Expect the interchange to work differently from your last trip. Before leaving, check the latest project or transportation-agency update, allow extra time, and identify any signed detour. At the site, the temporary signs, pavement markings, cones, barrels, barriers, and traffic-control personnel—not your memory of the interchange—determine which lane, ramp, or connector you may use. Slow to the posted work-zone limit, leave room to stop, avoid distractions, and merge only as the active instructions direct.

Why a familiar interchange can change from one trip to the next

Highway interchanges are often rebuilt in stages. A project may shift lanes, narrow or close lanes, move a ramp, close a freeway-to-freeway connector, or send traffic onto an off-site detour. The arrangement that was legal and open last week may not be the arrangement in force today. The Federal Highway Administration (FHWA) identifies lane shifts, lane and ramp closures, connector closures, and alternate routes as common work-zone traffic-management strategies. See FHWA’s work-zone impacts management strategies.

Staging depends on the work being performed, available space, traffic volumes, safety requirements, and the project schedule. A map or navigation route that reflects the permanent interchange can therefore point toward a closed ramp or a lane that no longer carries the movement you expect. Treat the current traffic control as the controlling route.

What to do before you leave

Check current project information

Look for a current notice from the state department of transportation, turnpike or toll-road authority, county agency, or project office. Confirm whether the work affects your direction of travel, the interchange itself, a ramp, or a downstream connector. General federal guidance cannot establish whether a particular ramp is open today; closure status is local and time-sensitive.

Allow more time than the normal trip requires. A queue can form before the interchange, and a signed detour may add miles. If an official alternate route is available and practical, plan to follow it rather than improvising near a barricade.

Prepare for a changed lane choice

On the approach, assume the usual lane choice may not apply. A through lane can become an exit lane, an exit lane can be closed, or a connector can require a different position than the permanent signs indicate. Do not wait until the last moment to cross several lanes. Read temporary signs as soon as they become visible and make a lawful, gradual move when a suitable gap exists.

Know what your navigation information cannot guarantee

Digital navigation can help with general routing, but federal work-zone material does not guarantee that any consumer navigation service has live information about every closure or traffic-control change. Use an agency or project update for the current work status, then obey the signs in front of you.

How to read the active work-zone route

Follow temporary signs over familiar permanent signs

Temporary regulatory, warning, and guide signs establish the route through the work area. Read the lane arrows, destination names, ramp notices, speed-limit signs, and merge-point instructions together. If a temporary sign conflicts with what you remember, follow the temporary sign.

Use the visible channelizing path

Cones, drums, barricades, pavement markings, barriers, and arrow boards create a path. Stay within that path and expect it to move laterally. Temporary markings can differ from the permanent striping, especially after a lane shift. Watch for work vehicles entering or leaving the area and for personnel directing traffic.

Never enter a closed movement

A barricaded ramp, connector, shoulder, or lane is not an invitation to continue because the route looks familiar. If a ramp or connector is closed, take the signed detour. Do not drive around a barricade, cross a barrier, or enter the work space. The legal alternative is project-specific and is defined by the active signs.

A practical sequence for approaching and crossing the interchange

  1. Scan early. Look well ahead for advance warning signs, brake lights, queueing traffic, lane arrows, and a reduced speed limit.
  2. Reduce speed smoothly. Slow to the posted work-zone speed limit without hard braking. Be ready for traffic to stop unexpectedly.
  3. Create a larger gap. Leave more following distance than in normal freeway traffic so you have time to react to a sudden queue, a stopped vehicle, or a worker-protection activity.
  4. Choose the lane the signs identify. Do not remain in a familiar lane simply because it worked on a previous trip. Follow the temporary destination and movement arrows.
  5. Make one controlled lane change at a time. Signal, check mirrors and blind spots, and move only when a safe gap is available. Avoid last-second dives across multiple lanes.
  6. Track the route through the interchange. Continue reading signs after the first merge; a second shift or a temporary ramp split may follow.
  7. Exit according to the temporary layout. If your normal ramp is closed, continue to the signed alternate movement instead of stopping or reversing.
  8. Resume normal freeway speed only after the work-zone control ends. Do not accelerate early while workers, barriers, or temporary markings remain ahead.

Should you merge early or use both lanes?

There is no single rule that fits every interchange work zone. FHWA’s dynamic lane-merge guidance distinguishes between traffic conditions and the instructions posted at the site. It states: “Drivers are encouraged to merge early when traffic is free flowing. When traffic slows down, drivers should use all lanes to the merge point and then take turns moving into the open lane.” The guidance is summarized in FHWA’s work-zone worker-safety material.

Traffic and sign condition Driver action Reason
Traffic is moving freely and signs direct an early merge Move into the open lane when a safe gap appears; do not race to the taper. Early merging keeps the closing lane clear before traffic becomes dense.
Traffic is congested or near capacity and signs direct a merge point or zipper merge Use both lanes to the designated merge point, then take turns into the open lane. Using the available pavement can reduce long, uneven queues and discourages aggressive last-second attempts outside the instructed merge point.
Signs give a different instruction Follow the instruction displayed at the work zone. The project’s active traffic-control plan determines the legal and safest movement for that phase.

Do not treat “merge early” and “zipper merge” as universal competing doctrines. They are conditional strategies. The signs, arrow boards, traffic-control personnel, and actual traffic conditions at that interchange determine which behavior applies.

Managing speed, spacing, and sudden queues

Work zones compress decision time. A queue may be hidden around a curve, behind a crest, or beyond a lane shift. Follow the posted work-zone limit and keep your attention on the roadway. FHWA’s traffic-management overview explains that construction traffic management is intended to minimize delay while maintaining motorist and worker safety; the overview is available at FHWA Work Zone Traffic Management.

  • Keep scanning. Look beyond the vehicle directly ahead for brake lights, stopped traffic, and changing lane paths.
  • Leave escape space. Avoid following so closely that a small slowdown requires emergency braking.
  • Brake progressively. A smooth slowdown gives drivers behind you more time to respond.
  • Put the phone away. Do not text, hold a device, or adjust a distraction while entering a lane shift or queue.
  • Expect narrow lanes. Reduced lane width and barriers leave less room for correction; keep the vehicle centered without crossing temporary markings.

A historical FHWA publication reported that 25 percent of fatal work-zone crashes involved rear-end collisions in 2017. That is a dated figure about crashes in 2017, not a current annual rate, but it illustrates why looking for stopped traffic and preserving reaction time matter. The publication is National Work Zone Awareness Week: Work Zone Safety — Drive Like You Work Here.

How to drive near trucks and buses

Large commercial vehicles have bigger blind spots, need more room to change lanes, and cannot maneuver or stop as quickly as a passenger car. The Federal Motor Carrier Safety Administration advises drivers to use caution around commercial motor vehicles in work zones; see FMCSA’s Work Zones Safety Tips.

  • Do not cut immediately in front of a truck or bus before a taper or merge.
  • Stay where the driver can reasonably see you in a mirror, and avoid lingering beside the vehicle through a lane shift.
  • Give the vehicle extra room to track through narrow lanes and temporary curves.
  • If a truck signals to merge, maintain a predictable speed and create space when safe rather than accelerating into its blind spot.

These precautions are especially important where a truck must cross a temporary lane line or negotiate a tight connector. A sudden cut-in can leave the larger vehicle with no safe correction.

What to do when a ramp or connector is closed

Before reaching the closure

Read the advance closure sign and move toward the signed detour lane while gaps are available. If traffic is already congested, avoid forcing a lane change at the gore or taper. Continue following the temporary guide signs rather than stopping on the freeway shoulder to study a route.

At the closure

Use the route marked by the detour signs. A closed ramp may redirect you to the next interchange, a temporary crossover, or another connector, but the correct movement depends on the project. Do not drive through a barricade or use a shoulder as an unsignposted substitute lane.

If you miss the intended movement

Continue to the next legal decision point and follow the signed route. Do not reverse, make a sudden U-turn, stop in a live lane, or cross a gore area. A missed exit is safer to correct downstream than to recover with an abrupt maneuver inside the work zone.

Common mistakes and the safer correction

Mistake Why it creates risk Better response
Relying on the normal interchange map Construction phases can move or close the lane, ramp, or connector. Re-read the current temporary signs and follow the marked path.
Changing lanes at the last second It encourages abrupt braking and cuts across vehicles already in the correct lane. Read advance signs and make a gradual change when a safe gap opens.
Passing a queue on the shoulder The shoulder may be closed, occupied by workers, or needed for emergencies. Remain in the instructed lane unless signs specifically authorize another movement.
Using both lanes when signs direct an early merge It conflicts with the active traffic-control plan and can create a forced merge at the taper. Merge early and smoothly when traffic is free flowing and the signs call for it.
Merging early when signs direct a zipper merge in congestion It can leave usable pavement empty and produce uneven queues. Use both lanes to the signed merge point, then take turns.
Following a navigation prompt into a closure Consumer map data may not reflect the current work phase. Trust the on-site detour and verify project information before the trip.
Driving close behind a truck or bus The larger vehicle may block your view and have limited room to react. Increase space and avoid blind spots, especially near a taper.

What rules apply in the United States?

This guidance is general U.S. information. Speed limits, lane-use rules, move-over requirements, enforcement practices, and the exact design of a detour vary by state and locality. Follow the jurisdiction’s posted signs and directions from authorized traffic-control personnel.

For Federal-aid highway projects, FHWA’s Work Zone Safety and Mobility Rule provides requirements and guidance for addressing safety and mobility impacts. FHWA says the rule was published in the Federal Register at 89 FR 87293 on November 1, 2024, with an effective date of December 2, 2024. The policy page is FHWA Regulation and Policy — Work Zone. That federal rule does not tell a driver which lane is open at an unnamed interchange; the project’s current traffic control still governs the movement at the site.

A quick checklist before entering the work zone

  • Have you checked a current agency or project notice?
  • Have you allowed time for a queue and a possible detour?
  • Do you know that the normal ramp or connector may be unavailable?
  • Are you watching for temporary signs, lane arrows, cones, barrels, barriers, workers, and stopped traffic?
  • Are you at or below the posted work-zone speed limit?
  • Have you increased your following distance and put away distractions?
  • Are you giving trucks and buses room to see and maneuver?
  • Are you merging according to the current signs and traffic condition?
  • If a movement is closed, will you follow the signed detour rather than improvise?

Where to verify conditions and guidance

Use the project owner’s current closure notices for the interchange you plan to use. For general federal guidance on work-zone safety, traffic management, commercial vehicles, and policy, consult:

These pages explain approaches and safety principles; they are not live closure reports for a particular interchange. For the route you are driving now, the current local notice and the traffic control you can see at the roadway take precedence.
