A “cement plug bandhara” is generally a local description for a cement nala bund or cement nala bandhara: a cement-concrete or stone-masonry structure built across a nala (small stream or drainage channel) to slow and store flowing water. The phrase is not a consistently standardized engineering term, so the approved drawing and local department terminology matter.
It is not simply a wall made from cement. The structure must retain water, pass safe flows, resist water pressure and foundation movement, tie into both banks, and protect the channel below it. In Maharashtra government material, these works are associated with irrigation; watershed programmes also describe storage, percolation, protective irrigation and possible groundwater recharge. The exact purpose and dimensions are site-specific.

What a cement plug bandhara means
The Zilla Parishad Jalna Minor Irrigation Department describes cement nala bandharas as dams across continuously flowing streams. Their stated purpose is to block water so it can be used for irrigation through canals, particularly in areas identified as having high rainfall. Government of Maharashtra watershed material places cement concrete nala bunds among drainage-line treatments and describes them as structures built on nalas to store water.
An academic technical document uses the related term cement nala bund for a stone-masonry embankment across a nala. These descriptions are compatible in function but show why the material should not be assumed from the name alone. One approved design may use cement concrete, another may use stone masonry with cement mortar, and a larger or more complex project may include reinforced or gated components. Material, shape and dimensions come from the site design, not from the phrase “plug bandhara.”

“Plug” should also not be read as permission to seal a channel completely. A bandhara stores water while providing a controlled route for normal and excess flows. Blocking a nala without a designed overflow arrangement can move the hazard upstream, around the banks or into the foundation.
What it is used for
Seasonal storage
Water retained behind the cross-channel structure can provide a local storage pool. The quantity and duration depend on the catchment, rainfall pattern, channel geometry, sediment load, evaporation and the way water is released or withdrawn. A nameplate capacity cannot be inferred from the structure type.
Irrigation and protective irrigation
The Jalna department’s description links the structure to irrigation through canals. Watershed programme material also lists protective irrigation as an intended benefit: stored water can help protect crops during a dry spell, provided a suitable outlet, canal or lifting arrangement exists and water is legally available for that use.
Percolation and possible groundwater recharge
Keeping water in a drainage line for longer can encourage infiltration into the bed and banks. Watershed documents identify percolation and possible groundwater recharge among the reasons for such works. Those are potential functions, not guaranteed results. Recharge depends on geology, soil, sediment sealing, groundwater levels and the actual duration of ponding; a project-specific assessment is needed before promising a rise in wells or borewells.
How it differs from other bandharas and water-harvesting works
Local usage varies, but the following distinctions help prevent unsuitable substitutions.

| Structure or term | Primary purpose | Typical setting or feature | Important distinction |
|---|---|---|---|
| Cement nala bund or cement nala bandhara | Store or slow water in a nala; support irrigation and watershed functions | Cross-channel concrete or stone-masonry work, with a designed water-passage route | Requires hydrologic, hydraulic and structural design for the particular channel |
| Diversion bandhara | Direct stored water toward fields | Crosses a nala and works with a small diversion canal | Its defining feature is diversion to fields, not merely storage |
| Earthen nala bund | Hold back runoff and sediment | Compacted earth embankment | Different seepage, erosion and overtopping behaviour from masonry or concrete |
| Loose-boulder structure | Slow runoff and reduce channel erosion | Dry-laid or loosely arranged stones across a drainage line | Usually not interchangeable with a water-retaining masonry weir |
| Gabion structure | Reduce flow velocity and trap sediment | Stone-filled wire baskets | Flexibility and permeability differ from a cemented barrier |
| Farm pond | Store runoff in an excavated or embanked basin | Off-channel or on-farm storage area | It is not a cross-channel nala structure |
| Kolhapur Type weir | Regulate water levels for irrigation | Gated structure, according to the district description | Gates and operating rules create different maintenance and safety needs |
Government watershed material treats these as separate treatments. A proposal should therefore state whether the goal is storage, infiltration, direct irrigation, or diversion, rather than using “bandhara,” “check dam” and “nala plug” as if they were universal synonyms.
How a cement nala bund is designed
Design has three linked but distinct investigations: hydrology determines how much water may arrive, hydraulics determines how the structure and overflow route pass it, and structural engineering checks whether the works remain stable. A site that looks suitable for storage can still be unsafe if any one of these steps is skipped.
1. Survey and site assessment
Engineers establish the nala alignment, bank levels, cross-sections, catchment boundary, slope, upstream and downstream land uses, foundation strata and access for construction. They also identify houses, roads, utilities, existing wells, cultivated land and downstream users that could be affected by a raised water level or diverted flow. The intended use—storage, protective irrigation, recharge or diversion—must be agreed before dimensions are selected.
2. Hydrologic design
The hydrologic stage estimates runoff from the catchment and the peak flow that may reach the site. Rainfall intensity and duration, catchment area, soil, land cover, channel response and seasonal flow records can all matter. The result is a design flow, not an average rainfall figure. A structure sized only for ordinary days may be overtopped by a short, intense storm.
3. Hydraulic design
Hydraulic calculations determine the retaining profile, crest or overflow arrangement, upstream ponding level, downstream energy dissipation and protection against scour. The engineer must show where excess water goes and how it returns to the channel. Bank connections, approach flow and the possibility of water bypassing the abutments are part of this work.

4. Structural and foundation design
The structure is checked for water pressure, uplift, sliding, overturning, bearing and other design loads appropriate to the site. Foundation excavation, cutoff or seepage-control details, jointing and bank tie-ins are selected from ground conditions. A masonry section on sound rock is not designed the same way as a concrete section on deep alluvium.

Before work starts, the owner or implementing agency should have approved drawings, quantities, specifications, land and water permissions, and a plan for supervising quality. The reviewed government pages describe schemes and functions, but they do not establish one statewide drawing, concrete grade, reinforcement schedule or standard dimension for every cement nala bund.
How it is built: a responsible project sequence
Construction should follow the approved design under a qualified civil, irrigation or watershed engineer. The sequence below explains what a reader should expect; it is not a do-it-yourself construction recipe.
- Set out the site. Surveyors mark the centreline, crest level, abutments, excavation limits and any canal or outlet. Temporary access and safe diversion of the nala are arranged before excavation.
- Prepare a temporary water-control plan. Work may require a dry-season window, upstream diversion, cofferdam or staged construction. The method must keep workers safe and prevent uncontrolled release of stored water.
- Excavate and verify the foundation. Loose soil, organic material and unsuitable deposits are removed to the depth shown on the drawings. The supervising engineer confirms that the exposed foundation matches the assumptions used in design; unexpected rock, clay or seepage can require redesign.
- Construct the foundation and seepage controls. Foundation concrete, masonry, cutoff elements, filters or drains are installed only where specified. Their purpose is to transfer load safely and limit undermining or uncontrolled seepage.
- Build the main section. Stone masonry with cement mortar, cement concrete or another specified system is placed in controlled lifts or courses. Aggregate quality, batching, placement, compaction, joints and curing follow the project specification. A bagged consumer mix is not automatically suitable for a hydraulic structure.
- Form the overflow and downstream protection. The crest, spillway, apron, stilling or energy-dissipation feature and channel protection are built to the hydraulic drawings. This is what allows excess flow to pass without cutting around or below the structure.
- Tie into the banks. Abutments and wing or return walls are connected to competent bank material as designed. Poor connections can allow water to flank the structure even when the centre section is strong.
- Inspect and test before impounding. Dimensions, levels, materials, visible defects, drainage paths and bank protection are checked. The structure is brought into service in a controlled manner, with downstream conditions observed.
- Record the asset. As-built levels, materials, drawings, inspection notes and operating responsibilities should be handed to the owner or local authority. These records matter when sediment is removed, repairs are planned or a flood damages the channel.
The available sources do not provide a universal concrete grade, reinforcement detail, curing period, wall thickness or construction quantity. Supplying such numbers without the site design would create a false sense of safety.

| Criterion | Value in that case | How to interpret it |
|---|---|---|
| Land slope | Below 3% | Example criterion, not a statewide limit |
| Catchment area | 40 to 100 hectares | Example range used for that study |
| Annual rainfall | Below 1,000 mm per year | Case-study criterion; year was not stated in the inspected extract |
| Stream order | Third-order stream | Specific to the example’s site-selection method |
These values must not be copied as a recipe. The same document presents another designed case with different catchment conditions, showing that a competent design responds to the actual watershed. The 1,000 mm figure is not a general safety threshold, and it does not establish a universal storage volume, recharge rate or crop-yield increase.
The apparent contrast between a Jalna department description associating cement nala bandharas with high-rainfall areas and a case study using rainfall below 1,000 mm illustrates why context matters. One is an institutional description of where such irrigation works are used; the other is a particular academic selection criterion. Neither should be generalized beyond its stated setting.

“Cement” identifies a binder or material category, not a complete specification. Stone size, aggregate cleanliness, water quality, mortar or concrete proportions, reinforcement, joints, drainage and curing all influence performance. The academic source’s stone-masonry description and the watershed document’s cement-concrete description should be read as alternative documented forms, not as a contradiction that permits arbitrary substitution.
- Use only materials and proportions stated in the approved design.
- Confirm foundation bearing and seepage conditions before placing the permanent section.
- Keep construction joints, drains, filters and expansion details consistent with the drawings.
- Reject cracked, honeycombed, segregated or poorly bonded work rather than hiding it with surface plaster.
- Document delivery, batching, placement and inspection so defects can be traced.
Operation, maintenance and safety
A bandhara remains a water-control asset after construction. The owner should assign responsibility for observing the crest, banks, downstream apron, outlets and adjacent land whenever water levels rise. Vegetation, debris, animal burrows, erosion, exposed foundation material, cracking, settlement and seepage paths warrant professional assessment. Sediment can reduce storage and alter flow patterns; removal must not undermine the foundation or disturb downstream users.

People should not climb on a structure, enter an impounded area during rising flow or remove gates, stones or debris from an overflow route. Warning signs, controlled access and coordination with downstream users are practical safety measures.

Common mistakes and how to avoid them
Treating the name as a standard design
A local phrase does not supply a crest level, wall thickness or spillway size. Start with a survey and a design brief.
Using average rainfall instead of design runoff
Peak storm flow, not annual rainfall alone, governs the passage of floods. Require documented hydrologic calculations.
Confusing storage with diversion
If fields are to receive water through a small canal, the project is functioning as a diversion bandhara and needs an outlet and operating arrangement designed for that purpose.

Published descriptions include stone masonry and cement concrete. Follow the specified system; do not replace it with an unapproved mix or prefabricated element.
Ignoring the banks and downstream channel
Water can bypass a short wall, erode an unprotected outlet or damage downstream property. Bank tie-ins and energy dissipation are design components, not finishing touches.
Promising groundwater or crop benefits without measurements
Percolation and protective irrigation are intended functions, while actual recharge and yield changes depend on local conditions. State benefits as objectives unless monitoring demonstrates results.
Who should plan and build one?
A landowner or community group can identify a water problem and request a feasibility study, but the final scheme should be prepared and supervised by the responsible irrigation, watershed or civil-engineering authority. The team needs surveying, hydrology, hydraulics, structural and geotechnical competence, along with knowledge of local permissions and downstream rights. Construction labour should work from issued drawings, not a verbal description of a “plug.”
