Most cement sold as “clinker-free” is more accurately described as low-clinker cement. The best-documented example is limestone calcined clay cement (LC3), a blended cement that commonly uses 50% Portland clinker, 30% calcined clay, 15% limestone and 5% gypsum. It still contains clinker, but replaces about half of the clinker in a typical Portland-cement formulation with activated clay and limestone. That substitution can cut process emissions while maintaining comparable 28-day strength in the context reported by India’s NITI Aayog. Early strength, workability, carbonation resistance, standards and local supply still have to be checked for the specific product and project.
LC3 works because calcined clay is chemically reactive. Alumina released from metakaolin, the activated form of kaolinite clay, reacts with finely ground limestone to form additional cementitious phases and a less porous matrix. The result is not simply ordinary cement diluted with inert powder; it is a deliberately designed clinker-reduction system.

What “clinker-free” cement actually means
Portland cement clinker is the hard, kiln-fired material that supplies most of cement’s hydraulic strength. Making it requires heating limestone and other minerals to very high temperatures and releasing carbon dioxide both from fuel and from the limestone’s chemical decomposition. Reducing clinker content is therefore one of the main routes to lower cement emissions.
The phrase clinker-free cement can imply that a product contains no clinker at all. LC3 does not meet that literal definition. The LC3 Project hosted by EPFL and a peer-reviewed review of calcined clay cement describe LC3 as a blended Portland cement with a substantial, but reduced, clinker share. A frequently cited LC3-50 formulation contains the following materials:

| Component | Share in a common LC3-50 blend | Function |
|---|---|---|
| Portland clinker | 50% | Primary hydraulic binder and early strength contributor |
| Calcined clay | 30% | Reactive supplementary cementitious material supplying activated silica and alumina |
| Ground limestone | 15% | Reactive partner for alumina and mineral filler |
| Gypsum | 5% | Controls setting and participates in sulfate chemistry |
The percentages come from the 2020 review Calcined Clay as Supplementary Cementitious Material. They describe a common reference mixture, not a universal recipe. Producers adjust proportions to suit the clay, limestone purity, grinding equipment, strength class and applicable standard. If a specification requires zero clinker, LC3 should not be presented as meeting it; a different binder technology would need to be assessed.
How LC3 is produced
1. Select a suitable clay and limestone
LC3 depends on clay containing enough kaolinite to become reactive after heating. The clay is not used in its raw state. Limestone quality also matters because its mineral content affects the reactions with the calcined clay. The LC3 Project explains the material system, suitable raw materials and mechanism at The Material – LC3.

Clay is heated to remove chemically bound water and disorder the kaolinite structure. This creates metakaolin, a reactive phase rich in alumina and silica. NITI Aayog’s Roadmap for Cement Sector Decarbonisation gives an approximate calcination temperature of 800°C for the clay route used in its LC3 discussion, compared with about 1,500°C for conventional Portland-clinker production. These are approximate process temperatures, not fixed settings for every kiln or clay deposit.
3. Grind and combine the constituents
After calcination, the clay is ground with clinker, limestone and gypsum, or the components are ground in a controlled sequence and then blended. Particle-size distribution, moisture, sulfate balance and chemical composition must be controlled because they influence setting, water demand and strength. The objective is a consistent cement in which the supplementary materials react rather than behave as inactive filler.
4. Let the clay–limestone reaction do the work
When water is added, clinker hydrates as it does in Portland cement. At the same time, alumina in the metakaolin reacts with ground limestone and the other hydration products. The LC3 Project describes this interaction as producing a less porous material and allowing equal strength at higher clinker substitution. In its words, “The additional alumina in the metakaolin reacts with the ground limestone, leading to a less porous material, and therefore providing equal strength with higher levels of clinker substitution.” See the project’s technical explanation.

How much carbon and energy can LC3 save?
In the LC3 discussion of its cement-sector roadmap, NITI Aayog reports approximately 35–45% lower carbon-dioxide emissions than ordinary Portland cement (OPC). The same source contrasts clay calcination at about 800°C with about 1,500°C for OPC clinker production. Those figures are useful indicators of the technology’s potential, not a universal environmental product declaration.
| Comparison reported by NITI Aayog | LC3 route | OPC route |
|---|---|---|
| Approximate thermal step | Clay calcination at about 800°C | Clinker production at about 1,500°C |
| CO₂ result in the roadmap discussion | Approximately 35–45% lower than OPC | Reference level for the comparison |
Actual emissions depend on the clinker percentage, clay and limestone transport distances, kiln efficiency, electricity mix, fuel, grinding energy and the accounting boundary used. A plant using renewable electricity and nearby raw materials may have a different result from a plant importing clay or relying on carbon-intensive power. LC3 is therefore a lower-carbon option, not a zero-emission or universally identical product.
France Ciment explains the basic relationship succinctly: “L’empreinte carbone des ciments Portland est directement proportionnelle à leur teneur en clinker,” meaning that Portland cement’s carbon footprint is directly related to its clinker content. Its discussion of low-carbon cement categories is available at Ciments bas carbone. The relationship is directionally useful, but a project-level comparison still requires product-specific data.
Strength, setting and durability: what changes on site?
Later-age strength can be comparable
NITI Aayog reports similar performance and strength to OPC at 28 days in the context it discusses. That makes LC3 potentially suitable for structural and infrastructure applications when the mix is designed, tested and certified for the required strength class.

Early strength may be lower
The same roadmap notes lower strength at one and three days. This matters when a project depends on rapid formwork removal, early prestressing, short traffic-closure windows or immediate loading. A 28-day result cannot be used as a substitute for the early-age data required by the construction schedule.
| Age or property | Evidence reported for LC3 | Design implication |
|---|---|---|
| 1 day | Lower strength than OPC in the cited NITI Aayog discussion | Check stripping, handling and early-loading requirements |
| 3 days | Lower strength than OPC in the cited discussion | Allow time or adjust the approved mix where early strength governs |
| 28 days | Similar performance and strength to OPC in the cited context | Assess against the project’s specified strength and test standard |
Workability is mix-dependent
The peer-reviewed review reports worse workability in one set of LC3 concrete tests. Calcined clay can increase water demand because of its surface area and particle shape. That does not mean every LC3 concrete is difficult to place; admixture selection, particle grading, water-to-binder ratio and mixing sequence can change the result. Slump, flow, pumpability and finishability should be measured on the proposed mix rather than inferred from the cement label.
Durability needs exposure-specific testing
The review summarizes studies in which carbonation behavior changed with replacement level. It does not support a blanket claim that LC3 always improves or always reduces carbonation resistance. Chloride ingress, sulfate exposure, freeze–thaw conditions, heat development and shrinkage likewise depend on the formulation, curing and environment. Specify the exposure class, carry out the required durability tests and use the resulting data in the service-life design.
Curing and construction control still matter
Because some LC3 mixtures develop strength more slowly at early ages, curing cannot be treated as optional. Protect fresh concrete from drying, maintain the specified temperature and moisture regime, and do not shorten curing solely because the 28-day target is expected to match OPC. The engineer’s approved method statement should define test ages, acceptance criteria and any restrictions on early loading.

- Clinker share and recipe: LC3 replaces a substantial portion of clinker with calcined clay and limestone; OPC relies primarily on clinker with gypsum.
- Emissions basis: Compare verified product data using the same declared unit and life-cycle boundary. The 35–45% figure is the range in NITI Aayog’s roadmap discussion, not a guarantee for every bag or batch.
- Early and later strength: LC3 may lag at one and three days while reaching similar 28-day performance in the cited context.
- Workability and curing: Test the actual concrete because calcined clay can affect water demand and rheology.
- Durability: Use exposure-specific carbonation and other durability results; replacement level changes behavior.
- Approval and supply: Confirm the governing standard, certified product documentation and local availability before writing LC3 into a specification.
Other blended cements may use slag, natural pozzolan or different calcined materials. Their performance cannot be assumed to match LC3 simply because all reduce clinker. The binder chemistry, replacement level and standard must be identified for each product.

Approval is jurisdiction-specific. NITI Aayog identifies India’s IS 18189:2023 as a relevant standard. In Europe, France Ciment associates LC3 with the CEM II/C-M category under NF EN 197-5. These references show that LC3 can fit recognized cement frameworks; they are not a worldwide approval.
NITI Aayog describes commercial scale-up in parts of Africa and South America and development in Asia. Its roadmap also contains dated projections about capacity and commissioning. Those projections should not be treated as current operating capacity without confirmation from a producer or certification body.
For a live project, request the current certificate, declaration of performance or equivalent conformity document for the exact cement. Check the product’s clinker and calcined-clay percentages, strength class, test results, applicable standard, manufacturing plant and validity period. France Ciment notes that low-carbon cement certification is product- and plant-specific; a generic statement about LC3 technology is not a substitute for documentation for the material being delivered.
How to decide whether LC3 fits a project
- Define the performance requirement. Record the strength class, test ages, exposure classes, maximum heat, shrinkage limits, workability range and construction schedule.
- Confirm local acceptance. Ask the authority, specifier or engineer which cement standards and conformity marks are accepted for the work.
- Obtain product evidence. Request the manufacturer’s technical data, certificate, composition, environmental declaration where available and test results for early and 28-day strength.
- Run a laboratory mix trial. Measure water demand, slump or flow retention, setting time, density, air content, heat evolution and strength at the ages that control the job.
- Check durability for the exposure. Use the required carbonation, chloride, sulfate, freeze–thaw or other tests instead of relying on a generic LC3 claim.
- Plan placement and curing. Adjust admixtures, formwork striking times, curing duration and quality-control hold points to the measured early-age behavior.
- Verify supply continuity. Confirm that the same certified plant and formulation can supply the project volume and that replacement materials will trigger the required approval process.
Common mistakes to avoid
- Calling LC3 clinker-free: A typical LC3-50 blend still contains 50% clinker.
- Promising a fixed carbon saving: The approximately 35–45% reduction is a roadmap estimate relative to OPC under its stated context, not a universal product result.
- Using 28-day strength to schedule early work: Lower one- and three-day strength can affect stripping and loading.
- Assuming every clay works: Kaolinite content, calcination control and grinding quality determine reactivity.
- Ignoring workability: Some tested LC3 mixes had worse workability; verify slump, pumping and finishing on the actual concrete.
- Assuming durability always improves: Carbonation behavior changed with replacement level in the reviewed studies, so exposure-specific testing is essential.
- Specifying the technology without a certified product: Standards and commercial availability differ by country and plant.
Bottom line for construction professionals
LC3 is a practical low-clinker cement system, not a cement with zero clinker. By combining Portland clinker with calcined clay, limestone and gypsum, it uses a lower-temperature clay activation step and a chemical clay–limestone reaction to reduce clinker demand. The cited roadmap reports approximately 35–45% lower CO₂ emissions than OPC and similar 28-day strength, while also reporting lower one- and three-day strength. Whether it is the right choice depends on the project’s early-age schedule, workability, durability exposure, standards and verified local product data.
