What Homeowners Should Ask Their City Before Street Construction Begins

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before crews arrive, ask the city or utility to identify the project, show you the plans for your block, give you a realistic work sequence, and explain exactly how access, parking, utilities, safety and private-property entry will be handled. Get the answers—and the names and phone numbers of the people responsible—in writing.

Construction rules differ by municipality and by project. The examples below illustrate questions worth asking, not a nationwide notice period or a universal work-hour rule. Confirm current details with the project contact, official project page or permit system for your address.

Start by establishing who owns the work and what is included

Identify the responsible agency, utility and contractor

Ask which city department, water utility, transportation agency or private utility is sponsoring the work. Then ask for the prime contractor, project manager, resident engineer or inspector assigned to your block. Responsibility can be split: one agency may replace a water main while another restores pavement, and a utility may work under a city right-of-way permit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which agency or utility is paying for and directing the work?
  • What is being installed, repaired or removed?
  • Which street numbers, intersections and side streets are included?
  • Who is the on-site supervisor, and who handles resident questions?

Request the map, plans and latest update

Ask where you can view the project map, construction drawings, traffic-control plan and current notices. A project page may be updated more often than mailed notices. Save the page address and the date you checked it so you can tell whether information has changed.

Use permits to verify scope when available

Permit records can reveal the work limits and proposed dates. Salt Lake City says a public-way permit application includes the scope of work and proposed start and completion dates, and directs residents to its citizen portal to search permits. Los Angeles distinguishes permits for limited sidewalk and driveway work, extensive public works and excavation in a public right of way. Those categories are local examples; your city may use different names or a different search system.

Get a block-level schedule, not just a project completion date

Ask about sequence and the dates that affect your house

A citywide completion target is not enough. Ask when your block is expected to start, what happens first, how crews move from one address range to the next, and how long each phase may last. Request estimated daily work hours and the dates when driveways, sidewalks, lanes or parking spaces are most likely to be restricted.

Ask which conditions could move the schedule: weather, inspections, utility conflicts, permits, material deliveries or emergency work. Ask how far in advance the city normally announces a change and whether updates arrive by email, text, door hanger, project website or neighborhood meeting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the limits of advance notice

City of Greater Sudbury notices introduce planned work and the project team, followed by updates about construction timing and planned interruptions. Denver Water explains that permits, weather and other variables can alter a schedule, and emergency repairs may not allow advance notice of a change. Treat any date as an estimate unless the project contact confirms the phase is locked in.

Ask for the actual work hours

Work hours are set locally and can vary with permits, noise rules and the type of operation. The City of San Diego’s Water & Sewer Projects FAQ gives 7:00 a.m. to 3:30 p.m. as a residential-hours example for its Group Jobs. That is a San Diego project example, not a national standard. Ask whether excavation, concrete placement, paving, overnight traffic control or utility testing will occur outside the usual hours.

Protect driveway, sidewalk, street and parking access

Pin down when access will be blocked

Ask separately about your driveway, the nearest sidewalk, the travel lane in front of your home and on-street parking. For each, ask the expected start time, likely duration, how much notice you will receive and whether the restriction will be continuous or intermittent. A driveway may remain open during excavation but close during concrete curing; a sidewalk may shift to the opposite side of the street.

Ask whether the contractor will provide a temporary driveway surface, a signed pedestrian detour or alternate parking. Sudbury describes coordinating driveway closures and alternate access for some short disruptions. Do not assume that arrangement is offered on your project; have the project contact describe the route and who maintains it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan for deliveries, bins and mobility needs

Tell the project team about recurring needs before work starts: waste and recycling collection, school or medical transport, deliveries, a mobility device, home health visits or a tenant who needs step-free access. Ask where bins should be placed, how a delivery driver reaches the property and what to do if a planned route is blocked unexpectedly. Arrangements for these routine activities are project-specific and should be confirmed rather than inferred.

Confirm emergency and accessible routes

Ask how fire, ambulance and police vehicles will reach every address during excavation and paving. Ask where pedestrians—including wheelchair users, people with visual impairments and children—will cross the work zone, whether ramps and detectable edges will be maintained, and which number to call if a route is blocked or unsafe.

San Diego’s FAQ requires proper access to homes and businesses for the Group Jobs it covers and describes advance notices for temporary street, driveway or pedestrian closures. Seattle guidance explains that traffic-control requirements depend on the project and street conditions. These examples show why the city must explain the control plan for your particular block.

Ask exactly what will happen to water, sewer and other utilities

Find out whether your service can be interrupted

Ask which homes are connected to the section being replaced, whether water, sewer, gas, electric or communications service may be interrupted, and whether crews need to enter a yard or basement to reconnect a line. Ask for the expected date, approximate length and notice method for each interruption. A brief valve shutdown and a longer service transfer have different preparation requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Get instructions for temporary service

If service is interrupted, ask what temporary arrangement will be provided, who operates it and what residents must do. For certain San Diego water-main replacements, the city says household water is supplied through temporary pipes between temporary shutoffs. That arrangement is specific to those projects; it should not be assumed for another city or another type of utility work.

Ask whether temporary water is potable, whether pressure or appearance may change, whether sewer use is restricted, and where to report a leak, loss of service or damage to a temporary connection. Request written instructions before the first shutdown.

Clarify private-property entry and paperwork

Ask why crews need to enter

Determine whether surveyors, inspectors or utility crews must enter your yard, driveway, basement or side easement. Ask what they will inspect, how long the visit will take, what equipment they will use and whether landscaping, fences or pavement must be moved or restored.

Check for permission forms and deadlines

Ask whether you must sign a permit to enter, easement, temporary construction agreement or restoration acknowledgment. San Diego’s undergrounding process is an example in which some property owners are asked to sign a permit to enter. That does not make a signature necessary for every street project. Do not sign until you understand the area covered, access dates, restoration responsibility and contact for questions.

Record the property’s pre-work condition

Photograph driveways, retaining walls, irrigation, trees, fences and exterior utility equipment before crews begin. Send copies to the project contact if the city requests a condition survey, and keep the originals with the project notices. Ask how to report damage and whether there is a formal claim process.

Leave the meeting with a reliable contact and escalation path

Collect names, roles and hours

Write down the project manager, resident engineer, inspector, contractor foreperson and after-hours emergency number. Ask which person handles schedule questions, which handles utility outages and which handles unsafe conditions. A general city call center may route routine questions, while an on-site contact can resolve a blocked driveway more quickly.

Ask how urgent problems are handled

Get a route for a blocked emergency lane, exposed trench, flooding, failed temporary water line or inaccessible home. Ask whether calls are answered 24 hours a day and what information to provide, such as your address, nearest intersection and a photograph. Portland Water says its project permit process includes advance notice and a 24-hour hotline for its projects; other utilities may use a different system.

Keep a written record

After a phone call or meeting, email a short summary of the commitments, dates and unanswered questions. Save notices, permit screenshots and photographs in one folder. Written records help you distinguish a planned change from an unsafe condition and make it easier for a new inspector or contractor to understand the history.

  1. Identify the work: Give your address and ask for the project name, responsible agency, contractor and exact limits on your block.
  2. Locate the information: Request the map, plans, permit record and official page where updates will be posted.
  3. Map the timing: Ask for the planned start, sequence, estimated duration at your address, daily work hours and triggers that could change the dates.
  4. Plan access: Ask when your driveway, sidewalk, street and parking may close, the notice method, the detour or alternate parking and the procedure for bins and deliveries.
  5. Protect services: Ask whether water, sewer or another utility may be interrupted, which homes are affected, how long it may last and what temporary service or restrictions apply.
  6. Protect people and property: Confirm emergency-vehicle access, accessible pedestrian routes, private-property entry, required signatures and restoration responsibilities.
  7. Confirm escalation: Repeat the normal-hours and after-hours contacts, then email the agreed details and keep the reply.

If the city offers construction alternatives, compare the consequences

Some projects present route, staging or timing choices; many do not. If alternatives are offered, ask the city to compare them using the same criteria rather than choosing solely on the advertised completion date.

Decision point Question to put to the project team
Duration and timing Which option reaches my block first, how long does each phase last, and what work hours or sequencing changes?
Driveway, pedestrian and traffic access How many days is each access point restricted, and what detour or alternate parking is provided?
Utility service Does either option increase the likelihood or length of a water, sewer or other service interruption?
Emergency and accessible routes How are emergency vehicles, mobility devices and pedestrians routed under each plan?
Property-entry burden Which option requires inspections, temporary access, signatures, landscaping removal or other action from the owner?

What different official examples can—and cannot—tell you

The following examples demonstrate useful questions while showing why local confirmation matters.

Jurisdiction or utility Published example How to use it
Los Angeles Separate permit pathways are described for limited sidewalk and driveway work, extensive public works and excavation in public rights of way. Ask your city which permit type covers the work and where its record can be searched.
Salt Lake City A public-way permit application includes work scope and proposed start and completion dates; the city points residents to its citizen portal. Use your local permit portal to check the recorded limits and dates.
City of Greater Sudbury Early notices introduce planned work and the project team; later notices provide construction timing and planned interruptions. Some short driveway closures are coordinated with alternate access. Ask when the first notice arrives, how updates are sent and what alternate access is actually available.
Denver Water Permits, weather and other variables can change schedules, and emergency work may prevent advance notice of changes. Ask what the change-notification process is and what happens when advance notice is impossible.
City of San Diego For the Group Jobs described in its FAQ, contractors notify affected owners and tenants before temporary closures and state how long the work is expected to take; a residential-hours example is 7:00 a.m. to 3:30 p.m. Treat notice wording and hours as project-specific, then request the equivalent written details for your block.
Portland Water Its project permit process includes advance notice and a 24-hour hotline for its projects. Ask whether your utility offers a comparable hotline and when it should be used.
Seattle Traffic-control requirements vary with the project and street conditions. Request the pedestrian and vehicle control plan for your exact street, not a generic promise.

Keep these questions visible before work starts

  • What agency, utility and contractor are responsible, and what addresses are included?
  • Where are the current map, plans, permit record and update notices?
  • What are the planned start, sequence, duration, work hours and change-notification method for my block?
  • When will driveways, sidewalks, lanes or parking be restricted, and what alternate routes or parking apply?
  • Could water, sewer or another service stop, and what temporary arrangement and instructions will I receive?
  • How will emergency vehicles, pedestrians and accessible routes be maintained?
  • Will crews enter my property, and must I sign or prepare anything?
  • Who handles routine questions, urgent safety problems and after-hours emergencies?

“The notice also will say how long the work will take to complete.”

— City of San Diego, Water & Sewer Projects FAQ

Use that level of specificity as your standard: a notice should tell you not only that work is coming, but what restriction to expect and for how long. Because schedules, contacts and local practices change, verify the final details with the responsible project team immediately before construction begins.
