Vertical construction is the stage when a resort becomes a functioning physical property: crews build the foundations and structural frame, enclose the buildings, install engineering and life-safety systems, fit out guest and operating areas, complete amenities and landscape, then test, document and hand the facilities to the operating team. It is one part of a larger development lifecycle that also includes briefing, design, procurement, approvals, commissioning and operation.

There is no universal resort sequence or duration. Buildings, amenities and site works are usually phased and overlap according to the design, location, procurement strategy, access, approvals and opening plan. The sequence below is a practical framework, not a substitute for the project drawings, contract documents or local requirements.

What “vertical construction” covers

In a resort context, vertical construction means the building work that gives the development its physical form and installed capability. It normally starts after design development, permitting and procurement decisions have advanced far enough for construction to proceed. It is narrower than the complete hotel-development lifecycle described by the World Sustainable Hospitality Alliance (WSHA), which also includes project inception, pre-design, operational planning, construction, commissioning, operation and performance monitoring.

The work may include a main hotel, guestroom wings, villas or residences, restaurants, kitchens, spa and wellness buildings, conference or public areas, staff and back-of-house facilities, plant rooms and service structures. Pools, waterfront elements, roads and landscape are not all “vertical” work, but they have direct interfaces with the buildings and must be planned with them.

The typical sequence at a glance

Stage Main work Key dependencies Evidence of readiness for the next stage
Site preparation and foundations Access, clearing, earthworks, utilities, excavation, foundations and below-ground waterproofing Surveys, geotechnical information, permits, temporary works and utility strategy Foundations and underground interfaces inspected and released
Structural frame Columns, walls, beams, slabs, stairs, cores and structural openings Structural drawings, reinforcement or steel fabrication, crane and lifting plans Each area reaches its designed structural stage and tolerances
Building enclosure External walls, roof, windows, doors, waterproofing and exterior finishes Façade details, weather-sealing strategy, access systems and approved samples Interior work can proceed in protected, weather-tight areas
MEP and specialist systems Mechanical, electrical, plumbing, fire and life safety, IT, security, lifts and other specified systems Coordinated drawings, equipment selections, plant-room space and builders’ work openings Installed systems are inspected, tested and ready for commissioning
Interior fit-out and equipment Partitions, finishes, guestrooms, public areas, kitchens, laundry, furniture, fixtures and equipment Approved mock-ups, material approvals, service connections and delivery sequencing Rooms and operating spaces meet the approved quality and functional standard
External works and amenities Landscape, paths, pools, recreation, utilities, waterfront elements and associated structures Drainage, power, water treatment, access, environmental controls and specialist procurement Amenity systems operate safely and connect to the property’s maintenance plan
Commissioning and handover Inspections, snagging, testing, records, training, approvals and operational takeover Complete installations, approved test procedures, operating documentation and trained staff Owners and operators accept the facilities for pre-opening and guest use

These stages overlap. Mechanical and plumbing distribution can be installed on completed floors while the structure rises above; interior crews can begin in weather-protected rooms while façade work continues elsewhere; and landscape packages may proceed around buildings that are still being fitted out.

1. Site preparation and foundations

Construction begins by making the site safe, accessible and buildable. The team confirms survey control, geotechnical assumptions, existing utilities, construction access, temporary drainage, laydown areas, worker facilities and environmental controls. Clearing, grading, excavation and ground improvement are performed according to the engineered design and local approvals.

Foundations may be shallow footings, slabs, piles, rafts or a combination, depending on soil, groundwater, loads and the building form. Below-ground work also includes basement walls, retaining systems, waterproofing, drainage, underground fire and domestic-water services, electrical ducts, grease or sewage systems and sleeves that must connect to later building services. A missed sleeve or incorrectly located drain can force expensive drilling or redesign after concrete is placed, so surveys, inspections and hold points matter at this stage.

2. The structural frame

The frame creates the load-bearing skeleton: columns, walls, beams, floor plates, stairs and, where applicable, cores for lifts and services. Concrete, structural steel, engineered timber or hybrid systems may be used. Crews work to a sequence that balances structural stability, crane reach, material deliveries and safe access.

Vertical construction is more than putting up floors. Structural openings, plant loads, risers, façade anchors, kitchen exhaust routes and pool or spa equipment loads must be coordinated before and during installation. Hotel MEP guidance emphasizes review by owners, architects, structural and building-services engineers, contractors and specialist consultants because a late opening or undersized plant support can affect several trades at once.

Survey checks confirm line, level, plumb, slab thickness, embedded items and connection tolerances. Areas are released progressively rather than waiting for the entire frame, allowing enclosure and services to start where the structure is sufficiently stable and accessible.

3. Enclosure: making buildings weather-tight

The enclosure includes exterior walls, façades, roofs, windows, external doors, waterproofing, insulation and exterior finishes. Its immediate purpose is to control rain, wind, heat, moisture and air movement so interior trades can work without exposing materials or equipment to avoidable damage.

Façade systems are often tested through samples or mock-ups before repetition. The team checks interfaces between windows, membranes, balconies, roofs, parapets and drainage outlets, not just the appearance of the finish. A resort may have several enclosure types—tower façades, villas, low-rise public buildings and service structures—so details that work for one building may not transfer directly to another.

Weather-tightness is normally achieved in zones. Once a wing or floor is protected, electrical, plumbing, fire protection and interior trades can move in while exterior work continues on higher or separate areas.

4. Mechanical, electrical, plumbing and specialist systems

Building services turn a shell into a safe, comfortable and operable hotel. Typical installations include heating, ventilation and air-conditioning; domestic hot and cold water; drainage; electrical distribution, standby power and lighting; fire detection, alarms, suppression and smoke control; lifts; telecommunications and guest Wi-Fi infrastructure; security and access control; audiovisual systems; and building controls.

Resort projects add specialist demands. Commercial kitchens need exhaust, grease management, make-up air, refrigeration and equipment connections. Laundry areas require steam or hot-water capacity, drainage and ventilation. Pools and spas need filtration, disinfection, heating, pumps, balancing tanks and plant access. Back-of-house, guestroom, conference and retail systems may have different hours, loads and control requirements.

Coordination is continuous. Drawings and models, where used, must align structure, ceilings, partitions, equipment, fire protection, IT, security and maintenance access. Contractors submit equipment data and shop drawings for review; the project team tracks installation progress, inspections, nonconformances and approved changes. The JANU hotel guidelines describe this process, including coordinated documentation, contractor submittal review, progress reports, snag lists, testing records, operating documents and staff training. Those guidelines are industry guidance hosted by a third-party library, not a universal building code; the project’s jurisdictional requirements govern.

5. Interior fit-out, FF&E and operating spaces

After services and enclosure are sufficiently advanced, crews complete partitions, ceilings, floors, wall finishes, doors, millwork, sanitary fittings, lighting, controls and decorative elements. Furniture, fixtures and equipment (FF&E) are delivered and installed in a sequence that protects finished surfaces and leaves access for testing.

Guestrooms are repetitive, but repetition increases the cost of a defect. A working mock-up guestroom and corridor can include mechanical, electrical, plumbing and life-safety components as well as finishes. The team uses it to verify dimensions, interfaces, cleanability, acoustics, maintainability and installation quality before releasing the same details across many rooms.

Public and back-of-house areas require different checks. Restaurants and bars need serving lines, refrigeration, drainage, grease systems and licensing inspections. Kitchens require specialist equipment, fire protection and exhaust balancing. Staff facilities, housekeeping stores, linen rooms, waste routes and engineering workshops must work operationally, not merely look complete.

6. External works and resort amenities

External packages connect the buildings to the destination. They can include roads, service yards, pedestrian paths, planting, irrigation, lighting, retaining walls, utilities, pools, beach or waterfront works, sports areas, playgrounds, spa gardens and associated pavilions. The approved resort program determines which elements exist; no single resort includes them all.

Each amenity has technical interfaces. Pool decks need falls, waterproofing, drainage, water-treatment plant, electrical bonding and safe access. Landscape needs soil preparation, irrigation, drainage, power and a maintenance strategy. Waterfront or coastal work may involve specialist foundations, erosion controls, environmental permits and restricted work windows. Utilities must be coordinated so future maintenance does not require damaging completed guest areas.

Why resort projects are harder to coordinate than a single-use building

A resort combines different building types, operating modes and levels of finish. Guestrooms may repeat efficiently, while a villa, restaurant, spa, convention space and pool plant each have distinct structure, services, procurement and inspection needs.

Resort element Typical interface to manage Common consequence of late coordination
Guestrooms and corridors Repeated room layouts, risers, sprinklers, lighting, controls, acoustics and housekeeping access Defects repeat across many rooms or require rework after finishes
Kitchens and restaurants Equipment schedules, exhaust, grease drainage, refrigeration, power and fire suppression Equipment cannot fit, services are undersized or inspections are delayed
Pools and spa Water treatment, pumps, heating, waterproofing, drainage, ventilation and plant access Leaks, humidity problems or inaccessible maintenance equipment
Landscape and waterfront Finished levels, stormwater, utilities, lighting, access and environmental controls Standing water, utility conflicts or damage to completed surfaces
Back-of-house and logistics Deliveries, waste, laundry, storage, staff circulation and service lifts Guest and service routes conflict, reducing operational efficiency

Location can magnify these challenges. Some destinations have difficult ports, island transfers, restricted roads, limited storage or crane constraints. Those are site-specific conditions, not inherent features of every resort, but where they apply they affect equipment choices, shipment sizes, laydown planning, weather protection and the order in which buildings are released.

How quality control and coordination work

One integrated delivery programme

The programme should connect design submissions, approvals, mock-ups, tendering, procurement, construction, fit-out, testing, commissioning, handover, staff training and the planned public opening. Owners, designers, contractors, operators and specialist suppliers need a shared release schedule rather than isolated trade dates.

Document and field control

Coordinated drawings establish where systems and openings go. Submittal reviews verify that proposed equipment and materials match the design and can be maintained. Site inspections confirm installation, access, fire stopping, waterproofing and finishes. Requests for information, change orders, test results and nonconformance corrections should be traceable to the affected area.

Mock-ups and progressive release

A model guestroom, corridor, façade panel or bathroom lets the team resolve conflicts before mass installation. Progressive inspections then release floors, wings or amenities in manageable packages. Snagging is most effective when defects are logged by location, assigned to a responsible trade, corrected and re-inspected rather than treated as a final one-time walk-through.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Commissioning, handover and opening readiness

Physical completion does not mean a resort is ready to receive guests. Commissioning verifies that installed systems perform together under intended operating conditions. Depending on scope, this includes air and water balancing, controls sequences, generator and changeover tests, fire alarm and suppression tests, lift tests, domestic-water disinfection, pool-water treatment, kitchen exhaust operation, security and access-control checks, and integrated life-safety scenarios.

The handover package normally includes approved test and commissioning records, as-built drawings, equipment schedules, warranties, spare parts, preventive-maintenance information, cleaning and operating instructions, statutory certificates and outstanding-defect lists. Hotel engineering and operating staff need practical training on normal operation, alarms, isolation points, emergency procedures and maintenance access. The operator then uses the accepted areas for pre-opening setup, recruitment, service rehearsals and final regulatory approvals.

Phasing and procurement decisions

Phasing is a project decision, not a fixed resort rule. A development may open a hotel wing before villas, release amenities in stages or keep construction traffic separate from an operating area. The team weighs access, safety, guest experience, seasonal weather, utility capacity, long-lead equipment, local approvals and the need to commission complete systems rather than isolated components.

Long-lead items can include switchgear, generators, chillers, lifts, kitchen equipment, façade systems, pool plant and specialist finishes. Early design freezes and procurement releases may be necessary, but ordering too early can lock in an unsuitable specification. A phased plan should identify which utilities, fire systems, roads, kitchens, back-of-house spaces and staff facilities must be operational before each opening milestone.

Sustainability is coordinated throughout construction

WSHA guidance frames sustainability as a development-wide responsibility: establish a vision, incorporate measures that support efficient operation, mitigate construction impacts and coordinate the goals among stakeholders. In practice, that means sustainability decisions begin before the frame is built and continue through procurement, installation, commissioning and operation.

  • Design teams can coordinate orientation, shading, envelope performance, efficient plant, water systems and maintainable controls.
  • Contractors can manage erosion, dust, noise, waste, material storage and protection of watercourses in accordance with approvals.
  • Owners and operators can verify that meters, controls, water-treatment systems and maintenance procedures support the intended operation.
  • Commissioning can identify control or balancing problems that would undermine the design intent after opening.

Specific environmental savings should not be assumed without a project location, baseline, design specification and measured results.

A practical checklist for owners and project teams

Before major construction

  • Confirm the approved scope, building uses, phasing boundaries and authority requirements.
  • Resolve surveys, geotechnical information, temporary works, access, utilities and environmental controls.
  • Set responsibility for design coordination, submittals, inspections, commissioning and operational decisions.
  • Identify long-lead equipment and the dates by which its dimensions and service loads must be fixed.

During vertical work

  • Release structure, enclosure and services by area only after the required inspections and coordination checks.
  • Use mock-ups for repetitive guestrooms, corridors, bathrooms and other high-volume details.
  • Track openings, sleeves, embeds, fire stopping, waterproofing and maintenance access before finishes conceal them.
  • Keep logistics, deliveries, storage and service routes aligned with the current construction phase.

Before handover

  • Complete functional and integrated tests, not just visual inspections.
  • Close snags by location and verify each correction.
  • Deliver current records, certificates, as-builts, warranties, spares and maintenance information.
  • Train engineering and operating staff and confirm that emergency procedures, isolation points and vendor contacts are understood.
  • Open only the areas that are legally approved, commissioned, staffed and operationally supported.
