Steel prices are driven by a combination of upstream metal inputs, supply and demand, trade conditions, product specifications, fabrication, delivery and the terms attached to a supplier’s quote. A market index can show the direction of prices, but it cannot tell you what your project will pay.
That distinction mattered in 2025. Engineering News-Record’s 2026 report recorded an 11.9% rise in its 20-city average steel price by year-end, while its Materials Cost Index rose 2.5%. Those are different measures: the first is a steel-price movement, and the second is a composite index. Your budget exposure depends on the steel quantity, specification, procurement date, fabrication scope and contract language—not on the index percentage alone.

What drives steel prices?
No single variable explains every steel quotation. A useful project-level investigation starts by separating market influences from the items that are specific to your drawings and purchase order.
Upstream metal inputs
Steelmaking relies on metal inputs whose own markets can change. The U.S. Geological Survey’s historical report on steel and chromium, copper, manganese, molybdenum and nickel price drivers documents the role of input markets. It was published in 2007, so it establishes that input prices matter without proving how much any particular input contributed to a current quotation.

For a live estimate, ask the mill or distributor which input reference, surcharge or adjustment mechanism is embedded in the quote. Do not assume that a change in scrap, alloying metals or another input has a fixed percentage effect on every grade or product.
Supply, demand and mill availability
Prices respond to how much material buyers want and how much usable capacity is available for the required product. A project needing a particular shape, thickness, grade or finish may face a tighter market than the headline market suggests. Lead time is therefore a price issue as well as a scheduling issue: a short delivery window can reduce the number of suppliers able to bid.
Current sources do not provide a quantified national breakdown of the effects of scrap, energy, mill capacity, freight or regional inventories. Treat each as a question to check against dated local quotations, not as a proven percentage driver.
Trade and tariff conditions
Engineering News-Record attributed broad material price increases in 2025 in part to tariff effects and reported a steel-price increase. The report does not isolate how much of the steel movement tariffs caused. Tariff treatment can differ by origin, product classification, exemption and effective date, so a general headline cannot be applied directly to a project’s imported or domestic material.
Have the supplier identify the country of origin, applicable duties or surcharges and whether a regulatory change allows the price to be reopened. Record the date of that statement because trade rules can change during a procurement period.
Product, grade and form
“Steel” is not one interchangeable commodity. A quote for fabricated structural sections is not a proxy for reinforcing bar, plate, tubing, stainless steel, galvanized products or specialty alloy. Grade, thickness, dimensions, tolerances, coatings and certification requirements change both the base material and the number of suppliers able to meet the specification.

Fabrication, delivery and quote validity
The price delivered to a jobsite can include cutting, drilling, welding, detailing, shop primer or galvanizing, inspection, packaging, freight, unloading and storage. A mill price and a fabricated-and-delivered price are different scopes. A quote with a 10-day validity period carries a different risk from one held for 60 days.
Compare the same delivery location, required-on-site date, fabrication scope and validity period before concluding that one supplier is cheaper. A lower unit price can disappear when it excludes detailing, freight or required testing.
What the latest ENR figures do—and do not—tell you
ENR’s 2026 cost report gives a useful illustration of why steel and total construction costs can diverge. The figures below describe changes during 2025, not a forecast for 2026 and not a prediction for an individual project.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute| ENR measure | Reported change during 2025 | What it represents |
|---|---|---|
| 20-city average steel price | 11.9% increase by the end of 2025 | Steel-price movement across ENR’s 20-city average |
| Materials Cost Index | 2.5% increase | Composite materials index, not steel alone |
| Building Cost Index | 4.2% increase | Composite building-cost index |
| Construction Cost Index | 3.6% increase | Composite construction-cost index |
The 11.9% steel figure cannot be substituted for the 2.5%, 4.2% or 3.6% composite figures, and none of them is a project-specific escalation rate. They measure different baskets and purposes.
How a steel price change reaches your construction budget
A practical planning framework is:
Steel budget exposure = required quantity × applicable purchase price + fabrication + delivery and other specified steel costs
Then apply the contract’s escalation, allowance, contingency or price-lock provisions to the portion that remains unpriced. This is a budgeting method, not a universal industry formula; the specification and commercial terms control the actual calculation.
Illustrative calculation
Suppose, solely as an example, that a project needs 600 tons of a specified structural product. A comparable quotation is $1,050 per ton for the material, $180,000 for fabrication and $30,000 for delivery. The exposed steel scope is:

- Material: 600 × $1,050 = $630,000
- Fabrication: $180,000
- Delivery: $30,000
- Total steel scope: $840,000
If the material portion later rises 10% while fabrication and delivery stay unchanged, the increase is $63,000, producing a steel scope of $903,000. The steel scope has risen 7.5%, not 10%, because only the material portion changed. If the project’s total budget were $12 million, the same change would represent 0.525% of the total budget. Those percentages are arithmetic examples, not market assumptions.
Why the whole project does not move by the steel percentage
Labor, concrete, lumber, equipment, site conditions, schedule, productivity, contractor overhead and profit also affect the final construction price. ENR states that its indexes are not adjusted for productivity, contractor overhead or profit. Competition can also cause the selling price of finished construction to move differently from an input index.
Use the project’s actual steel share to calculate exposure. A steel-intensive frame, bridge or industrial facility can be materially more sensitive than a project with little structural steel, even when both see the same market percentage.
What ENR’s CCI and BCI include
ENR’s Construction Cost Index (CCI) and Building Cost Index (BCI) are fixed hypothetical baskets. Each includes the following quantities:

| Basket component | CCI | BCI |
|---|---|---|
| Fabricated standard structural steel | 25 cwt | 25 cwt |
| Locally priced bulk portland cement | 1.128 tons | 1.128 tons |
| Locally priced 2×4 lumber | 1,088 board feet | 1,088 board feet |
| Labor component | Common labor | Skilled labor |
“The ENR indexes measure how much it costs to purchase this hypothetical package of goods compared to what it was in the base year.”
Because the basket is hypothetical and fixed, it cannot capture your exact tonnage, connection design, reinforcement schedule, coating system, site access, erection method, waste, productivity or commercial markup. It is appropriate for understanding broad movement and for escalation clauses that expressly name the index. It is not a substitute for supplier quotations and the project specification.
Step-by-step method for budgeting steel exposure
- Extract the steel scope from the latest documents. List each product form, grade, size range, coating, certification and estimated quantity. Separate structural steel, reinforcing steel, miscellaneous metals and specialty products.
- Define the commercial scope. State whether the quantity is theoretical, fabrication-ready or includes shop and field waste. Identify detailing, shop drawings, testing, coating, erection, freight, unloading and storage responsibilities.
- Set the procurement dates. Record when a quote is needed, when an order can be placed, the required-on-site date and any milestone by which material must be released.
- Request comparable, dated quotations. Ask each bidder to show unit basis, quantity, inclusions, exclusions, delivery location, lead time, quote expiration, taxes or duties and adjustment language.
- Separate fixed and variable amounts. Put price-locked material, open-book surcharges, fabrication allowances and unpriced options in separate estimate lines. Do not hide a short quote-validity period inside a fixed-price assumption.
- Model timing cases. Calculate at least the current quote, an order placed before expiration and an order placed after expiration. For each case, show the steel-only change and the resulting total-project change.
- Check the contract mechanism. Identify whether the contract allows escalation, uses a named index, passes through documented increases, or requires the contractor to absorb movement. Confirm notice deadlines and evidence requirements.
- Update with an audit trail. Keep the original quote, revision date, specification revision, supplier correspondence and quantity takeoff. When a number changes, record whether the cause was market price, quantity, design, scope or logistics.

| Comparison item | Question to answer |
|---|---|
| Product form and grade | Are both offers for the same section, thickness, grade, coating and certification? |
| Quantity | Are the tonnages based on the same drawings, revision and waste assumptions? |
| Fabrication scope | Are detailing, cutting, drilling, welding, inspection, priming and galvanizing included on both sides? |
| Delivery | Is the destination, unloading responsibility, freight method and required date the same? |
| Quote validity | On what date does each price expire, and what happens afterward? |
| Price status | Is the amount fixed, indexed, subject to a surcharge or conditional on a mill order? |
If a quote omits one of these items, obtain clarification before using it as the budget baseline. An apparently favorable unit rate can be an incomplete scope rather than a lower cost.
Contract and procurement choices that limit surprises
Early purchase or reservation
Ordering earlier can reduce exposure to a short quote-validity period and secure production capacity. It also creates financing, storage, inspection and design-change risk. Do not buy material before the specification and connection design are sufficiently stable to avoid expensive rework.
Price lock
A supplier may hold a price for a stated period or until a defined release date. Read the conditions: minimum quantity, approved drawings, deposit, delivery window and exclusions can determine whether the lock is genuinely usable.
Escalation clause
An escalation clause should identify the reference index or documented cost, base date, adjustment formula, trigger threshold, cap or floor, eligible scope and notice procedure. A clause that merely says “market increases” leaves the parties arguing about which market and which evidence.
Allowance or contingency
An allowance keeps an estimate honest when the design or quote is not final, but it is not a prediction. Label the assumption, state the date and update it when quantities or quotations become firm. A contingency should be treated as a risk reserve, not as a substitute for obtaining comparable bids.
Common budgeting mistakes and their fixes
- Applying 11.9% to the entire project: apply a steel movement only to the exposed steel amount and explain which component moved.
- Using a composite index as a steel quote: use ENR indexes for direction; use dated supplier quotations for the purchasing decision.
- Comparing unlike products: normalize grade, form, coating, quantity, fabrication and delivery before comparing unit rates.
- Ignoring expiration dates: show the quote-validity period and model the date on which the order can actually be released.
- Assigning a current change to one cause without evidence: ask for current, geographically relevant documentation instead of asserting a tariff, scrap, energy or freight percentage.
- Forgetting design change: distinguish a market increase from additional tonnage, a revised grade, a new coating or extra fabrication.
- Leaving responsibilities unclear: state who owns detailing, testing, freight, unloading, storage, field modifications and escalation.
A practical decision checklist
Before approving a steel budget, confirm that you can answer these questions:
- What exact steel products, grades and quantities are included?
- Which costs are material, fabrication, delivery, erection and other scope?
- What is the quote date, expiration date and required delivery date?
- Which amounts are fixed, indexed, provisional or excluded?
- What local supplier evidence supports the number?
- What portion of the total project budget is exposed to an unpriced steel change?
- Does the contract define an index, formula, cap, floor and notice process?
- Are the drawings and specifications stable enough to purchase?
- What evidence would distinguish market movement from a quantity or scope change?
The most defensible estimate keeps those answers visible instead of hiding them in a single blended escalation percentage.
