The safest way to compare an overseas property developer is to test its claims against several completed developments and the experiences of people who own them. Do not rely on the age of the company, an attractive brochure or a list of planned projects. Ask for completed-project addresses, verify delivery and approvals through official records, inspect the buildings, and speak directly with owners about delays, defects, utilities and after-sales service.
At the same time, have an independent local property lawyer confirm that the exact legal entity can sell the property, that the project is approved, that title can be transferred and that your money is protected if an off-plan project is delayed or fails. The checks below give you a repeatable way to compare developers without treating any one licence or register as a quality guarantee.

What a credible developer track record should prove
A track record is evidence of completed work, not a marketing portfolio. Request a list of developments that are finished, occupied and legally handed over. For each one, record the developer’s promised completion date, actual handover date, construction status, title position and the condition of shared facilities.
Choose projects that resemble the one you are considering. A developer may have completed small villas but have no comparable experience with a high-rise, resort, hotel-branded residence or a project in a different legal regime. Look for several examples rather than selecting the single project the sales team presents.

Use the same questions for every developer. A consistent record makes a meaningful comparison; an impressive but selective portfolio does not.
Use one comparison table for every developer
The following axes combine the practical checks recommended in UK government overseas-purchase guidance with project and licensing checks described by regulators. They are a useful buyer framework, not an official universal scoring formula.
| Comparison axis | Evidence to collect | Questions to ask |
|---|---|---|
| Delivery record | Original promised dates, actual completion and handover dates, completion certificates and evidence that buyers received possession | How many comparable projects finished on time? If late, how long was the delay and what compensation or remedy was provided? |
| Build and handover quality | Inspection reports, snagging lists, photographs of common areas and owner accounts of repairs | Were homes and shared facilities complete at handover? How quickly were defects acknowledged and fixed? |
| Project readiness | Title and transfer documents, planning or development approvals, utility connection evidence and outstanding commitments | Can a buyer obtain a transferable deed? Are electricity, water, roads, lifts and promised amenities operational? |
| Regulatory standing | Developer licence or registration, project approval and any public disciplinary or insolvency information | Is the exact entity in the contract licensed locally? Is this particular project registered or approved? |
| Off-plan payment protection | Escrow details, bank guarantee, payment milestones and contractual remedies reviewed by your lawyer | Where is each instalment held? What happens to advances if construction does not start, finish or obtain a habitation certificate? |
| Owner experience | Conversations with owners from more than one completed development | How did communication, handover, utilities, defect repairs and ongoing management compare with the sales promises? |
Step 1: Identify the legal developer and the people behind the sale
Write down the full legal name, registration number, registered address and jurisdiction of the entity named in the reservation form, sale contract and payment instructions. Sales agents, project brands and parent companies may be different entities. Your checks must follow the contracting party, not merely the name on a billboard.

Then check whether the project itself has the required planning, construction, subdivision or off-plan approval. Requirements vary by country and may vary by property type. A licence to operate does not prove that a particular building is approved or financially sound.
Use independent local counsel to verify ownership of the land or the developer’s authority to sell it. The lawyer should check whether title deeds exist, whether they can be transferred to a foreign buyer and whether the land or units are pledged as collateral.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Step 2: Build a list of comparable completed projects
- Request the list in writing. Ask for addresses, completion dates, unit types, the legal entity that developed each project and contact details for an owners’ association or management company.
- Cross-check the list. Compare the supplied information with land, planning, condominium or project-registration records available in that jurisdiction. A project described as “completed” should have evidence of lawful completion and handover, not just finished marketing images.
- Select at least three projects. Include the most recent comparable development and, where possible, an older one so you can see whether defects, maintenance and communication problems persisted after occupation.
- Visit without the sales team when practical. Inspect entrances, lifts, parking, drainage, landscaping, pools, gyms and other facilities promised in the contract. Ask whether all phases are complete or whether construction continues around occupied homes.
If the developer refuses to identify completed projects or will only arrange a guided visit to one showcase property, treat that refusal as a material warning sign.
Step 3: Speak directly with current owners
The UK government specifically advises prospective overseas buyers to see completed projects and talk to owners about problems. Request introductions through the owners’ association, building manager or independent contacts rather than accepting only testimonials selected by the developer.
Ask owners to describe facts, dates and documents rather than general satisfaction. Useful questions include:
- What completion and handover date did your contract state, and when did you actually receive the property?
- Were the title deed, occupancy or habitation certificate and utility accounts available at handover?
- Which defects appeared during the first year, and how long did repairs take?
- Were common areas, roads, landscaping, lifts and promised amenities finished when residents moved in?
- Who paid for missing connections, temporary services or remedial work?
- How quickly did the developer answer written complaints, and did it honour warranty obligations?
- Have owners faced unexpected service charges, registration problems or difficulty reselling or transferring a unit?
Look for patterns across buildings. One unhappy owner may have an isolated dispute; the same complaint from multiple owners is evidence that belongs in your comparison.
Step 4: Test delivery dates and physical progress
For completed projects, compare the contract date with the actual handover date and retain documentary evidence. Record the length and cause of each delay, whether buyers received notice, and whether the contract provided interest, compensation, termination or another remedy.

For an off-plan project, do not accept percentage-complete claims without independent evidence. Where a regulator provides project-tracking tools, technical reports or inspection records, compare those records with the developer’s milestones. Dubai Land Department describes an official service through which investors can track completion percentages; it also describes technical reporting and verification before milestone-linked escrow disbursements. Those procedures apply to Dubai projects and should not be assumed elsewhere.

Your lawyer should confirm that a report is issued by a suitably authorised professional and that the contract allows you to withhold or defer a payment when the stated milestone is not achieved.
Step 5: Inspect handover quality and after-sales performance
A building can be delivered on paper while still being difficult to occupy. Check whether water, electricity, sewage, internet access, roads, fire systems, lifts and waste collection are live and approved. Confirm who is responsible for connecting each service and whether any connection fee or local charge remains unpaid.
Review a sample of owner snagging lists and repair correspondence. Record the average response time, whether the same defect recurred and whether the developer or owners had to fund repairs themselves. Inspect common areas for unfinished finishes, water ingress, mould, cracking, unsafe access or incomplete landscaping. Ask the management company who holds warranties for roofs, façades, lifts, mechanical systems and equipment.
Separate defects caused by occupation or owner alterations from construction defects. An independent building surveyor can help you make that distinction before you waive contractual rights at handover.

Step 6: Verify approvals, title and transferability
Have your lawyer obtain and review the documents that establish:
- the developer’s right to develop and sell the land;
- planning, building, environmental and subdivision approvals required for the project;
- the unit’s title, cadastral description or equivalent legal identifier;
- the ability to register a transfer to you, including any foreign-ownership restriction;
- the absence of mortgages, liens, pledges or enforcement notices that could affect your interest;
- the occupancy, completion or habitation certificate needed for lawful use;
- payment of land, registration, community and utility charges that must be cleared before transfer.
Do not confuse a corporate or ownership register with a construction endorsement. In the United Kingdom, the Register of Overseas Entities requires overseas entities that buy, sell or transfer UK property to provide information about registrable beneficial owners or managing officers, subject to the register’s rules and territorial scope. It improves ownership transparency; it does not rate workmanship, solvency or customer service.
Step 7: Protect money in an off-plan purchase
Off-plan buying carries more completion and counterparty risk than purchasing an existing, transferable property. Before paying a reservation fee or instalment, ask an independent lawyer to map every payment and remedy in the contract.
- Escrow: Confirm whether local law requires a project escrow account, that the account belongs to the specific project and that payments cannot be diverted to an unrelated development.
- Guarantee: Check whether a bank or other authorised guarantor guarantees advances. Verify the guarantor independently and read exclusions, expiry dates and claim procedures.
- Milestones: Tie instalments to objectively verifiable construction stages, not to a sales calendar or an unverified percentage.
- Delay and failure remedies: The UK government’s guidance recommends a contract that addresses return of advances plus interest if construction does not start or finish by the deadline, or if a habitation certificate is not granted. Local law and the negotiated contract determine whether those protections apply to your purchase.
- Receipts and records: Pay only to the account specified in the contract, retain official receipts and keep every variation, notice and inspection report.
Dubai Land Department describes project registration, documentation review and escrow-account opening for off-plan sales, along with construction-stage checks before escrow disbursement. Treat these as Dubai-specific controls; another country may use a different account structure or offer no equivalent protection.
Step 8: Check buyer eligibility before comparing prices
Your nationality, residence, property type and intended use can determine whether the purchase is permitted and which filings are required. Eligibility is a separate decision from the developer’s track record.

| Jurisdiction example | Official issue to check | Why it matters |
|---|---|---|
| Dubai | Project registration, escrow arrangements and official completion tracking described by Dubai Land Department | These services can help verify an off-plan project and construction progress, but they apply within Dubai’s system. |
| Qatar | Aqarat licensing conditions | The regulator states that non-Qatari developer applicants need at least ten years of prior construction and building experience and must have completed similar projects. This is a Qatar-specific licensing condition, not a global rule. |
| United Kingdom | Register of Overseas Entities and Companies House information requirements | These rules disclose ownership information for overseas entities dealing with UK property; they do not certify build quality or delivery history. |
| Australia | Foreign-investment notifications and residential-property restrictions | Current Australian guidance says foreign investors generally need to notify the Australian Taxation Office before acquiring residential land and describes a general prohibition on established-dwelling purchases from 1 April 2025 to 30 June 2029, with limited exceptions. Confirm the current rule for your buyer status and property. |
Do not transplant one country’s rule into another. Ask your lawyer to confirm the law in force on the date you sign and to explain any required approval, tax, registration or reporting.
How to turn evidence into a decision
Create a file for each developer with the same headings: entity and licence, comparable completions, delivery dates, owner interviews, defects and warranty response, utilities and title, project approvals, escrow or guarantees, and buyer eligibility. Mark each item as verified by an official record, verified by an independent professional, supported by multiple owners, supported only by the developer, or not established.
Set stop conditions before negotiations. Examples include an unlicensed contracting entity, an unapproved project, no clear route to a transferable title, a payment account outside the required escrow structure, refusal to provide completed-project contacts, or repeated owner reports of unresolved structural or utility problems. A low price does not compensate for a risk you cannot legally or financially control.

Warning signs that deserve a pause
- Marketing material lists planned projects as “completed” without handover or occupancy evidence.
- The name receiving your deposit differs from the entity named in the contract.
- The sales team discourages contact with owners or insists that all communication go through its own interpreter or lawyer.
- Construction percentages cannot be matched to regulator records, engineer reports or dated site evidence.
- Utilities, title deeds, habitation certification or common facilities are promised “after completion” with no responsible party or deadline.
- The contract lacks a clear refund, interest, termination or dispute process for missed milestones.
- Pressure to sign quickly prevents independent translation, legal review or verification of the guarantor and escrow account.
Use independent professionals
Choose a property lawyer licensed in the destination jurisdiction who regularly handles transactions for foreign buyers. Do not rely solely on a lawyer, broker, notary or translator selected and paid by the developer. Ask the lawyer to disclose conflicts and to review the reservation form before any non-refundable payment.
If the documents are not in a language you understand, use an independent translator or interpreter. Obtain translated copies of the contract, payment schedule, specifications, guarantees, community rules and termination provisions. Your adviser should explain which promises are legally enforceable and which are merely descriptive statements in a brochure.
Only proceed when the developer’s identity, comparable delivery record, project approvals, title route, physical readiness, owner experience and payment protections are all sufficiently evidenced for your risk tolerance.
