What Is Included in a Home Construction Quote in Portugal?

A construction quote in Portugal has no universal included-work list. Compare its written scope, specifications, price basis, IVA treatment, schedule and exclusions before signing.

A home construction quote in Portugal has no universal list of included work. The quote, contract and attached project documents together define what the contractor will build, which materials and finishes are priced, what the work costs and when it is due. Before comparing totals, confirm that each proposal covers the same scope and tax basis—and get anything unclear in writing.

What defines the work in a Portuguese construction quote?

The written scope and the documents incorporated into the contract define the job; a headline total does not. For private construction contracts covered by Article 26 of Lei n.º 41/2015, the contract must identify the parties, the contractor’s relevant authorization or registration details where already granted or completed, the object of the work, associated written and drawn documents when they exist, the contract value and the execution period. The written-form requirement applies above the statutory threshold, which depends on the current class 1 limit; confirm that limit rather than relying on an old figure.

As a practical measure, ask the contractor to identify every drawing, specification, schedule of finishes and revision that forms part of the offer. The afpop homeowner guide recommends annexing the design and specialist designs submitted to the municipal council, alongside details of materials and construction techniques (afpop, “Building Contractors,” version 01/2024). If a drawing or finish schedule is not attached or named, clarify whether it is included and which version governs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is important when project information changes during design or approval. Ask the contractor to list the document dates or revision identifiers, and to explain what happens if a later drawing differs from the one priced. The aim is to prevent the quote, a drawing and a verbal understanding from describing different versions of the same job. Keep the signed quote and annexes together so there is a clear record of the agreed scope.

Use construction stages as a scope checklist

Ask the contractor to mark each relevant item as included, separately priced, owner-contracted or not applicable. These are prompts for checking the actual offer, not a standard package required by custom or law:

  • Site preparation, excavation, foundations and any retaining structures.
  • Structure, roof, exterior envelope, windows and doors.
  • Plumbing, electrical and other specified building systems.
  • Internal finishes and the products or finish levels allowed for.
  • External works, access, boundary treatment, landscaping and site cleanup.

For each item, look for enough detail to understand what the contractor is committing to, not just a broad heading. For example, “electrical” or “external works” may need to be matched to the relevant plans, specification or schedule to show the extent of the work. Do not infer that any of these items is automatically included or excluded. The offer and its attachments need to say.

Which materials, finishes and allowances should be specified?

For important finishes and systems, ask the quote to name the product or specification, quality or performance level, and quantity where relevant. A description such as “tiles” may not tell you which product or standard is priced. Ask how substitutions will be handled if a specified product is unavailable, and whether you must approve an equivalent before it is ordered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Have the proposal identify provisional sums, owner-supplied items, upgrade costs and exclusions. The homeowner guidance supports documenting materials and construction techniques, but does not set a standard Portuguese finish schedule or allowance list. Treat any allowance as a defined budget for a particular item, not proof that every choice within that category is covered.

It is also useful to distinguish a specified product from an allowance or an item you will supply yourself. If you plan to select or purchase something later, confirm what quantity and installation work the quote includes, who is responsible for delivery when needed, and whether a change from the priced allowance affects the contract sum or programme. No standard allowance values are established; the contractor’s written terms should answer those project-specific questions.

How should price, payment and timing be stated?

For a contract covered by the statutory rule, the contract must state its value and execution period. The afpop guide additionally recommends a payment schedule and a work programme or completion date. Make sure the quote explains the basis for its total: is it a fixed contract value, a measured-work price, or an estimate subject to adjustment? Record the offer’s validity period and the assumptions behind the start date and completion schedule.

Ask whether IVA is included in the displayed total or will be added, and what treatment will appear on invoices. A headline figure is not enough to establish the applicable tax treatment; see the IVA section below. Set out payment milestones and what event triggers each payment, so amounts can be checked against progress rather than an undefined timetable. A late-completion penalty may be included, according to afpop, but it is not a universal term.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make sure payment dates or milestones can be understood alongside the work programme. If the proposed start depends on a particular condition, such as the owner providing a document or a design being finalized, ask for that assumption to be stated. The contract should make clear what execution period is being promised and how any agreed change could affect it. Neither a payment schedule nor a penalty term should be assumed from the total price alone.

How do you compare two quotes fairly?

Put proposals side by side only after aligning the scope, quality assumptions, quantities and commercial terms. A lower total can reflect a different scope or allowance; that is a reason to inspect the offer, not evidence of how often contractors price that way.

Where one proposal is less detailed than another, ask the contractor to clarify the missing items before deciding. Compare the same drawings and revisions, the same finish assumptions, and the same treatment of IVA. Check whether one price is fixed while another is an estimate or measured-work offer, and whether the quoted totals remain valid for the same period. A difference in payment milestones, schedule assumptions or variation rules can also affect how comparable the headline amounts really are.

Comparison point What to match or verify
Scope and documents Included work items, drawings, specifications, revisions and finish schedule.
Materials and quality Named products, performance levels, quantities, allowances and substitution rules.
Price basis Fixed, measured or estimated price; quote validity; and whether IVA is included or added.
Payments and schedule Milestones, start assumptions, work programme, completion date and any delay terms.
Exclusions and changes Items outside the price, treatment of unforeseen site conditions, and how changes affect cost and time.
Credentials and handover Applicable contractor authorization or registration, specialist qualifications, certificates and final documents.

These are practical comparison axes drawn from legal contract requirements and homeowner guidance, not a claim that Portuguese law mandates every commercial term. No reliable national average price per square metre, typical contingency or average cost for extras is provided, so use the project-specific breakdowns rather than a generic benchmark.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What costs should you ask about separately?

Ask whether each of these is included, separately priced by the contractor, or contracted and paid for separately by you. The available guidance does not establish that any item is always outside a contractor’s price:

  • Architecture and specialist engineering designs.
  • Municipal application or inspection charges.
  • Utility connection works or charges, and temporary site facilities.
  • Earthworks, retaining structures and access.
  • Landscaping, boundary works and other external works.
  • Appliances, final certification and project handover documentation.

For each known project cost, get one of those three statuses in writing. If an item is not addressed, ask for clarification before signing. The contractor’s construction quote should not be mistaken for the full project budget.

Some items may be coordinated with the build even if they are priced or contracted separately. For example, a utility installation may require certification before connection, so clarify who arranges the work and who supplies the certificate. Likewise, a design or municipal charge may be outside the contractor’s construction price without being optional to the project. These are reasons to verify responsibility and cost, not grounds to assume a particular item is excluded.

How are variations and extra work controlled?

Agree a written process before work begins. The afpop guide recommends specifying how changes are authorized and included in the contract. Identify who is allowed to approve a variation, how the contractor will calculate its price and any effect on the completion date, and how approval is recorded as part of the contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask that the contractor provide the variation’s cost and time impact for approval before carrying it out, except where the contract sets out a different procedure for urgent work. Keep signed change approvals with the original quote, contract, drawings and specifications. This creates a record of the agreed scope and its revisions.

Do not rely on an informal conversation to settle whether extra work is included or what it will cost. A clear change record should describe the work being changed, its price or pricing basis, and any revised timing. That way both parties can distinguish a requested upgrade or added task from work already covered by the original scope.

What credentials and specialist certificates should you check?

Construction activity is subject to IMPIC authorization or registration under Lei n.º 41/2015, which also provides for private-work alvarás and certificates and statutory exceptions. For covered written contracts, the contractor’s alvará, certificate or registration details must be identified when previously granted or completed. Verify that the credential is valid and that its class is appropriate to the project value. The statute’s threshold and credential rules should be checked against current requirements.

Specialist installation work may require its own qualifications and records. The afpop guide says electricians and gas installers need the appropriate Portuguese qualifications and registration. It also says utility suppliers require installations to be certified by a registered contractor before connection, while gas work additionally requires inspection by a registered independent inspector. Ask who arranges and pays for each certificate and inspection, and which records will be handed over.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before accepting a proposal, connect these requirements to named responsibilities in the scope: which contractor or specialist performs the work, who secures the required certification or inspection, and what records you will receive. The cost and handover documents should be clear rather than left as an assumption based on the fact that a specialist appears somewhere in the quote.

What should you know about IVA on a construction quote?

Do not assume one IVA rate applies to every home construction quote. The Portuguese tax authority describes a conditional reduced-rate regime for certain construction or rehabilitation contracts connected to qualifying sales for permanent residence or residential rental. Its listed eligibility conditions matter, and the authority says the regime applies from 1 January 2026 where provider and customer jointly opt in (Autoridade Tributária e Aduaneira, Código do IVA lists and complementary provisions).

A separate change affects reverse-charge treatment. IMPIC reported on 23 July 2026 that changes under Decreto-Lei n.º 97/2026 introduced reverse-charge treatment changes from 1 July 2026 for specified construction-service situations, including certain qualifying residential contracts (IMPIC notice, 23 July 2026).

These are distinct tax questions, and eligibility depends on the client, contractor, property and contract facts. Have the quote state the invoicing treatment, then verify it with a qualified Portuguese tax adviser before relying on a reduced rate or assuming a refund.

When reviewing proposals, do not compare a total with IVA included against one that quotes IVA separately as if they had the same tax basis. Ask the contractor to state clearly how the price will be invoiced, but treat that statement as something to verify against the facts and current rules. The available information does not support promising that a particular homeowner or project will qualify for a reduced rate.

Pre-signing checklist

  1. Confirm which drawings, specifications, finish schedules and revisions are incorporated into the offer.
  2. Mark each relevant construction stage and system as included, excluded, separately priced or owner-contracted.
  3. Identify priced materials, finish levels, quantities, allowances and the process for substitutions or upgrades.
  4. Classify design, specialist engineering, municipal charges, utility work, site preparation and external works in writing.
  5. Confirm whether the price is fixed, measured or estimated, its validity period, and the stated IVA treatment.
  6. Record payment milestones, start assumptions, work programme, completion date and any delay provision.
  7. Agree how extra work is authorized and how its price and schedule effects are recorded.
  8. Check the applicable IMPIC credential and assign responsibility for specialist certificates and handover records.
  9. Keep the signed quote, contract, attachments and change approvals together.

For covered contracts above the statutory threshold, written form and specified contract content are required; the threshold depends on the class 1 limit in force. Confirm the current value with the contractor or IMPIC rather than relying on a stale amount. For municipality-dependent details and tax treatment, verify the current requirements for the actual project before signing.

Frequently Asked Questions

Does every Portuguese home construction quote include the same work?

No. There is no universal included-work list. The quote, contract and incorporated drawings or specifications define the scope. Ask for each relevant task or cost to be marked included, separately priced, owner-contracted or not applicable.

Does a construction quote in Portugal include IVA?

Not necessarily. Ask whether the displayed amount includes IVA or whether it will be added, and what treatment will appear on invoices. Reduced-rate and reverse-charge rules are conditional and depend on the actual parties, property and contract, so verify with a qualified Portuguese tax adviser.

Are architecture, municipal charges and utility connections always extra?

The available information does not establish that these are always excluded. Ask whether each is included in the contractor’s price, separately priced by the contractor, or contracted and paid for by you, and get the answer in writing.

What should I compare when reviewing two contractor quotes?

Compare the same scope and document revisions, materials and allowances, price basis and IVA treatment, payment milestones, schedule, exclusions, variation rules, credentials and handover responsibilities. A lower total alone does not show that the proposals cover equivalent work.

How should extra work or a change be approved?

Agree a written procedure before work starts. Specify who can authorize a change, how its cost and effect on timing are calculated, and how approval becomes part of the contract. Keep the approval with the signed quote and project documents.

What contractor credentials and installation certificates should I ask about?

Check the applicable IMPIC authorization or registration and whether its class is appropriate to the project value. For electrical or gas work, ask who is responsible for the relevant Portuguese qualifications, registration, certifications and inspections, and which records will be handed over.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

There is no standard Portuguese construction quote package. Treat the written scope, incorporated plans and specifications, price and schedule terms as the definition of the job. Before signing, compare proposals on the same basis, confirm what is included or separately paid, verify credentials and IVA treatment, and put the change-approval process in writing.
