A full construction permit usually means the local building authority has approved a defined scope of construction after reviewing the submitted plans and applicable codes. Once the permit is issued, required fees are paid, and any listed conditions are satisfied, the permit holder may begin only the work described in the permit and approved documents. “Full” is not a universal legal term, however: it does not automatically include land-use, grading, fire, utility, environmental, demolition, or right-of-way approvals, and it never removes inspection or occupancy requirements. The permit, approved plan set, conditions, and local authority’s instructions control.
What a full construction permit authorizes
Permission for a defined scope
A construction permit is an authorization tied to a particular property, applicant, project description, and set of approved drawings and specifications. The issuing authority reviews that defined scope for compliance with the codes and regulations it administers. The permit therefore answers a narrow question: may the described construction proceed under the approved documents?

“Full” commonly distinguishes this authorization from an early planning review, a land-use entitlement, a preliminary approval, or a limited permit for specific early work. It should be treated as descriptive wording unless the issuing agency formally defines the term. The legal effect comes from the permit record and its conditions, not from the adjective “full.”
The approved documents are part of the authorization
The permit normally works together with the stamped or otherwise approved plan set, calculations, specifications, special conditions, and inspection requirements. Build teams should keep the current approved documents available in the manner required by the local authority. A contractor who builds from an earlier drawing, an unapproved substitution, or an informal conversation may be outside the permitted scope even when a permit number exists.

Why “full” does not mean every approval is complete
Building projects often involve several regulatory tracks. A building permit can be issued while another agency approval, site permit, or separate trade permit remains necessary. The exact combination depends on the location, the work, the site, and the agencies with jurisdiction.
| Approval or permit area | What it may cover | What to verify |
|---|---|---|
| Building | Structural and architectural work described in the approved construction documents. | Whether the permit includes the entire building scope or only a phase or portion. |
| Electrical | Wiring, service equipment, distribution, and related installations. | Whether it is included in the building permit or requires a separate permit. |
| Plumbing and mechanical | Water, sanitary, gas, heating, ventilation, air-conditioning, and other regulated systems. | Whether separate trade permits, plans, or inspections apply. |
| Grading and site work | Earth movement, drainage-related work, or other site preparation. | Whether private-lot or broader grading approval is required before construction. |
| Fire | Fire protection systems, life-safety features, or fire-related construction review. | Whether the fire authority has a separate approval or inspection role. |
| Demolition or removal | Removal of existing structures or regulated elements. | Whether demolition must be separately permitted and completed first. |
| Public right-of-way | Work affecting streets, sidewalks, alleys, or other public areas. | Whether an engineering or right-of-way permit is needed in addition to building approval. |
| Land-use or development | Zoning, site design, discretionary entitlements, environmental conditions, or other development decisions. | Whether those approvals exist and whether their conditions are reflected in the construction documents. |
San Diego illustrates this separation. Its municipal code allows a construction-permit application to cover one or more permits, but it also identifies distinct building, electrical, plumbing/mechanical, demolition/removal, grading, fire, and public-right-of-way permits. Where development permits are required, they generally must be issued before a construction-permit application, although the Building Official may waive that sequence when the development issues will not affect construction-permit review. This is a local example, not a nationwide rule.

Start unrelated work
Issuance does not authorize work omitted from the permit description or plans. A permit for a building alteration may not cover grading, a new utility connection, demolition, a public sidewalk excavation, or a separate accessory structure. Ask the authority having jurisdiction (AHJ) to identify additional approvals before mobilizing crews.
Ignore permit conditions
Conditions can require particular materials, sequencing, documents, inspections, agency clearances, or protection measures. Treat each condition as part of the permission to build. If a condition is unclear, obtain written clarification before work reaches the affected stage.

Skip inspections or conceal work
A permit is not an inspection waiver. Required work must be presented at the inspection points established by the jurisdiction. San Diego’s code, for example, prevents work from proceeding beyond successive inspection stages or being concealed before the required approval. Covering foundations, reinforcement, framing, rough utilities, or other inspected work too early can require opening it again and may create a violation.
Occupy the building automatically
Construction completion and legal occupancy are separate milestones. The cited San Diego code requires final inspection approval of structures and installations before occupancy and use unless a specific exception applies. Other jurisdictions may also require a certificate of occupancy, completion certificate, fire clearance, utility release, or other closeout document. Do not move people, tenants, or operations into the space until the AHJ confirms the applicable occupancy authorization.
Build later design changes without review
A field decision, owner request, substitution, or change order can alter code compliance or conflict with an earlier discretionary approval. Submit proposed changes before construction. Depending on the jurisdiction and the nature of the change, the agency may require a plan revision, an amendment, a new permit, a conformance review, or redesign.
How the permit lifecycle works
- Define the project scope. Prepare a written description of the work, property information, drawings, calculations, specifications, and consultant documents required by the AHJ. Identify site, structural, accessibility, fire, energy, utility, and trade elements that may be regulated separately.
- Identify prerequisite approvals. Ask the building or development agency which zoning, development, environmental, grading, fire, utility, demolition, or right-of-way approvals must be obtained before the construction application can be accepted or issued.
- Submit the application and plans. Use the local portal or counter process and provide the forms, plan sets, supporting reports, and signatures the jurisdiction requires. Incomplete submissions can pause review or generate correction notices.
- Respond to plan review. Reviewers check the application against applicable codes, regulations, and prior approvals. Resolve comments through corrected drawings, calculations, narratives, or agency clearances. Keep a controlled record so the field team receives the final approved version.
- Pay required fees and receive the permit. In San Diego’s process, issuance follows required approvals and fee payment. Read the issued permit for its work description, conditions, expiration or commencement terms, approved sheets, and inspection instructions.
- Hold a preconstruction check. Before starting, confirm that every prerequisite permit is issued, the site team has the approved plans, required notices are posted, and inspection scheduling or special sequencing requirements are understood. This check prevents crews from treating a permit number as permission to begin every type of site activity.
- Schedule inspections before covering work. Request each inspection at the stage specified locally. Keep exposed the work that must be examined, correct deficiencies, and obtain approval before proceeding to the next hold point or concealing the installation.
- Document approved changes. Route substitutions and design changes through the architect, engineer, owner, and AHJ process established for the project. Do not rely solely on a field sketch or verbal approval when the change affects permitted work.
- Complete closeout and final inspection. Submit required certificates, test reports, as-built information, special inspection records, and other closeout documents. Obtain final inspection approval and any certificate or authorization required before occupancy or use.
Changing the project after a permit is issued
Questions to ask before approving a change
- Does the change alter structural loads, fire protection, egress, accessibility, energy performance, utilities, grading, or the building footprint?
- Does it conflict with a zoning condition, development entitlement, site plan, or other discretionary approval?
- Can the existing approved sheets be marked and reissued, or is a new calculation, report, or agency signoff needed?
- Will the change affect work that has already passed inspection or has been concealed?
- Does the local process require a revision, amendment, supplemental permit, or entirely new application?
A local example of two review paths
The City of San Diego Development Services Department describes a Substantial Conformance Review for certain modifications to a previously approved discretionary project. That review can be tailored to the conformance question; it does not itself review every other city regulation. Those broader code requirements are reviewed through the construction-permit application.

| Process | Primary question | Important limitation |
|---|---|---|
| Substantial Conformance Review | Does a proposed modification remain consistent with the earlier discretionary approval? | It is not a substitute for reviews required under other city regulations. |
| Complete construction-permit application | Does the changed construction comply with applicable regulations and the prior approval? | If the change is not conforming, redesign or a permit amendment may be required. |
The San Diego approach demonstrates why a project team should identify both the approval being changed and the code review still required. Other jurisdictions may use different names, forms, public-notice rules, appeal rights, or decision makers.
What owners and contractors should verify locally
Because permit terminology and procedures are local, obtain answers from the AHJ for the actual address and scope. Ask for the following in writing or through the agency’s official permit record:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- The exact work covered by the issued permit and the approved plan revision.
- All separate permits or agency approvals required for site, trade, fire, utility, environmental, demolition, grading, and right-of-way work.
- Conditions that must be satisfied before starting or before particular phases.
- Permit expiration, commencement, renewal, suspension, and transfer rules.
- Inspection types, sequence, notice method, hold points, and documentation requirements.
- The process and fees for revisions, amendments, deferred submittals, substitutions, and changes to a prior discretionary approval.
- Final inspection, testing, closeout documents, certificate of occupancy, and other authorization needed before use.
- Any requirements imposed by agencies other than the building department, such as utilities or fire authorities.
Common mistakes and how to prevent them
Assuming one permit covers the whole site
Compare the permit description with the complete scope statement, including temporary works, demolition, grading, utility connections, exterior improvements, and public-area work. Missing a related permit can stop a project even when the main building permit is valid.
Using superseded drawings
Mark the approved set clearly, remove obsolete copies from active work areas, and establish a document-control process for revisions. The field crew should be able to identify the sheets that form the current permit basis.

Calling for inspections too late
Coordinate inspection requests with the schedule rather than after work is covered. If an inspection is missed, ask the AHJ what exposure, testing, or corrective work is required; do not conceal the installation and hope it will be accepted later.
Treating a change order as regulatory approval
A contract change allocates cost and responsibility between project parties; it does not amend a government permit. Obtain the required agency review before directing the changed work.

Planning occupancy around substantial completion alone
Mechanical completion, punch-list completion, and final inspection are different events. Confirm every closeout and occupancy condition before scheduling tenants, staff, deliveries, or public opening.
What the phrase cannot tell you by itself
The words “full construction permit” do not establish a national standard for fees, review time, permit duration, inspection count, document format, public notice, or occupancy procedure. They also do not prove that a permit is active, that all conditions are met, or that work complies with later changes. Those facts must be confirmed in the issuing agency’s current record.
The municipal example cited here is the City of San Diego Municipal Code, Chapter 12, Article 9, Division 1, edition marked 9-2026, together with the city’s current Development Services guidance on Substantial Conformance Review. San Diego’s code states, “Construction shall not begin until the required permits have been issued,” and requires final inspection approval before occupancy and use unless specifically excepted. Use those statements as an illustration of a local framework, not as a rule that automatically governs another city, county, state, or country.
For any project, the reliable test is practical: match the planned work to the permit and approved plans, confirm every related approval, follow the inspection sequence, obtain agency review for changes, and secure final occupancy authorization before use.
