There is no universally best playground surface. Choose the installed system that can document impact attenuation for the equipment’s fall height, meet applicable accessibility requirements, suit the site’s base and drainage, and remain maintainable over its service life. “Mulch” also needs clarification: playground-grade engineered wood fiber (EWF) is purpose-made and tested, while ordinary landscaping mulch is not automatically a protective playground surface.
What the material name does—and does not—tell you
Poured rubber, engineered wood fiber and mulch describe broad material categories, not guaranteed performance. Two products with the same label can differ in critical-height rating, installation method, drainage behavior, firmness, accessibility and repair needs. Request documentation for the exact product and the complete installed assembly, including its base, thickness and edge conditions.

The U.S. Consumer Product Safety Commission (CPSC) identifies poured rubber as a unitary surface: materials are bound together, poured at the site and cured into a shock-absorbing system. EWF is a loose-fill wood product designed specifically for playground safety. Ordinary wood mulch and wood chips may be landscaping materials that were never designed or tested for playground impact protection.
The U.S. Access Board’s longitudinal study found no single surface type that performed best across accessibility, installation and maintenance. Its observations are useful for planning, but they are a bounded sample—not a universal ranking of every rubber or wood product.

Poured-in-place rubber
How the system is built
Poured-in-place rubber is usually installed as a resilient base layer and a colored wear layer over a prepared substrate. The materials are mixed, placed and cured at the project site. Some systems require a concrete or asphalt base; others specify a different engineered base. The installer must follow the selected manufacturer’s details for thickness, curing, temperature, moisture and edge restraint.
What to verify before specifying it
- Ask for a product-specific ASTM F1292 report identifying the tested critical height, test configuration and thickness.
- Confirm that the report applies to the complete proposed assembly, not merely to a similar granule or a different base.
- Obtain written requirements for subgrade preparation, drainage, tolerances, weather and curing.
- Clarify who performs installation, field testing, punch-list repairs and warranty work.
The phrase “poured rubber” alone does not prove impact performance. CPSC guidance on unitary surfacing and its playground-surfacing standards index are useful starting points, but the project still needs evidence for the chosen system.

Advantages and trade-offs
A correctly installed unitary surface stays in place, so it avoids the ruts and piles that occur when loose fill is kicked or displaced. That can simplify route continuity and daily housekeeping. Repairs, however, are specialized: cuts, delamination, failed seams or worn high-traffic areas may require removing and patching bonded material, matching colors and controlling the repair area. Standing water, poor base preparation or freeze-thaw movement can shorten service life.
Engineered wood fiber (EWF)
Why it is different from garden mulch
CPSC defines EWF as a wood product that may resemble landscaping mulch but is “designed specifically for use as a playground safety surface under and around playground equipment.” EWF is processed and specified for predictable particle characteristics and impact performance. It is not simply whatever wood material a landscape supplier calls mulch.
For a playground project, ask the supplier to identify the product as EWF, provide evidence that it meets ASTM F2075, and provide ASTM F1292 impact data with a rated critical height. Obtain the manufacturer’s minimum installed depth, expected compaction allowance, drainage guidance, toxicity information and any accessibility-related firmness or stability data.

Where EWF works well
EWF can be practical for large parks because it is comparatively straightforward to replenish and can conform to irregular layouts. It does not require a continuous bonded slab, and damaged areas can often be raked, topped up or excavated and replaced. The trade-off is ongoing labor: loose fill shifts under swings and at slide exits, settles in traffic lanes and can be carried outside the use zone.

Accessibility warning
In the Access Board’s observed sample, EWF locations had the greatest number of listed accessibility deficiencies within 12 months of installation, including route-slope and level problems. That finding describes those sites and that study period; it is not proof that every EWF installation will fail. It does show why a design must account for movement, compaction, edging, drainage and a recurring route-maintenance program.
Ordinary landscaping mulch and wood chips
When a quote says “mulch,” ask exactly what material is proposed. CPSC places ordinary wood mulch and wood chips among loose-fill materials that may not be designed or tested specifically for playground protection. Particle size, species, moisture, contaminants and decomposition can vary from load to load.
Do not relabel ordinary garden mulch as EWF, and do not infer ASTM performance from a supplier’s use of the word “playground.” Request product identification and impact-testing documentation. CPSC also warns that wood mulch containing chromated copper arsenate (CCA)-treated wood should not be used; material with unknown CCA content should be avoided. A supplier should be able to explain the source and treatment history of the material.
Impact attenuation and fall height
Impact attenuation is the first safety screen for any use zone. Determine the maximum equipment fall height, then compare it with the critical-height rating of the complete surface assembly. ASTM F1292 is the relevant impact-attenuation standard identified by CPSC for playground surfacing.

- List every play component and its maximum fall height according to the equipment manufacturer or project design.
- Map the required use zones around each component; a route that passes through a use zone may need to satisfy both accessibility and impact criteria.
- Request the selected surface’s ASTM F1292 report, including tested thickness, base and critical height.
- For loose fill, specify the initial depth, the minimum acceptable maintained depth and the locations where displacement is expected.
- Require inspection or field-testing terms in the contract, including who pays if the installed system does not meet the documented performance.
A material category cannot substitute for this evidence. A rubber system with insufficient thickness, or EWF that has compacted below its minimum depth, may not provide the protection suggested by its name.
Accessible routes, firmness and slope
Where accessibility rules apply, evaluate the route in its actual installed and maintained condition. The Access Board’s play-area guidance describes an accessible route with a running slope no steeper than 1:16 and a cross slope no steeper than 1:48. Confirm the governing code, edition and jurisdiction for your project rather than treating those guide values as a substitute for the applicable law.
ASTM F1951 addresses accessibility characteristics of surface systems under and around play equipment. A route may meet a geometric drawing while becoming difficult to travel after loose fill migrates, settles or forms a lip at an edge. Conversely, a unitary surface can lose firmness or develop a level change if the base moves or drainage fails.
- Show route slopes and cross slopes on the site plan and verify them after installation.
- Check transitions at curb cuts, containment edges, gates and surfacing changes.
- For EWF, define how often staff will rake, redistribute and replenish the route.
- Inspect routes after heavy rain, frost movement, seasonal settlement and high-use events.
Installation and site conditions
Base preparation and drainage
Before comparing material prices, investigate the site. A unitary system may need a rigid, well-drained base with precise elevations. EWF needs a stable, graded area that will not remain saturated and a containment strategy that keeps the fill in the use zone. Neither surface fixes a poorly draining subgrade.

Loose fill needs edging that does not create an inaccessible lip and does not trap water. Design access for maintenance equipment and include gates or removable sections where staff must replenish material. Keep drainage structures outside impact areas where possible, or detail them so they do not become hard projections.

Installer qualifications
Ask for installer training, comparable completed projects and references old enough to show wear. A low bid that omits base work, testing or drainage can become the most expensive option after settlement and repairs.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Maintenance, inspection and repair
All surfaces need documented inspections, but the tasks differ.
| Task | Unitary rubber | EWF or other loose fill |
|---|---|---|
| Routine check | Look for cuts, open seams, debonding, exposed base, cracking, trip edges and ponding | Check depth, ruts, bare spots, displaced material, contamination, drainage and edge transitions |
| High-wear locations | Inspect beneath swings, at slide exits and along heavily used paths for wear or compression | Rake and redistribute beneath swings and at slide exits; replenish to the specified minimum depth |
| Repair approach | Use the system’s approved patch or resurfacing method; document color and batch matching | Remove contaminated or decomposed material, correct the base if needed, then replace with the specified product |
| Seasonal concerns | Monitor freeze-thaw movement, ponding and weather-related curing or cracking | Expect settlement, moisture changes and migration; reassess depth after storms and winter |
CPSC states that loose-fill materials require frequent maintenance and can compress at least 25% over time because of use and weathering. That is a general handbook statement, not a guaranteed compression rate for every product or site. Your maintenance plan should therefore state measurable minimum depths and inspection intervals rather than relying on a one-time installation depth.
Whole-life cost: compare proposals, not material labels
Official sources do not establish universal, comparable installed prices for poured rubber, EWF and ordinary mulch. A meaningful comparison requires site-specific bids that separate:
- demolition, excavation and subgrade correction;
- drainage, geotextile, base and containment work;
- surfacing material and installation labor;
- testing, inspection and accessibility verification;
- warranty duration, exclusions and response times;
- routine maintenance, replenishment quantities and labor;
- anticipated repairs and the unit prices for patching or replacement.
Compare the total cost over the planned service period. A lower initial price can be offset by frequent EWF replenishment, while a higher unitary installation can incur costly specialized repairs if the base or drainage is wrong. Ask for references to installations old enough to reveal actual wear and for the owner’s maintenance records where available.
A practical selection process for a park project
- Define the equipment. Record fall heights, use zones, accessible routes, user capacity and expected traffic.
- Assess the site. Document soil, grades, groundwater, drainage outlets, existing pavement and access for construction equipment.
- Set performance requirements. Specify ASTM F1292 evidence, applicable ASTM F1951 accessibility characteristics and any jurisdictional requirements.
- Screen materials. Eliminate ordinary mulch with unknown composition or no performance evidence. Treat EWF and rubber as candidate systems only after documentation is supplied.
- Review constructability. Check base, edge, drainage, curing, weather limitations, containment and maintenance access.
- Compare lifecycle proposals. Make bidders state assumptions for installation, testing, warranty, replenishment, repair and field failures.
- Verify the finished work. Measure slopes, inspect transitions, confirm maintained depths and retain test reports, as-built information and maintenance instructions.
Questions to put in every supplier contract
- What exact product and manufacturer are being supplied, and is it playground-grade EWF or another specified material?
- What ASTM F1292 report and critical-height rating apply to this thickness, base and installation?
- What documentation addresses ASTM F1951 or other applicable accessibility criteria?
- What are the substrate, drainage, edge-restraint and weather requirements?
- For loose fill, what initial and minimum maintained depths apply, and how will depth be measured?
- Who performs routine inspections, raking, replenishment and repairs?
- What does the warranty exclude, and who pays for field testing or corrective work?
- Can you provide references for installations old enough to show settlement, wear and repair history?
Bottom line
Choose poured rubber when a properly engineered, unitary system fits the budget, base and maintenance capacity. Choose playground-grade EWF when the project can support frequent inspection, redistribution and replenishment. Treat ordinary landscaping mulch as a separate and uncertain category unless the exact material has credible playground testing and documentation. In every case, approve the installed system—not the material name—against fall-height, accessibility, drainage, maintenance and lifecycle requirements.
