There is no single nationwide checklist for bidding on a public school construction project. The issuing school district or authority, state law, project value, funding source, delivery method and solicitation determine what you must submit. Start with the current invitation to bid and every addendum; its instructions control over any general checklist.
Most school procurements divide requirements into two related but separate tracks: eligibility or prequalification before bid day, and the bid package submitted by the deadline. Contractors commonly need current licenses and registrations, vendor-portal access, bid security, bonding evidence, financial and experience records, insurance, safety and labor-compliance information, and fully completed project forms.

Why the solicitation is your controlling checklist
School construction is public procurement, so a bid can be rejected for a missing signature, outdated form, unacknowledged addendum or late delivery even when the price is competitive. The exact consequence depends on the solicitation and governing rules. Treat general guidance as a planning tool, not a substitute for the invitation, instructions to bidders, contract forms, addenda and any prequalification instructions issued for your project.

Maryland’s school-construction regulation illustrates how detailed an invitation can be: it may identify submission instructions and receipt deadline, electronic-bid availability, drawings and specifications, schedule, minority-business-enterprise and prevailing-wage information, addenda acknowledgement, bid-bond requirements, pre-bid conference details and a bid affidavit. That is a jurisdictional example, not a national mandate.
Use issued forms exactly
Complete the base bid or proposal form, alternates, unit prices, acknowledgements, affidavits, subcontractor disclosures and schedules exactly as supplied. Do not replace a required form with your own version unless the authority authorizes it in writing. Have an authorized signer execute each certification and verify that the legal entity name matches the license, registrations, bond and insurance documents.

Some districts will not accept a bid unless the prime contractor, and sometimes named subcontractors, have been approved before bid day. Prequalification often asks for more information than the bid envelope and can close days or weeks earlier.
Los Angeles Unified School District example
Los Angeles Unified School District (LAUSD) says contractors must be prequalified at least five business days before the project bid date. Its process describes formal or prime-contractor prequalification, first-tier mechanical, electrical and plumbing subcontractor prequalification, and safety prequalification categories. LAUSD also states that the bidder must hold the relevant California contractor license when submitting the bid. A certificate from another district or state should not be assumed to transfer.
Fresno Unified example
Fresno Unified’s questionnaire requests a completed prequalification form, current aggregate and per-project bonding capacity, a notarized surety statement, recent reviewed or audited financial statements and at least five successful public-project references from other school districts. The district uses the material to establish an initial contract-size and scope rating, while reserving the right to review project-specific responsibility after prequalification.
Broward County example
Broward County Public Schools requires contractors seeking to contract directly with the district to complete its eProcure Supplier Profile Questionnaire. The district states that its prequalification certificate is valid for one year unless suspended or revoked. Other authorities may use a different term, renewal cycle, rating system or expiration rule; follow the current application for your project.

Licenses, classifications and registrations
Verify that the bidding entity and every regulated trade performing work have current licenses and the classifications required for the scope. Check expiration dates, monetary limits, qualifying individuals and any requirement that a license be active on the bid date rather than only when work starts.

State and authority examples
LAUSD requires the appropriate California contractor license to be in full force at bid submission. The New Jersey Schools Development Authority (SDA) requires prime bidders and specified subcontractors identified in the advertisement to hold the applicable Department of Property Management and Construction classification and SDA prequalification at proposal time. Its process also requires New Jersey business registration and Public Works Contractor Registration.
These rules are not interchangeable. A license in one state, a local home-improvement registration or a private-sector qualification may not satisfy a public school solicitation. Confirm whether each trade partner must be licensed, prequalified, registered as a public-works contractor or listed in the bid.
Vendor and supplier accounts
A vendor account may be required to see documents, submit an offer, receive a contract or be paid. LAUSD requires a vendor number to move through its prequalification application and uses a supplier-lifecycle system. Broward directs suppliers to its procurement-opportunity system. Create or verify the account well before the deadline; portal access proves administrative readiness, not technical qualification.
Bid security and bonding evidence
Read the solicitation for the required security type, amount, form, surety qualifications, signatures and delivery method. A bid bond may be required, but the rules vary by state, project value and authority.
Bid bond versus bonding capacity
A bid bond is security tied to a particular offer. It protects the owner if the apparent low bidder refuses to execute the contract or provide required post-award bonds, subject to the solicitation and applicable law. Evidence of bonding capacity is different: it shows how much work a surety is prepared to support across aggregate and per-project limits. Fresno Unified asks for both limits and a notarized surety statement in prequalification.
Do not assume a bid bond can substitute for a capacity letter, or that a capacity letter satisfies bid-security instructions. Later award documents may require separate performance and payment bonds. Verify each obligation in the issued contract forms.
Forms of security can differ
California Department of Education guidance describes bidder security for certain public-project bids and gives examples such as cash, cashier’s check, certified check or bidder’s bond. The project documents and governing law determine which forms are accepted, the percentage or dollar amount and where the original must be delivered.

Experience, references and responsibility records
Prepare a consistent record of comparable completed work. Typical requests include project name and owner, contract value, scope, completion date, your role, architect or owner contact, change-order history and whether the work was completed on schedule. Public school references may be weighted differently from commercial projects because of occupied campuses, phased schedules, security controls and prevailing-wage administration.
Financial capacity
Authorities may request reviewed or audited financial statements, a current financial questionnaire, bank or credit information, backlog, working-capital data and surety support. Submit the period and accounting basis requested; do not replace an audited statement with an unaudited internal report unless the form permits it. Protect confidential financial records using the submission method and confidentiality instructions in the solicitation.
Key people, equipment and schedule
List the project manager, superintendent, estimator and trade leads identified by the form. Include licenses, relevant school or public-work experience and availability during the required schedule. Describe owned or committed equipment and critical subcontractor resources when requested. A strong project history does not cure an unavailable required superintendent or an unrealistic completion plan.
Safety, claims and discipline
Prequalification can ask about OSHA or state safety records, workers’ compensation history, defaults, terminations, litigation, claims, license discipline and debarment. Answer completely and explain corrective action where the form permits. An omission can create a responsibility problem separate from the merits of the bid price.
Insurance, labor and participation obligations
Review the insurance section before pricing. Requirements may include commercial general liability, automobile liability, workers’ compensation, employer’s liability, umbrella or excess coverage, additional-insured endorsements, waiver-of-subrogation language and certificates from an admitted carrier meeting a stated rating condition.
LAUSD’s listed prequalification requirements include workers’ compensation, insurance through a California-admitted carrier meeting its stated rating condition, surety bonding and compliance with district requirements. Depending on the project, those requirements can include an owner-controlled insurance program (OCIP), a project stabilization agreement for certain bond-funded work and prevailing-wage compliance.
Maryland’s procurement rules identify minority-business-enterprise goals and prevailing-wage requirements when applicable. Other districts may require certified small, minority, women-owned or disadvantaged-business participation, a subcontracting plan, a project labor agreement, certified payroll, apprenticeship commitments or a labor-compliance affidavit. Check whether commitments are due with the bid, after award or at designated subcontracting milestones, and use the authority’s forms.

California thresholds: a state-specific illustration
California Department of Education’s school-facilities quick reference, last reviewed October 6, 2026, reports the following figures. They apply only within the stated California framework and may change with later statutes or local procedures.
| Situation | Threshold or requirement reported | Qualification |
|---|---|---|
| Districts not operating under CUPCCAA | More than $15,000: formal sealed bid | California quick-reference chart; verify current law and district procedure |
| CUPCCAA construction | $0–$75,000: force account, negotiated contract or purchase order | California-specific range |
| CUPCCAA construction | $75,001–$220,000: informal bid | California-specific range |
| CUPCCAA construction | More than $220,000: formal bid | California-specific range |
| Public-works projects | $25,000 or more: payment bond before work begins | California page statement; it recommends performance bonds as best practice |
Do not apply these amounts to another state, a different funding program or a district with a local procedure that changes the process.
Bid-method differences change the paperwork
There is no universal comparison of eligibility options because the solicitation method determines what is relevant. Maryland rules illustrate several possibilities, including sealed bidding, two-step qualification followed by bidding, and quality-based or negotiated procurement. A two-step process may score qualifications before price is requested; a negotiated or quality-based method may require technical proposals, interviews or evaluation narratives that a low-bid package does not.
When the invitation offers alternatives, compare them on the actual requirements: when qualification is evaluated, how price and qualifications are weighted, bid-security exposure, trade-package responsibilities, schedule commitments, references, labor rules and protest or clarification procedures.
Document-control workflow before submission
- Define the opportunity. Record the awarding authority, state, funding source, procurement method, contract package, prime or subcontract role and exact bid deadline.
- Build the source folder. Download the solicitation, drawings, specifications, forms, prequalification instructions and every addendum from the official source.
- Map eligibility. Confirm prequalification status for the prime and each named or required subcontractor, including earlier deadlines and renewal dates.
- Verify credentials. Check licenses, classifications, business registrations, public-works registrations and vendor-portal access against the legal entity shown in the bid.
- Engage the surety early. Request the exact bid-bond form and confirm aggregate and per-project capacity evidence, notarization and delivery requirements.
- Assemble responsibility records. Gather financial statements, references, comparable-project details, key-personnel résumés, equipment information, insurance, safety data and claims disclosures requested by the forms.
- Track labor and participation duties. Identify prevailing-wage, workforce, project-labor, OCIP and business-participation commitments, then assign each form to an accountable signer.
- Run a two-person compliance review. Use a matrix showing document, issuer, signer, format, addendum version and due date. Check every page, blank, attachment and notarization.
- Submit exactly as directed. Upload or deliver before the stated deadline, retain the portal receipt or delivery proof, and preserve the final bid set and addenda acknowledgements.
- Resolve ambiguity in writing. Send questions to the named procurement contact before the question deadline. Rely on a written amendment or official answer, not an informal interpretation.
Common failure points and practical fixes
- Using an old form: replace saved templates with the current solicitation version and check addenda immediately before submission.
- Missing prequalification: confirm approval and expiration separately from bid submission; a complete bid cannot repair an eligibility deadline that passed.
- Wrong legal entity: make the entity name, license, registration, bond, insurance certificate and signature authority consistent.
- Confusing bonds: obtain both project-specific bid security and any capacity or surety statement requested for qualification.
- Late portal upload: allow time for large files, authentication and receipt verification; a local timestamp or draft upload is not proof of timely receipt.
- Incomplete subcontractor information: list trades, licenses, registrations and participation commitments exactly as the bid form requires.
- Unanswered exceptions: do not alter terms in the bid unless the instructions permit alternatives; ask a formal question before the deadline.
What to verify with the issuing authority
Before signing, ask the procurement contact to clarify any conflict among the invitation, drawings, specifications, forms and addenda; whether a named subcontractor must be prequalified; the accepted bid-security format; insurance endorsement timing; confidentiality treatment for financial statements; and whether an electronic receipt confirms a complete submission. Keep the written response with the bid record.
The project-ready answer is therefore authority-specific: identify the current solicitation, satisfy any earlier prequalification gate, prove licenses and capacity, attach the required security and responsibility records, and submit every issued form exactly on time.
