The development combines a surf lagoon with accommodation, dining, events, skating and wellness facilities. Aventuur says construction began in early 2026, with first waves planned for Spring 2027 and a public opening expected in late 2027; those dates are the developer’s projections.
Where the Jandakot surf park is planned
The proposal covers 5.78 hectares at Lots 800 and 9001 Prinsep Road and Lot 801 Knock Way, Jandakot, in the City of Cockburn. Aventuur describes the site as adjacent to the Kwinana Freeway and Cockburn Central train station. The project was proposed by PSP Properties Pty Ltd in the Western Australian Environmental Protection Authority’s project record. The EPA’s Perth Surf Park record sets out the site and proposal details.
What approval means
The City of Cockburn reports that the Metro Outer Joint Development Assessment Panel (JDAP) approved the development on 20 March 2023. Aventuur also says the project received a clearing permit from the Department of Water and Environmental Regulation (DWER) in October 2023. These are planning and clearing milestones; they do not establish that every proposed facility has been built or that construction is complete. The City says it recommended conditions concerning a Revegetation Plan, Native Fauna Management Plan and revised Water Management Plan. The City’s account of the development approval provides its explanation of the decision and conditions.
What is planned for the park
The proposal is broader than a wave lagoon. The EPA describes an open-water surfing lagoon, accommodation, food and beverage venues, a function centre and events space, skating facilities, and health and wellness facilities. Aventuur’s current project description adds details of the planned visitor offer:

These are announced project features, not confirmation that each will be delivered in its proposed form. Aventuur’s Perth project page describes the developer’s current concept.
Construction and opening dates
Aventuur’s Perth page says construction commenced in early 2026. It plans first waves for Spring 2027 and expects the park to open to the public in late 2027. The developer estimates around 24 months for construction, commissioning and operational preparation. These are company schedule estimates, not a guaranteed opening date.

The project has had earlier targets. A June 2022 State Government announcement anticipated a Summer 2025 opening, subject to approvals; that forecast is now historical, not the current schedule. The State announced Aventuur as preferred proponent in September 2021, describing a 5.7-hectare site and Wavegarden Cove technology. The June 2022 lease announcement records the earlier target, while the September 2021 proponent announcement records the initial selection.
Environmental impacts identified in the EPA record
The EPA’s 2023 record says implementation may require clearing up to 5.26 hectares of native vegetation, including 3.156 hectares of Banksia Woodlands, a State-listed priority ecological community. It also identifies potential habitat for threatened black cockatoos. The record describes the site as bounded by industrial land to the north and south, the Kwinana Freeway to the west, and remnant bushland to the east. These figures describe potential impacts in the project record; they are not a report of the final area cleared or the project’s eventual ecological outcomes.

The City’s references to revegetation, fauna-management and water-management plans indicate matters addressed through approval conditions. They should not be taken alone as proof that all environmental effects have been resolved or that the plans’ outcomes are known.

Aventuur says the project is privately funded, with institutional investment from RAC, further investment from project partner Wyllie and debt funding from NAB, and that it will not cost State or City governments. These are the developer’s statements; the cited material does not independently audit the funding arrangements.

Employment estimates have changed across announcements and use different measures. Aventuur’s current project page estimates more than 280 construction jobs and around 100 ongoing full-time-equivalent roles. Earlier State Government releases estimated up to 260 planning and construction jobs and around 65 ongoing FTE positions in 2022, and up to 200 planning and construction jobs and more than 100 operational jobs in 2021. The figures come from different publishers and dates, so they should not be read as a single verified count. Aventuur’s current project page, the 2022 State announcement and the 2021 State announcement give the respective estimates.
Tickets and visitor details
The cited project material does not state ticket prices, explain a booking process or give a confirmed opening-day schedule. Those details should be checked with Aventuur when the operator publishes them.
