Steel slag is a mineral by-product of steelmaking, formed when fluxes combine with impurities in molten iron or steel. In cement production it can serve as a controlled partial substitute for limestone and other raw materials fed to a kiln to make clinker. Separately, processed steel-slag powder can be specified for cement, mortar or concrete in jurisdictions that have applicable standards. It is not interchangeable with ground granulated blast-furnace slag (GGBFS): the two materials come from different furnaces, have different mineralogy and require different specifications.
What steel slag is
Ferrous slags are created when slagging agents react with unwanted constituents during iron or steel production. Steel slag is the stream produced during steelmaking, after iron has been converted into steel. Its chemistry is not fixed: the furnace route, feed materials, fluxes, cooling history and subsequent processing all affect the final product.

Calcium and silicon compounds commonly dominate ferrous slags, while steel slag can also contain substantial iron. The proportions and mineral phases determine how the material behaves when it is ground, placed in a cement system or exposed to water. Consequently, “steel slag” describes an industrial origin, not one uniform commercial material.
How steel slag is made
- Raw materials enter a steelmaking furnace. The charge and the furnace process determine which impurities must be removed.
- Fluxes form a separate molten phase. Lime, dolomitic materials and other slagging agents combine with silica and other impurities. The resulting liquid carries unwanted constituents away from the metal.
- The slag is separated from the steel. It is tapped or removed as a distinct stream rather than remaining in the finished steel.
- The hot material is cooled and processed. Cooling method, crushing, screening, metal recovery, aging and grinding change particle size, mineralogy and usability.
That last stage matters. Fresh steel slag may contain reactive phases that change as it hydrates and carbonates. A purchaser therefore needs the producer’s processing and aging history, not just a product name.

The two cement-related uses that must not be confused
1. A raw-material substitute in clinker manufacture
The U.S. Geological Survey identifies steel slag as a possible partial substitute for limestone and some other natural raw materials used to make cement clinker. In this application, the slag is part of the kiln feed. Plant engineers proportion it with other raw materials so the combined chemistry meets the kiln and clinker targets.
This is a controlled raw-material role, not a claim that untreated steel slag can simply replace a percentage of finished cement in a mixer. The feed must be characterized, metered and adjusted for its contribution of calcium, silicon, iron and other constituents. Steel slag competes in this raw-material role with materials such as fly ash and bottom ash, but the suitable choice depends on the plant’s chemistry and supply.
2. A processed powder or ingredient in blended cement, mortar or concrete
Some jurisdictions recognize processed steel-slag powder for use in cement and concrete, and recognize blended cements containing steel slag. Processing can include crushing, magnetic separation, screening, controlled aging and fine grinding. The resulting powder must be evaluated against the standard and project requirements that apply where it will be used.

A standard’s existence does not make every steel slag suitable for every mix. A specification normally applies to material with defined characteristics and test results; it does not erase differences between sources. Do not state a universal replacement percentage unless the applicable standard and the project’s mix design establish one.
Steel slag versus GGBFS
“Slag” is a family name, not a performance grade. The most important distinction for cement users is between steelmaking slag and granulated blast-furnace slag.
| Attribute | Steel slag | GGBFS |
|---|---|---|
| Origin | Steelmaking furnace; produced while refining iron or steel into steel. | Blast furnace; produced during ironmaking. |
| Typical cement role | Possible kiln-feed substitute for limestone and other raw materials; processed powder or blended-cement ingredient where a local standard permits it. | Finely ground cementitious material used in concrete and mortar under applicable specifications. |
| Material behavior | Highly source- and processing-dependent; chemistry, mineralogy, cooling and aging are decisive. | Also requires characterization, but its cement use is covered by specifications written specifically for granulated blast-furnace slag. |
| Relevant standard in the cited material | China lists GB/T 20491-2017 for steel-slag powder used in cement and concrete and GB/T 13590-2022 for steel-slag and granulated-furnace-slag Portland cement. | ASTM C989/C989M-26 covers finely ground granulated blast-furnace slag cement, with grades 80, 100 and 120 and requirements such as fineness, slag activity index and compressive strength. |
| Can one specification be substituted for the other? | No. ASTM C989/C989M-26 is not a general specification for steelmaking slag. | No. A GGBFS specification does not certify steel slag. |
Confusing the two can lead to the wrong test program, an invalid compliance claim or a mix that does not perform as intended.

“This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.”
That statement is ASTM’s general caveat about the standard and its test methods. It is not a steel-slag-specific hazard assessment or a finding that a particular product is safe.
Why composition, processing and aging matter
Steel slags can differ in free lime, silicate phases, iron-bearing minerals, particle size and degree of hydration or carbonation. Those differences affect grinding energy, reactivity, setting behavior, strength development and dimensional stability. A result obtained for one producer’s slag should not be presented as a result for all steel slag.

USGS reports that ferrous slags can produce alkaline leachate as calcium oxides and silicates dissolve. The observation is general; it does not determine the leachate from a particular stockpile, powder or concrete element. Exposure conditions, drainage, containment and local regulatory criteria all matter.
- Identify the stream: confirm that the material is steelmaking slag, not blast-furnace slag or a mixed product.
- Obtain a processing record: ask how it was cooled, crushed, separated, aged and ground.
- Review chemistry and mineralogy: use current producer test data and confirm that sampling represents the delivered lot.
- Check physical behavior: verify fineness, density, water demand and any project-required strength or volume-stability tests.
- Assess environmental requirements: determine whether the jurisdiction requires leachate, constituent or waste-classification testing for the intended use.
How to specify steel slag for a real project
- Define the role first. Write whether the material is a kiln raw-material feed, a processed cementitious powder, a component of blended cement or another construction material. Do not use “slag replacement” without naming the role.
- Confirm the governing jurisdiction. Identify the country, state or province, owner specification and edition of the standard. China’s GB/T documents do not automatically govern a project elsewhere.
- Verify supplier identity and product name. Require documentation that distinguishes steelmaking slag from GGBFS and from an aggregate or furnace-slag blend.
- Review production and aging history. Record furnace source, cooling method, metal-recovery steps, storage conditions and aging period where those controls are part of the product qualification.
- Set acceptance tests. List the chemical, mineralogical, fineness, strength, setting, soundness or environmental tests required by the applicable standard and project. Use the standard’s methods rather than borrowing GGBFS criteria.
- Run a trial blend or mix. Confirm kiln-feed behavior or concrete performance with the actual materials, proportions, water demand and curing conditions. A laboratory result for another source is not a substitute.
- Control deliveries. Keep lot identification, certificates, retained samples and records of any change in source or processing. Requalification may be necessary after a material change.
- Document the limits. State the approved application, maximum permitted use if the governing specification sets one, handling precautions and conditions that trigger additional testing.
What the global production figures mean
The U.S. Geological Survey’s 2026 summary estimates 190–290 million metric tons of steel slag for 2025. This is not a directly reported global production census: USGS says world production data were unavailable and derives the estimate from estimated steel-furnace slag production relative to raw-steel output. USGS describes that relationship as approximately 10%–15% of raw-steel production.
Keep the separate estimate for iron slag separate: USGS gives 330–390 million metric tons of iron slag for 2025. Iron slag is associated with blast-furnace ironmaking and should not be added to the steel-slag total.

USGS’s 2026 industrial summary discusses developing U.S. slag-grinding capacity and uncertainty in future supply. It also says steel-slag uses in U.S. concrete and cement remain under investigation, including work supported by a five-year U.S. Department of Transportation research grant awarded in 2024. That supports saying research and capacity-building are underway—not that one universal U.S. application has been validated.
Common mistakes to avoid
- Calling all slag GGBFS: origin determines the material and the applicable specification.
- Treating kiln feed as cement replacement: a raw-material substitution happens before clinker is made; a cementitious addition is evaluated in the finished binder or mix.
- Quoting one replacement rate for every source: the cited standards and reviews do not establish a universal percentage.
- Assuming “natural” or “recycled” means automatically safe: composition, mineralogy, leachate and site conditions still require evaluation.
- Using an old or proposed standard: verify the current edition and whether a revision is merely planned, under approval or effective.
- Ignoring source changes: a new furnace, feedstock, cooling method or grinding line can change performance even when the product name is unchanged.
Bottom line for cement and concrete professionals
Steel slag is a potentially useful secondary raw material, but it is not a single standardized substitute. In a cement plant it may partly replace limestone or other kiln feed materials. As a processed powder or blended-cement component, it can be used only where the applicable standard, test data and mix design support that use. Confirm the slag’s origin, processing and aging, apply the correct jurisdiction-specific specification, and qualify the actual material before placing it in a kiln, mortar or concrete mix.
