The separate City of Perth city-centre framework published in February 2026 still includes a connected-waterfront concept featuring PCEC, but it does not show that the cancelled building project has restarted.
What was proposed for the Perth Convention and Exhibition Centre?
In October 2024, the Western Australian Government moved a PCEC redevelopment proposal into project-definition work, allocating $16.6 million to progress it with the Wyllie and Brookfield joint venture. The State described the centre, built in 2004, as Australia’s oldest convention centre without a major redevelopment.
The concept paired a major refurbishment and increased capacity with improved connections to Elizabeth Quay and new public waterfront space. It also identified possible hotel, residential, commercial and innovation development. These were elements of a proposal being developed—not completed works or a final construction plan. The State’s 9 October 2024 announcement describes the project-definition phase and concept.
Why did the State discontinue the redevelopment?
On 6 November 2025, the State said it would not proceed with the proposal. Its stated reasons were the projected cost, the road and rail infrastructure required, and disruption to the existing business-events programme.

- Event disruption: the State said construction would disrupt the centre’s existing business-events programme.
These are government-reported figures, not independently audited amounts. The official announcement did not provide a directly comparable final cost breakdown or independent cost assessment. The State also said $35 million had been spent on design, engineering, geotechnical and business-case work, and that this work could inform future discussions with leaseholders and the business-events and tourism sectors. It did not announce a replacement design or construction timetable. The State’s 6 November 2025 announcement gives its reasons and figures.
How is the 2026 foreshore framework different?
The City of Perth’s city-centre framework, reported on 27 February 2026, includes a Buneenboro Loop concept connecting Derbarl Yerrigan (Swan River), Kaarta Gar-up (Kings Park), PCEC, Elizabeth Quay and Langley Park. This is a broader city-centre connection concept, not a new design for rebuilding the convention centre. The framework’s inclusion of PCEC does not establish that the State’s cancelled redevelopment has resumed, or that each proposed connection is funded, approved for construction or scheduled. The City’s framework update describes the loop.

Accordingly, the redevelopment and the broader foreshore vision have different statuses: the State’s building proposal was discontinued, while the City’s framework continues to set out a connected-waterfront concept. The official updates do not establish that all foreshore plans have been cancelled.
What happened to the early works and traffic changes?
A 29 July 2025 City of Perth council report discussed proposed early works for the then-active redevelopment proposal, including closing Birdiya Drive and building a tunnel structure to allow the centre to extend towards the river. The report also recorded the City’s requests for traffic assessment and mitigation.

Those were plans considered before the State’s November 2025 decision not to proceed. They should not be read as current or scheduled closures and road changes. The City’s council agendas and minutes include the July 2025 report.

The State said the project work could inform future discussions with leaseholders and the business-events and tourism sectors. Its discontinuation announcement did not set out a replacement PCEC proposal or a timetable for construction. The City framework provides a longer-range planning context for links between the river, PCEC and surrounding destinations, but it is not an announcement that the cancelled redevelopment will proceed.
