lifting points, exterior finishes, and the division between factory and site work.

A module that fits the floor plan may be impossible to move under a bridge, around a turn, through a narrow street, or beneath overhead utilities. The team also decides which finishes and equipment will be installed in the plant and which must be completed on site.
Decisions become progressively more expensive after production starts. Moving a partition in a conventional building may be a field change; moving it after a module’s framing, utilities, and finishes are installed can require redesign, factory rework, replacement materials, or a missed delivery slot.
2. Approvals, procurement, and site preparation proceed in parallel
The owner obtains planning, building, utility, and other applicable approvals while the site team surveys the property, performs earthwork, installs underground services, and builds the foundation. Depending on the state and locality, modular work may have additional plan reviews, factory inspections, labels, fees, transportation permits, or state-program requirements.
The foundation must be surveyed and ready to the tolerances required by the module supplier. Anchor bolts, bearing surfaces, embeds, utility sleeves, and finished elevations are checked before delivery. A factory can complete modules on schedule, but an unready foundation can leave them in storage or force an expensive change to the setting sequence.

3. The factory fabricates the modules
Inside the plant, crews build modules on jigs or production lines protected from weather. Work may include structural framing, sheathing, roofing, windows, mechanical and electrical rough-ins, insulation, drywall, flooring, cabinetry, bathroom installation, painting, and testing. The scope varies by contract: some projects ship nearly complete modules, while others ship structural shells that need substantial site completion.
Controlled conditions can make repetitive work more consistent and reduce weather interruptions. Factory quality checks can also occur before shipment, although they do not replace the jurisdiction’s required inspections or the site team’s responsibility to verify connections and completed work.
4. Modules are transported and set
Specialized trucks move each module along an approved route. Route surveys account for bridge limits, road width, turning radii, grades, traffic controls, overhead lines, and travel restrictions. Modules may move at night or in convoys where local authorities require it.
At the property, a crane lifts modules from the trailer onto the foundation or onto previously set modules. Riggers guide the loads, crews install structural connections, and surveyors check alignment and elevation. The setting sequence matters: access for the crane, temporary bracing, weather protection, and the order of utility connections must all be planned before the first truck arrives.
5. Site crews connect, finish, and commission the building
After setting, trades complete module-to-module joints, corridor and stair connections, exterior cladding or roof work, utility tie-ins, firestopping, waterproofing, balconies, elevators, landscaping, parking, and other site improvements. Inspectors verify the work required by the local authority. The owner’s commissioning process then tests life-safety systems, heating and cooling, domestic water, drainage, electrical systems, access controls, and common-area equipment.
Are modular apartments built to the same codes?
Yes. A modularly constructed building must meet the applicable building codes and requirements that would apply to a comparable building built on site. The construction method does not by itself relax structural, fire, accessibility, energy, plumbing, mechanical, electrical, or zoning obligations.
What changes is the administration. A state modular program or local authority may review factory plans, inspect production, issue labels, or require documents in addition to the normal site permit and inspections. The exact sequence differs by jurisdiction. Confirm the code edition, state modular-program rules, local fees, inspection responsibilities, labeling requirements, and transportation permits before signing a manufacturing contract.

For FHA-insured properties, HUD’s minimum-property-standards guidance requires compliance with a nationally recognized building code or a qualifying state or local code. HUD also publishes technical-suitability material, including structural engineering bulletins for modular systems. That FHA statement should not be generalized to every apartment project or every financing program.

Is modular construction faster or cheaper?
Schedule: the potential comes from overlap
Factory fabrication and foundation or site work can occur at the same time. In a conventional sequence, the building cannot be enclosed until much of the site-built structure is complete. In a modular sequence, modules may be nearing completion in the plant while excavation, utilities, and foundations proceed. This overlap can shorten the time between groundbreaking and occupancy.
The Modular Building Institute cites potential schedule reductions of 30% to 50% and says 60% to 90% of construction may be completed inside a factory. Those are general industry claims, not a promise for a particular apartment project. Weather, permit timing, factory capacity, design changes, transport delays, foundation readiness, inspection scheduling, and site finishing can erase the overlap.
Cost: evaluate the delivered project, not the module price
There is no universal modular discount. Compare the total delivered cost: design and engineering, factory work, transport, escorts and permits, crane rental, foundations, site utilities, installation, exterior and interior completion, inspections, insurance, financing, storage, contingency, and any duplicated work.
Fannie Mae’s modular-construction toolkit identifies situations in which costs can rise: a project not originally designed for modular construction may need re-engineering; difficult transport or crane access may add expense; and late decisions can cause production rework. Savings, if achieved, depend on repetition, a well-coordinated design, reliable factory throughput, efficient logistics, and reduced schedule-related overhead.
What the published market figures do—and do not—show
The Modular Building Institute’s 2026 overview, citing its 2026 United States Permanent Modular Construction Industry Report, reports a $6.8 billion market and 9.1% of the overall U.S. permanent modular construction segment in 2025. The same overview refers to projected annual growth of 8.6% over the following five years. The growth figure is a forecast, not a recorded outcome, and neither figure predicts the cost or schedule of an individual apartment development.
Modular versus conventional apartment construction
| Decision factor | Modular approach | Conventional site-built approach |
|---|---|---|
| Total delivered cost | Project-specific; no universal advantage is established. Transport, crane work, re-engineering, and rework can increase cost. | Project-specific; the sources do not provide a like-for-like estimate for a specific apartment project. |
| Schedule to occupancy | Factory production can overlap with foundations and site work; the institute cites a general 30%–50% potential reduction. | More work is performed sequentially at the property, so weather and site conditions directly affect more activities. |
| Payment timing | Factory procurement and production may require larger or earlier draws because materials and labor are committed before delivery. | Draws generally follow site progress, subject to the project’s financing agreement. |
| Design freeze | Critical dimensions, connections, service routes, and finishes must be resolved early; late changes can trigger factory rework. | Some decisions can remain adjustable longer, although late changes still cost money and time. |
| Transport and lifting | Module size is limited by roads, bridges, turning radii, overhead obstructions, truck access, and crane capacity. | Materials arrive in smaller or more varied shipments; cranes are still used, but whole-room modules are not transported. |
| Approvals | Local permits remain required and state or local modular reviews, labels, fees, or transport approvals may also apply. | Uses the jurisdiction’s normal building-permit and inspection process. |
| Design flexibility | Floor-to-floor height, wall thickness, spans, configurations, and future structural changes can be more constrained. | More direct freedom to vary dimensions and alter framing in the field. |
| Team capability | Requires an experienced manufacturer, designer, site contractor, logistics provider, and coordinated interface management. | Requires experienced site trades and management, with less dependence on a single factory’s production system. |
Design constraints to resolve before production
Dimensions and structural geometry
Manufacturers work within repeatable module widths, lengths, heights, lifting points, and stacking limits. Those limits affect apartment layouts, corridor widths, window placement, structural spans, floor-to-floor heights, and the location of shafts. Thicker walls or deeper floor systems can reduce rentable area unless the plan accounts for them.

Connections and building performance
Module-to-module and module-to-foundation connections must transfer gravity, lateral, wind, and seismic loads as required by the applicable code. Designers coordinate fire-resistance ratings, acoustic separation, air sealing, waterproofing, thermal bridges, and movement joints at every interface. A factory-perfect module can still fail as a building if the field connection details are incomplete.
Future changes and adaptability
Removing a wall, relocating a riser, or adding floors later may be harder when structural and service systems are distributed through stacked modules. Owners should identify likely unit reconfigurations, accessibility upgrades, equipment replacement paths, and future utility capacity during design rather than assuming a modular building will be as easy to alter as a conventional one.
Logistics: transport, crane access, and the site
Logistics can decide feasibility before construction begins. A route engineer or logistics contractor should inspect the entire path from factory to property, including low clearances, narrow intersections, bridge ratings, steep grades, construction zones, traffic restrictions, and police or utility coordination. The team should price permits, escorts, temporary sign removal, road repairs, storage, and weather contingencies.
At the site, the crane needs a stable setup area, adequate capacity at the required radius, and a clear swing path. Nearby buildings, power lines, trees, retaining walls, and public streets can limit operations. If modules must be stored because the foundation is late, the project may incur additional handling, weather protection, security, and rental costs.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Financing, contracts, and procurement
Modular procurement can move substantial spending earlier than a conventional draw schedule. The manufacturer may need deposits or progress payments to buy steel, lumber, windows, appliances, and mechanical equipment and to reserve factory capacity. The owner and lender should align the manufacturing payment schedule with inspections, title to stored materials, insurance, security interests, and release conditions.
Contracts should define who owns design responsibility, who obtains each approval, what “factory complete” means, which finishes are included, allowable tolerances, testing, warranty obligations, storage, transport damage, crane work, weather delays, and responsibility for failed inspections. They should also state the process and price for a change after the design freeze. A clear responsibility matrix prevents the common gap in which each party assumes another party will finish a connection or obtain a permit.

The Modular Building Institute identifies multifamily, urban infill, workforce housing, student housing, affordable housing, and market-rate buildings as potential applications. Repetition of similar units can make factory production more efficient, while constrained urban sites may benefit from shorter on-site activity and less material storage.

Suitability is not automatic. A project with highly irregular floor plates, one-off units, difficult access, uncertain approvals, or frequent late design changes may lose the advantages of repetition and overlap. A project team should test the complete logistics and cost model before selecting the method.
Due-diligence checklist for an owner
- Confirm the applicable building-code edition, zoning rules, accessibility requirements, energy provisions, fire requirements, and inspection authority.
- Ask the state and local authorities whether a modular-program review, factory label, additional fee, or special submission is required.
- Freeze a coordinated design for module geometry, structure, utilities, fire and acoustic assemblies, finishes, and field connections before production.
- Obtain a surveyed foundation design and define tolerances, anchors, bearing surfaces, sleeves, and the acceptance procedure.
- Complete a transport-route survey and written crane plan, including permits, escorts, overhead-line controls, setup area, and contingency routes.
- Verify the manufacturer’s factory capacity, quality-control process, inspection records, production milestones, storage policy, and warranty scope.
- Build a total-cost model that includes factory work, site work, transport, crane, permits, storage, insurance, financing, taxes, testing, and contingency.
- Match the lender’s draw schedule to factory procurement and establish title and insurance protections for materials and modules before delivery.
- Assign every interface—structure, waterproofing, firestopping, utilities, finishes, commissioning, and inspections—to a named party.
- Set a formal change-control process with a design-freeze date, rework pricing, schedule impact, and approval authority.
Common failure modes and how to prevent them
Late design changes
Symptom: revised plans arrive after materials are ordered or modules are in production. Prevention: use a coordinated design review, sign off interfaces, and price every post-freeze change before authorizing it.
Foundation and module tolerances do not match
Symptom: bearing points or anchors are out of position when the first modules arrive. Prevention: survey the foundation, document as-built conditions, and require a readiness inspection before dispatch.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Route or crane assumptions fail
Symptom: a truck cannot make a turn, a permit is unavailable, or the crane cannot reach the set location. Prevention: conduct a physical route survey, obtain written approvals, and model the crane at the actual lift radius.
Factory and site scopes overlap or leave gaps
Symptom: a connection, firestop, flashing detail, or utility termination is omitted because both parties assumed the other owned it. Prevention: use a room-by-room and interface-by-interface responsibility matrix tied to inspection and payment milestones.
Financing does not match production
Symptom: the factory needs payment before the lender’s normal site-progress draw. Prevention: negotiate the draw schedule, collateral and insurance provisions, stored-material verification, and lender inspections before fabrication begins.
What to ask before choosing modular construction
- How many modules in the proposed design are truly repetitive, and which are one-off?
- What percentage of each module is complete at shipment, and which trades remain on site?
- Who is responsible for state modular approvals, local permits, labels, inspections, and transportation permits?
- What are the manufacturer’s dimensional tolerances and the site contractor’s acceptance tests?
- What happens if a module is damaged in transit, the foundation is late, or the crane is unavailable?
- What design changes are still allowed, at what cost, and by what date?
- How are factory quality records, nonconformances, warranties, and corrective work documented?
- Can the project team provide a complete schedule showing factory milestones, site work, deliveries, setting, connections, commissioning, and occupancy approvals?
The practical answer
Modular construction is off-site fabrication plus on-site assembly, not a shortcut around engineering or regulation. It can be a strong fit when apartments repeat, the design is coordinated early, the factory can meet the schedule, the route and crane plan are workable, and financing supports earlier procurement. It is a poor fit when the design remains fluid, access is uncertain, approvals are unresolved, or the team cannot manage factory-to-site interfaces.
