A construction manager helps a city or transit owner turn an approved infrastructure plan into a buildable, coordinated project. The work can include constructability reviews, cost estimates, schedules and phasing, risk and utility coordination, contractor oversight, quality and safety administration, change management, and communication with affected agencies and communities.

The title alone does not define the manager’s authority. An owner’s-agent construction manager advises and coordinates on the owner’s behalf, while a construction manager/general contractor (CM/GC) may become the general contractor after the construction price is negotiated. The contract, procurement rules, and local jurisdiction determine which responsibilities apply.

Where the construction manager fits on a city project

City infrastructure projects rarely involve only one designer and one builder. A street reconstruction, bridge, water-main replacement, drainage project, or light-rail extension may involve a public owner, design consultants, utilities, multiple prime contractors, permitting agencies, emergency services, businesses, residents, and transit or traffic authorities. The construction manager gives the owner a central point for planning and coordination across those interfaces.

Federal guidance describes the role in terms of controlling the owner’s objectives rather than simply supervising workers. The Federal Transit Administration’s project and construction management guidelines identify six implementation outcomes: scope, function, schedule, cost, safety, and quality. Federal Highway Administration guidance also emphasizes project-management plans, contract administration, and risk controls. A manager supports these outcomes; no single manager can guarantee them independently.

Responsibilities vary by contract and by state or local procurement law. The U.S. federal transportation guidance linked below is useful for understanding the delivery models, but a city’s enabling legislation, delegation of authority, standard specifications, and executed contract control the actual job.

FTA Project and Construction Management Guidelines (effective February 21, 2025) and the FHWA guidance on project management plans provide the federal framework for these controls.

What happens before construction starts

Early involvement is where a construction manager can prevent expensive field problems. The manager translates design intent into a sequence of work that can be permitted, procured, financed, and built while the city continues operating.

Constructability and design review

The manager reviews drawings and specifications for access, staging, temporary works, material availability, inspection requirements, and conflicts between disciplines. Questions may include whether a replacement water main can be installed while maintaining fire flows, whether a bridge crane can reach the site, or whether a rail station can remain open during structural work.

FHWA’s official Construction Program Guide states: “The Construction Manager/General Contractor (CM/GC) project delivery method allows an owner to engage a construction manager during the design process to provide constructability input.” In practice, that input can identify details that are technically correct but difficult to build, sequence, inspect, or maintain.

Estimating and affordability checks

Depending on the assignment, the manager prepares or reviews order-of-magnitude estimates, quantity takeoffs, bid packages, escalation assumptions, allowances, and contingency needs. Estimates are updated as the design develops. The purpose is not to promise a final price before bids or negotiations; it is to show the owner what the current design is likely to cost and which decisions drive uncertainty.

Scheduling and construction phasing

The manager develops a baseline schedule or tests the designer’s schedule against actual site constraints. Activities may include utility relocations, right-of-way acquisition, permits, long-lead procurement, traffic switches, environmental windows, testing, commissioning, and public-opening milestones.

For an urban project, phasing is also an access plan. The manager works with traffic engineers, transit operators, emergency services, and adjacent property owners to decide when lanes, sidewalks, crossings, or entrances can close and what temporary routes are required. FHWA describes CM/GC as allowing teams to plan traffic impacts during design rather than waiting until a contractor is mobilized. That benefit depends on the project team’s decisions and the terms of the contract; it is not automatic.

Risk, utility, and third-party coordination

A risk register records events that could affect cost, schedule, safety, or service: unidentified utilities, contaminated soil, right-of-way delays, design interfaces, market capacity, weather, railroad or airport requirements, and changes in traffic demand. For each significant risk, the manager helps assign an owner, a response, a trigger, and a budget or schedule allowance.

Utility and third-party coordination is particularly important in cities. The manager may organize potholing or other verification, compare utility records with design information, coordinate relocation agreements, and track decisions that require approval from a utility, railroad, transit agency, or state department of transportation.

Procurement and contract documents

An owner’s-agent construction manager may review or prepare procurement packages, advise on bidder qualifications, receive bids, and coordinate specialty contractors. The manager checks that the scopes are complete and that responsibilities are not missing between packages. A package split can save time or allow specialist firms to participate, but it also creates interface risks that must be assigned and managed.

In CM/GC, the manager is selected during design and provides preconstruction services before a construction price is agreed. FHWA’s description places the negotiation point roughly between 60% and 90% design completion for the version of the process it explains. The exact point, pricing rules, and owner approvals are set by the procurement documents and local law.

How contract structure changes the job

“Construction manager” is not a single legal role. Before judging what a manager is responsible for, identify who holds the construction contract, who carries completion and cost risk, and whether the manager has authority to direct contractors.

Arrangement Who holds the construction contract? Manager’s typical position How price and risk are handled
Owner’s-agent construction management The public owner contracts directly with one or more prime contractors. Advises and represents the owner, coordinates contractors, monitors performance, supports inspection, and administers information and changes. The manager generally does not warrant completion for a single contract price. Each prime contract carries its defined obligations. The owner retains more direct contracting and interface risk unless the agreement assigns otherwise.
Multiple-prime coordination The owner holds several trade or specialty contracts. Coordinates interfaces, work areas, schedules, submittals, access, and shared temporary conditions that a general contractor would otherwise coordinate. Risk is divided among contracts, so gaps and disputes at interfaces require active management.
CM/GC The manager provides preconstruction services first. If the owner accepts the negotiated construction price, the manager becomes the general contractor under the construction-phase contract. Works with the owner and designer during design, develops cost and schedule information, identifies risks, then assumes the general contractor’s construction obligations if the second phase proceeds. Price is negotiated after sufficient design development, subject to the procurement terms. The CM/GC then carries the construction responsibilities stated in that contract.

The FHWA Construction Manager/General Contractor Project Delivery page and the FTA procurement guidance explain these distinctions. An owner’s representative can have substantial day-to-day influence without having the legal authority of a general contractor. Conversely, a CM/GC’s authority and liability change when the construction contract is executed.

Questions to ask when comparing delivery models

  • Who signs the construction contract and can issue directions to the builder?
  • Who bears the risk of completing the work for the agreed price?
  • Does the manager participate during design, or arrive only after bidding?
  • How is the construction price established, and what happens if the parties do not agree?
  • Which design and construction decisions remain with the public owner?
  • Who coordinates contractor interfaces, traffic stages, utilities, and community commitments?

What the manager does during construction

Mobilization and readiness

Before major work begins, the manager checks that permits, bonds, insurance, submittal procedures, safety plans, quality plans, traffic-control plans, survey control, utility clearances, and site access are in place. The manager also confirms the baseline schedule, reporting calendar, communication protocols, and escalation path for urgent decisions.

Coordinating contractors and the owner’s scope

On a multi-contractor city project, the manager coordinates work areas, access, temporary utilities, shutdowns, deliveries, inspections, and handoffs. A daily coordination issue might involve a concrete pour competing with a utility shutdown or a traffic switch that cannot occur until a signal cabinet is tested. The manager records the decision, responsible party, due date, and effect on the schedule.

Submittals, requests for information, and design decisions

The manager maintains the workflow for shop drawings, product data, samples, requests for information, and design clarifications. The designer remains responsible for design judgments unless the contract assigns a specific authority elsewhere. The manager’s job is to make sure questions are complete, routed to the right reviewer, answered on time, and incorporated into the project record.

Schedule and cost control

Progress updates compare actual quantities, workforce, procurement status, and completed activities with the approved schedule. The manager analyzes critical-path changes, near-term constraints, float consumption, and recovery options. Cost reports track commitments, approved changes, pending changes, contingency use, payments, and forecast-at-completion. A credible forecast distinguishes known costs from unresolved exposure instead of hiding uncertainty in a single total.

Quality assurance and quality control

Quality control is the contractor’s process for producing compliant work; quality assurance is the owner’s process for verifying that the contract requirements are being met. The manager helps implement inspection and testing plans, witness required tests, track nonconforming work, and confirm corrective action. Responsibility for performing the work and for independent acceptance remains defined by the contract and applicable public standards.

Safety and public protection

The contractor normally controls means and methods and has primary responsibility for its employees’ safety. The construction manager supports the owner by reviewing required safety submittals, coordinating site-wide hazards, documenting observations, and escalating unsafe conditions through the contract’s procedures. Public protection also covers pedestrian routes, barricades, dust, noise, work-zone lighting, emergency access, and protection of adjacent property.

Changes, claims, and records

Unforeseen conditions, design revisions, agency requests, and owner-directed changes must be evaluated for scope, price, time, and responsibility. The manager maintains a change log, obtains supporting quantities and quotations, checks entitlement under the contract, and routes recommendations for approval. Contemporaneous records—daily reports, photographs, schedules, test results, meeting minutes, correspondence, and payment documentation—are essential if a disagreement becomes a claim.

Managing traffic, access, and community effects

City work occurs in a functioning public environment. A manager may coordinate lane closures, transit detours, sidewalk and bicycle access, business deliveries, school routes, emergency response, night-work restrictions, noise limits, and notifications. The plan must be updated when field conditions or public events change.

The FTA case study Tri-Met’s Construction Manager/General Contractor Approach describes Portland Tri-Met’s Interstate MAX light-rail line as a $350 million project and reports approximately $110 million of a $235 million construction program under CM/GC contracts. The case says the agency could adjust construction activity to avoid or minimize work in business districts during critical periods. Those figures and results are historical, project-specific examples—not current industry averages or a guarantee for every CM/GC project.

Community coordination is practical risk management. A missed access commitment can stop work, trigger a complaint or permit issue, or damage public trust. The manager therefore tracks commitments alongside technical actions, assigns owners, and verifies that promised access and mitigation measures are actually delivered.

The controls that keep a project on track

A useful management system gives the owner one consistent record of what is authorized, what is changing, and what needs a decision. Core controls commonly include:

  • Scope: the approved requirements, limits, interfaces, exclusions, and acceptance criteria.
  • Schedule: the baseline, critical path, milestones, constraints, updates, and recovery actions.
  • Cost: budget, commitments, payments, approved and pending changes, contingency, and forecast.
  • Risk: probability, consequence, response owner, trigger, and residual exposure.
  • Quality: submittals, inspection and testing, nonconformance, corrective action, and acceptance records.
  • Safety and public protection: contractor programs, work-zone controls, incident escalation, and public access.
  • Contract administration: notices, correspondence, change orders, payment reviews, claims, and closeout obligations.

FHWA’s Construction Program Management and Inspection Guide and its project-management-plan guidance describe the need for documented controls. The manager operates those systems, but approvals and legal authority remain with the parties designated in the contract.

How a city should judge performance

Finishing on the target date and within the budget is important, but it is not the whole test. FTA’s key factors of successful project implementation and FHWA construction-quality guidance point to broader outcomes:

  • The completed asset performs its intended function and can be operated and maintained.
  • Work is delivered safely for workers, travelers, residents, and nearby businesses.
  • Materials and workmanship meet specifications and support long-term durability.
  • The owner receives reliable records, testing results, warranties, training, and closeout documents.
  • Changes and payments are supported by evidence and provide financial value.
  • Traffic, access, utility, and community commitments are managed rather than treated as afterthoughts.

These outcomes are shared by the owner, designers, contractors, inspectors, utilities, and agencies. The construction manager’s contribution is an integrated system for making responsibilities visible, decisions timely, and problems measurable.

A practical day-to-day picture

On a typical active workday, the manager may review the contractor’s look-ahead schedule, walk the site with inspectors, confirm a traffic-control setup, resolve a utility conflict, route an RFI to the designer, check a test result, update the risk and change logs, and brief the owner on a decision that affects cost or access. Some days are dominated by field coordination; others by payment reviews, schedule analysis, procurement, or public-agency meetings.

The common thread is not a single task but disciplined follow-through: identify an issue, assign responsibility, set a due date, document the decision, verify the result, and update the forecast. On a city project, that loop must work across technical, contractual, operational, and community boundaries.

What the title does not tell you

A construction manager is not automatically the designer, inspector of record, safety director, permitting authority, or general contractor. Those functions may be separate people or firms. The contract should state who can approve submittals, direct a change, stop unsafe work, accept completed work, certify payment, and bind the owner.

Likewise, a manager’s presence does not eliminate uncertainty. Unknown conditions, market changes, weather, utility conflicts, and public decisions can still affect the outcome. The manager’s value is in exposing those risks early, coordinating the parties that can act on them, and giving the owner a defensible basis for decisions.
