In a typical design-bid-build custom-house project, the architect turns your goals, budget parameters and site constraints into a coordinated design, produces the drawings and specifications needed to price and build it, helps you evaluate builders when that service is included, and may administer the construction contract through completion. The owner-architect agreement controls exactly which of those services you receive.
The architect’s role in one sentence
An architect is the professional who carries the owner’s requirements through design and, when contracted to do so, helps protect the design’s intent during construction. That work is broader than drawing floor plans but narrower than acting as the builder, cost guarantor or daily site supervisor.

In design-bid-build, you normally sign one agreement with the architect and a separate agreement with the contractor. The architect designs and documents the house; the contractor builds it and manages subcontractors. Construction-administration services are optional contractual services, not an automatic legal duty. AIA describes the architect’s role as being defined by the owner-architect agreement and the coordinated owner-contractor contract documents.
Phase 1: programming and schematic design
The project starts with decisions about what the house must accomplish. The architect turns conversations and site information into an architectural program, then tests broad design options before the team commits to detailed documents.

Defining the program
During programming, the architect consults with you about goals and requirements. The program typically records the functions the house must contain, estimated square footage by use, relationships between spaces, priorities and constraints that affect the design. AIA Knowledge Resources staff wrote in 2023 that “during the first phase—schematic design—an architect consults with the owner to determine project goals and requirements.”
You should expect questions about how you live, who will use the house, accessibility or aging-in-place needs, storage, entertaining, privacy, daylight, views, outbuildings and future changes. The architect also gathers available site information and identifies missing information that must be obtained before design decisions can be relied on.

Testing the site and the rules
The architect researches zoning requirements and jurisdictional restrictions that can shape the building envelope. Setbacks, height limits, lot coverage, easements, historic controls and other local rules may narrow the options. The architect can identify these constraints, but the agreement should state who supplies a boundary survey, topographic survey, geotechnical report and other specialist information.
Creating a schematic design
Schematic design studies spatial relationships, scale and form rather than specifying every product. Typical outputs can include:
- A site plan showing the proposed location and orientation of the house.
- Preliminary floor plans showing room sizes and circulation.
- Sections and elevations that communicate height, massing and major exterior relationships.
- Renderings, physical models or digital models to explain the design.
- An early cost opinion based on overall project volume rather than a contractor’s detailed bid.
You review the alternatives and approve a direction before the architect advances it. Approval should be recorded in the project’s agreed communication system so everyone knows which design is current.
Phase 2: design development
Design development converts the approved concept into a coordinated building proposal. The architect resolves more dimensions and decisions while integrating information from the structural, mechanical, electrical and plumbing disciplines.

Coordinating the systems
The architect works with consultants to coordinate structure, heating and cooling, electrical distribution, plumbing, lighting and other systems with the architectural layout. This is where conflicts such as a beam crossing a stair opening, a duct competing with ceiling height or equipment needing more service space should be identified and resolved on paper.

Making material and component decisions
Windows, doors, exterior assemblies, roofing approaches, major interior materials and other building elements receive more definition. The drawings become more dimensioned and the written outline of materials becomes more useful for checking scope and budget. The owner commonly reviews and approves this stage before the team proceeds to construction documents.
Design development is not the same as a final construction set. It narrows choices and coordinates the design, but the exact level of detail and the owner’s approval procedure depend on the agreement.
Phase 3: construction documents and permit support
Construction documents (often called CDs) are the detailed drawings and specifications a contractor uses to price and build the house. AIA describes them as containing the pertinent information needed for construction. Their content and level of detail depend on your requirements and the services you purchased.

The architect organizes the information needed to communicate the approved design: plans, sections, elevations, details, schedules and written specifications, together with the consultants’ coordinated documents. The set should explain dimensions, materials, assemblies and performance requirements well enough for competing contractors to price the same scope.
An architect’s core responsibility during this phase is to help the contractor build the project as specified in the construction documents approved by the owner. That responsibility does not make the architect the contractor or transfer means-and-methods decisions away from the builder.
Permits and jurisdiction comments
Permit submissions, consultant coordination and responses to jurisdiction comments may be included in basic services or listed as supplemental services. The scope table should say who prepares and submits each package, who pays application fees, who responds to plan-review comments and whether revisions caused by changing owner decisions are additional services.
Do not assume that “permit drawings” means the architect will manage every approval. Confirm the agencies covered, the expected submission format and what happens if the jurisdiction requests redesign or additional studies.

Phase 4: bidding and contractor selection
If bidding is included, the architect helps turn the completed documents into a fair process for selecting a builder. The owner remains the party that decides whether to accept a bid and signs the construction contract.
Preparing and issuing bid information
The architect prepares the bid set, distributes it to potential contractors and answers questions within the assigned scope. A pre-bid meeting may be held so bidders can inspect the site and hear the same clarifications. Addenda can record corrections or clarifications before bids are submitted.
Evaluating bids and scope
The architect may review bids, compare qualifications and exclusions, make recommendations and assist with the owner-contractor agreement. You and the architect should examine more than the headline price: verify allowances, alternates, exclusions, schedule assumptions, insurance, proposed subcontractors and any qualifications that could change the scope.
Price or scope negotiations happen before the construction contract is signed. Once the owner selects a contractor, the final agreement and general conditions establish the parties’ responsibilities during construction.

Phase 5: construction administration
Construction administration (CA) is the architect’s construction-phase service when the agreement includes it. The contractor still directs the work and subcontractors. The architect helps interpret the contract documents, observes progress and processes information so the owner can make informed decisions.
Submittals and shop drawings
Contractors submit product data, samples, shop drawings and other information for review. The architect checks whether a submittal appears to conform to the design concept and contract documents; the contractor remains responsible for dimensions, quantities, fabrication, installation and construction means unless the contract assigns otherwise.
Questions and clarifications
When a drawing is unclear or conditions differ from the documents, the architect answers contractor questions and may issue a clarification sketch or other agreed instruction. A written answer keeps the whole team working from the same interpretation and creates a record for later payment or change-order decisions.

Site observations
Architect site visits are observations at agreed intervals, not continuous inspection. The architect looks at whether the observed work generally appears consistent with the contract documents and reports visible progress or apparent issues. The number, purpose and timing of visits must be stated in the owner-architect agreement. The contractor controls site safety, sequencing, security and daily supervision.

When assigned, the architect reviews the contractor’s payment application and supporting information, evaluates the progress observed and advises the owner about the amount that appears due under the contract. This review is not a guarantee that every concealed or future condition is correct. The owner’s payment procedure and required certificates should be written into the construction contract.
Changes, cost adjustments and time
Proposed substitutions, unforeseen conditions and owner changes can affect cost or schedule. The architect may evaluate the proposal, help describe the revised scope and advise on the adjustment. The owner authorizes a change through the contract’s change-order or change-directive process; an informal field conversation should not be treated as authorization for extra work.
Substantial completion, punch list and closeout
Near the end of the work, the architect may help determine substantial completion, prepare or coordinate a punch list and perform a final inspection before final payment. Closeout services can include reviewing agreed warranties, operation information, certificates and record documents. The exact list of deliverables and the end date of CA belong in the agreements.
What an architect does not automatically do
Several responsibilities are commonly confused with architectural services:
- Builder: The contractor hires and directs subcontractors, orders materials and constructs the house.
- Cost guarantor: Early estimates and bid reviews inform decisions but do not guarantee a final price unless a separate contractual guarantee exists.
- Daily superintendent: The architect is not continuously present and does not run daily sequencing, workforce management or site logistics.
- Safety manager: The contractor controls site safety, safety programs and means and methods.
- Automatic permit expediter or consultant: Permit work, surveys, geotechnical services and specialist coordination may be supplemental services.
AIA states that construction-administration services are rendered at the owner’s discretion and outlined in the owner-architect agreement. If a service is not assigned there or in a written amendment, do not assume the architect is responsible for it.
Contract checkpoints before you sign
Read the scope table and responsibility assignments alongside the owner-contractor agreement and general conditions. These documents should work together rather than leave gaps between them.

Design-bid-build versus design-build
The architect’s practical role changes with the delivery method. In design-bid-build, the owner separately selects the architect and contractor. In design-build, one design-builder provides both design and construction, so the owner communicates with that entity and the division of design and construction-administration duties is different.
| Decision factor | Design-bid-build | Design-build |
|---|---|---|
| Contracts and communication | Separate owner-architect and owner-contractor agreements create two primary relationships. | One design-builder is the owner’s principal contracting relationship. |
| Design and construction coordination | The architect documents the design; the contractor builds and coordinates subcontractors under separate contracts. | The design-builder coordinates design and construction within one organization or team. |
| Price timing | Contractor pricing is generally obtained after the design documents are prepared for bidding. | Price development and design coordination are handled through the design-builder’s process. |
| Owner selection | The owner can select the architect and builder independently. | The owner selects one entity responsible for both services. |
| Construction-phase design role | The architect may provide CA services such as submittal review, observations and payment review when contracted. | The design-builder assigns those functions internally; the owner’s independent architect role may be reduced or separately retained. |
AIA notes that design-build can be simpler or faster for some owners, while design-bid-build preserves separate selection of the architect and contractor and access to the architect’s construction-phase services. The better choice depends on how much independent design control, direct builder coordination and contractual simplicity you want.
A practical owner workflow
- Write down the brief. List required rooms and functions, priorities, site facts, budget parameters and decisions that must remain flexible.
- Confirm the team’s information. Ask who obtains surveys, geotechnical data, utility information and jurisdiction requirements before design decisions rely on them.
- Approve each design phase deliberately. Review schematic options, then design development, and record decisions before the next phase begins.
- Check the construction set. Ask how architectural and consultant documents are coordinated and what assumptions bidders must price.
- Clarify the bid process. Confirm the bidder list, question deadline, addenda procedure, bid comparison method and who negotiates scope.
- Set communication rules for construction. Route contractor questions, submittals, payment applications and change proposals through the channels named in the contracts.
- Use written change authorization. Require a documented description of cost and schedule effects before approving extra work.
- Plan closeout early. Confirm the punch-list process, final inspection, warranties, operating information and record documents you will receive.
Common questions and failure points
“Does the architect hire the builder?”
Not automatically. In design-bid-build, the owner contracts with the builder. The architect may distribute bid documents, answer questions, review bids and recommend a contractor when those services are included, but the owner makes the selection and signs the construction contract.
“Who checks the work on site?”
The contractor supervises and controls construction. An architect providing CA makes periodic observations and reports whether visible work generally appears consistent with the documents. That is different from continuous inspection or safety supervision.
“Do I need an architect after the plans are finished?”
It depends on the risk and on your agreement. If CA is included, the architect can interpret documents, review submittals, observe progress, evaluate payment requests and help manage changes. If you omit CA, decide who will perform those functions and how questions will be resolved before construction starts.
“Why did a change become a dispute?”
Common causes are inconsistent scopes, an owner approval that was never recorded, a field instruction without written authorization, or a responsibility that was assumed but not assigned. Compare the owner-architect agreement, owner-contractor agreement and general conditions, then document the proposed scope, price and time before work proceeds.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFees, schedules and limits of general numbers
There is no universally applicable architect fee percentage, project duration or site-visit count for every custom house. Those figures vary with location, complexity, size, consultant needs, permitting and the services selected. Use the project-specific proposal and a dated cost and schedule basis rather than a generic internet number.
Useful drawing-discussion tool
An architectural scale ruler can help you check dimensions on printed plan sheets while discussing them with the architect or builder. It does not replace stamped documents, field verification or professional review.
For a deeper professional reference, AIA cites The Architect’s Handbook of Professional Practice as a source for service definitions. Your signed agreements, however, remain the controlling documents for your particular house.
