What Does Construction Insurance Capacity Mean, and Why Can It Become Limited?

Construction insurance capacity is the amount of cover an insurer, or a group of insurers, is willing and financially able to provide for a particular construction risk. A single carrier may insure only part of a project’s required limit, with a lead insurer setting terms and other carriers supplying follow capacity. The total available depends on the coverage line, project hazards, insurer appetite, capital and reinsurance conditions, and location.

Capacity is not the same as price. A project can be willing to pay a higher premium and still be unable to obtain its requested limit because insurers will not commit enough aggregate exposure. Capacity also changes over time, so a difficult renewal does not necessarily mean that construction insurance is unavailable everywhere.

How capacity works on a construction policy

Insurers do not treat a large project as an unlimited opportunity to deploy capital. Each carrier sets an internal maximum line for a risk, a territory, a policy layer or an accumulation of similar risks. That line is the insurer’s capacity for the placement.

Lead and following insurers

For a major project, a lead insurer commonly provides the first portion of the limit, negotiates wording and deductibles, and establishes the underwriting terms. Following insurers then decide whether to participate on those terms and how much of their own capacity to contribute. The completed programme may therefore contain several lines that add up to the required limit.

For example, a project seeking a $500 million construction limit might receive a $100 million lead line and several smaller follow lines. The numbers in this example are illustrative; the actual allocation depends on the risk and market response. If follow insurers decline, the buyer may be left with a shortfall even though the lead insurer is prepared to participate.

Capacity by line, layer and location

Capacity is specific to the insurance being placed. A carrier may have appetite for construction all-risks material-damage cover but little appetite for delay-in-start-up, third-party liability, professional indemnity or a catastrophe-exposed layer. Capacity can also differ between the primary layer and excess layers.

The same contractor, owner or project can receive different responses in different territories. An insurer’s available line in one country may be restricted by licensing, accumulation controls, local catastrophe exposure or the concentration of similar projects already on its books.

Capacity and price are separate problems

Price answers, “What premium is required for the cover offered?” Capacity answers, “How much cover will insurers commit?” These questions interact but are not interchangeable.

  • Price problem: insurers are willing to provide the requested limit, but the premium, deductible or exclusions are difficult for the buyer.
  • Capacity problem: insurers will not provide the requested limit, regardless of the buyer’s willingness to pay the quoted rate.
  • Combined problem: only part of the limit is available, and the available portion is expensive or subject to restrictive terms.

Swiss Re Corporate Solutions described this distinction in a 27 January 2021 discussion of construction and engineering risks. Patrice Nigon, its Head of Construction and Engineering for APAC, said: “There is simply very little capacity currently available.” That statement described the conditions discussed at that time and should not be treated as a permanent or worldwide condition.

Why construction insurance capacity becomes limited

Underwriting losses and inadequate pricing

When claims persistently exceed the premiums and reserves supporting a line of business, insurers may reduce the limits they offer, raise deductibles, tighten wording or leave the class altogether. Swiss Re has described deteriorating results and inadequate pricing as reasons carriers pulled back from engineering and construction business.

A carrier that previously wrote a large line may decide that the return does not justify the capital required. If several carriers make that decision at the same time, the market loses capacity even if the physical construction activity has not changed.

Catastrophe losses and accumulation

Construction projects can create large, concentrated exposures. A windstorm, flood, earthquake, wildfire or other catastrophe can damage a substantial site and many nearby insured projects at once. Insurers therefore consider both the loss potential of one project and the accumulation of exposure across a region.

Aon’s construction analysis has identified natural catastrophe as a major influence on appetite and terms for large civil projects in parts of Asia. It also highlights high-severity exposures associated with wet works, underground operations and large-span structures. These features can reduce the number of insurers willing to participate or the line each one will offer.

Reinsurance and available capital

Primary insurers often rely on reinsurance to support large or volatile risks. If reinsurance becomes more expensive, less available or more restrictive, a primary carrier may have less capacity to deploy on construction projects. Howden’s 2022 market update listed higher reinsurance costs and reserve inadequacy among the pressures associated with the hard-market conditions it described.

Those observations are historical. They explain a mechanism, not the current cost of reinsurance in every territory or line.

Carrier withdrawals and stricter underwriting

When insurers withdraw from a class, the remaining market must absorb more demand. Howden reported in 2022 that 12 major construction insurers had withdrawn capacity, representing more than $1 billion of lost capacity for any single project. That was a market figure for the period covered by the report, not a current count of withdrawals.

Remaining carriers may also become more selective. They can require higher deductibles, exclude specific perils, cap certain sublimits or refuse projects that do not meet their engineering and risk-control standards.

Project complexity and potential loss severity

Underwriters assess how a project will be built, not just its contract value. Underground excavation, tunnelling, dams, bridges, high-rise structures, large-span roofs, marine works, complex temporary works and unusual construction methods can produce severe or difficult-to-model losses. A technically challenging project may therefore receive less capacity than a project with a similar budget but a simpler risk profile.

Incomplete information

A submission that leaves major facts unanswered forces an underwriter to make assumptions. Howden advises that missing information can lead an underwriter to assume a worst case. In practice, uncertainty about geotechnical conditions, flood protection, fire controls, construction sequencing, contractor experience or testing can reduce the line offered even when the underlying risk might be manageable.

What current market indicators actually show

Capacity is not universally scarce. Aon’s Q1 2026 global market overview labelled capacity in Asia, EMEA and Latin America “Abundant,” North America “Ample” and the Pacific “Abundant.” These ratings cover the wider commercial insurance market, not construction-only placements. Aon also reported that results vary by risk, industry and geographic exposure, with constraints remaining in selected lines and locations.

Aon’s 2025 construction report, which discusses regional conditions through 2024, likewise indicates that appetite differs by project type and geography. A broad regional rating cannot establish that a particular bridge, tunnel, power project or high-rise will obtain its target limit.

Howden’s 2024 appetite survey page confirms responses from 45 construction insurers across the London market and Europe. The public page does not provide the detailed capacity findings, so the sample size should not be treated as a universal measure of available limits.

How to diagnose a reported capacity shortfall

Before concluding that “the market has no capacity,” separate the specific elements of the problem.

Question Why it matters
Which coverage line is constrained? Material damage, delay, liability and other lines have different appetites and limits.
What limit is requested and what limit is offered? The gap may exist in the primary layer, an excess layer or a particular sublimit.
What are the project’s hazards? Location, catastrophe exposure, construction method, complexity and loss severity drive underwriting decisions.
Who is leading and who is following? A lead line does not guarantee that enough follow capacity will be available.
What is the territory and date? Insurance conditions change by country, region and renewal period.
How complete is the submission? Clear engineering data and documented controls reduce uncertainty, although they cannot guarantee capacity.

Steps that can improve a project’s placement prospects

Better preparation cannot create capacity that insurers do not have, but it can prevent an avoidable decline and help underwriters evaluate the risk accurately.

  1. Start early. Howden’s 2022 broker guidance suggested beginning discussions about six months before renewal for annual programmes and three to six months before project placements. Those are guidance points from that report, not universal deadlines. Earlier engagement leaves time to redesign layers, obtain engineering information and approach additional markets.
  2. Set explicit placement objectives. Define the required limit, target deductible, essential coverage, acceptable exclusions, sublimits and the date by which binding is needed. Distinguish mandatory contractual requirements from preferences that can be negotiated.
  3. Coordinate the marketing strategy. A coordinated approach helps avoid sending inconsistent information to insurers and clarifies which carrier is being approached for lead capacity and which for follow capacity. It also makes the remaining gap visible while there is still time to address it.
  4. Prepare a complete technical submission. Include site location and surveys, project value and schedule, contract structure, design responsibility, construction methods, geotechnical information, temporary works, contractor and subcontractor experience, catastrophe modelling where available, fire and flood controls, security, emergency plans, quality assurance and claims history.
  5. Explain risk controls with evidence. Drawings, inspection regimes, monitoring data, method statements, evacuation arrangements and documented testing are more useful than general assurances. Identify who owns each control and how compliance will be checked.
  6. Test alternative structures. If the requested limit cannot be placed in one layer, a broker may explore different lead and follow combinations, higher retentions, layered limits or separate treatment of particular perils. Each change affects coverage and should be reviewed against the contract and the project’s ability to absorb losses.
  7. Record the reason for every shortfall. Ask whether the issue is a territory restriction, catastrophe accumulation, project feature, insurer line size, wording disagreement or missing information. The remedy depends on the cause.

Alternative risk-transfer approaches

Aon’s Q1 2026 overview notes that clients are exploring arrangements such as parametric solutions and captives. These are not universal substitutes for conventional construction insurance.

Parametric cover

A parametric policy pays when a defined index or trigger is met, such as a specified wind speed, rainfall level or earthquake measurement. It can provide liquidity for a narrowly defined event, but the payment may not equal the project’s actual loss. Basis risk—the possibility that the trigger and the physical damage do not align—must be understood.

Captive insurance

A captive allows an eligible organisation or group to retain and finance part of its own risk through a dedicated insurance vehicle. It requires suitable capital, governance, claims administration and regulatory compliance. A captive can change how risk is financed, but it does not remove the underlying exposure or guarantee access to external reinsurance.

Higher retentions and layered programmes

Retaining more predictable losses can reduce the external limit required, while layers can match different insurers to different severity bands. These structures transfer more volatility to the project owner or contractor and must be tested against cash flow, lender requirements and contractual obligations.

What the historical figures mean in context

Howden’s 2022 update estimated $3 billion of capacity in the London market across risk types and territories. That was a market-wide estimate, not $3 billion available to any one construction project. The same update’s figure of more than $1 billion of lost capacity associated with 12 insurer withdrawals referred to the period and market described in that report.

Because capacity, underwriting appetite and pricing are volatile, these figures should be used to explain how quickly supply can change—not as a current quotation of available limits. A project team should obtain an up-to-date indication for its own coverage, territory, construction method and placement date.

Questions to ask when insurers will not offer the full limit

  • Is the shortfall in the overall programme or only one layer or coverage line?
  • Which project characteristic is driving the restriction?
  • Would additional engineering information or documented controls change the underwriting view?
  • Is the lead insurer willing to increase its line, or is the gap entirely in follow capacity?
  • What exclusions, sublimits or deductibles would make additional participation acceptable?
  • Are alternative structures legally, contractually and financially workable for this project?

The practical answer is therefore neither “pay more” nor “insurance is unavailable.” Capacity is the amount insurers can and will commit to a defined risk at a defined time. It becomes limited when capital, reinsurance, underwriting results, catastrophe exposure, project complexity or insurer appetite restrict the lines available. A precise diagnosis, early engagement and a complete submission give the project its best chance of assembling the required programme without assuming that any particular limit or term is guaranteed.
