Construction near the coast is a materials-and-maintenance problem, not a simple search for a “best” product. Salt spray, humid air, wind-driven rain, flooding, waves and debris can attack metals, wood, concrete, masonry and their connections in different ways. A component that is out of direct view may still collect salt and remain damp. The durable approach is to match every material and detail to its exact location and exposure, install it without compromising its protection, and maintain accessible connections over the building’s life.

Why coastal exposure changes the building decision

Coastal air carries chloride salts that settle on exposed surfaces. When a surface stays wet, those salts support the electrochemical reactions that corrode metal. Breaking waves and onshore winds increase salt deposition, while temperature, humidity, elevation, local pollutants and the degree of sheltering change how long surfaces remain damp. A covered porch, wall cavity or partially enclosed connection can therefore be a corrosion environment even when it is not visibly facing the ocean. FEMA describes these interacting conditions in Technical Bulletin 8: Corrosion Protection of Metal Connectors in Coastal Areas.

Flood exposure creates a separate set of requirements. Components below the design flood level may contact seawater, moving water and debris; components above that level may mainly face salt-laden air and wind-driven moisture. The FEMA Coastal Construction Manual, Volume II treats material selection, flood elevation, wind, waves and debris as related but distinct design questions. A material that performs well in airborne salt may still be unsuitable where floodwater repeatedly wets it or where debris can strike it.

Distance from the shoreline is useful context, but it cannot produce a universal service-life promise. FEMA’s bulletin notes that a precise corrosion rate for an individual site may be infeasible to determine. A historical comparison cited in that bulletin found iron samples 80 feet landward corroding 10 times faster than identical samples 800 feet landward in a North Carolina study attributed to LaQue (1975). That location- and material-specific result is not a current corrosion rate or a maintenance timetable for every coast.

Map the exposure before choosing a material

Exposure or location What can happen Questions for the design team
Open, ocean-facing exterior Salt spray, persistent humidity, wind-driven rain and ultraviolet weathering reach surfaces directly. What protection is specified for metal, wood and sealants, and can the surfaces be inspected?
Sheltered or partially enclosed space Salt accumulates while airflow and drying are limited; hidden connections can stay damp. Can water drain and can the connection be reached for inspection and cleaning?
Below the design flood level Seawater or floodwater, waves and floating debris can wet, abrade or impact components. Is the component permitted for the flood zone and detailed for water, debris and uplift forces?
Wind-driven moisture paths Rain can enter joints, penetrations, field cuts and end grain even when the wall face appears sound. Are flashing, water-resistive barriers, joints and penetrations detailed as a continuous drainage system?
Connection between unlike materials Dissimilar metals or treated wood and incompatible hardware can accelerate galvanic or chemical attack. Do the connector, coating, fastener, wood treatment and adjacent metals have documented compatibility?

Record the exposure for each component rather than assigning one label to the whole building. A roof clip, deck ledger fastener, hold-down, window anchor and reinforcing bar may occupy different exposure classes in the same house. FEMA’s material guidance emphasizes location, installation, exposure and maintenance as the factors that determine whether a product remains fit for purpose.

How common coastal materials behave

Wood: versatile, but dependent on moisture control

Wood is common in coastal construction because it is workable and can provide efficient framing. Its risks include moisture-driven decay, weathering, insects, termites and marine organisms, with the actual threat depending on location and wetting. The Coastal Construction Manual and FEMA’s Home Builder’s Guide to Coastal Construction, Fact Sheet 1.7 point to durable species or appropriate preservative treatment, sound drainage and careful detailing rather than a single universally suitable wood.

Design joints so water cannot stand against end grain or at a concealed connection. Provide a water-resistive barrier and flashing where the wall assembly requires them, and keep cladding and framing able to dry. Treat every field cut, drilled hole and notch as a possible break in the original protection: follow the preservative manufacturer’s instructions for resealing or field treatment. Do not assume that a treated piece of wood makes any fastener acceptable; the treatment chemistry and the connector material must be checked together.

Steel and other metal: strong, but ordinary steel corrodes

Steel can carry substantial loads and span distances, yet unprotected ordinary steel is vulnerable when salt deposits and moisture create a conductive surface. Protection is not just a product name. FEMA warns, “Do not blindly specify or accept a product just because it is labeled corrosion-resistant” (FEMA P-499 Fact Sheet 1.7, 2010). The relevant specification identifies the base material, coating system, location, exposure, installation condition and inspection requirements.

Protection can be damaged during fabrication or erection. Saw cuts, drilled holes, field welds, abraded coating and trapped water can become the first points of attack. Require the connector or coating manufacturer’s repair method for those conditions, and make sure drainage prevents a wet pocket from remaining against the steel. Concealed does not mean maintenance-free: if a connection cannot be inspected, its detailing and documentation become even more important.

Connectors and fasteners: small parts with structural consequences

Bolts, screws, straps, clips, anchors and washers often sit at the most exposed interfaces in a coastal building. Stainless steel and hot-dip-galvanized steel are options FEMA identifies for appropriate locations, but neither label alone establishes suitability. Select the exact alloy or coating, dimensions, load rating and installation method for the connection, then verify that the product is allowed by the current code and the manufacturer.

Compatibility is essential with preservative-treated wood. A connector that performs acceptably in untreated framing may react with a particular treatment or remain too vulnerable in a salt-spray zone. Avoid casually joining metals with high galvanic potential; moisture turns the assembly into an electrochemical cell and can consume the less noble metal. Use the connector manufacturer’s compatibility tables and project engineer’s details rather than substituting a visually similar fastener.

Concrete and masonry: durable assemblies need protected reinforcement

Concrete and masonry can perform well near the coast when the material, reinforcement, cover, joints, drainage and workmanship are properly designed. Cracks, porous or poorly consolidated material, failed joints and water paths allow chlorides to reach embedded steel. Once reinforcing steel corrodes, expansion can crack and spall the surrounding concrete, exposing still more reinforcement.

For locations with higher corrosion potential, FEMA’s fact sheet discusses galvanized or epoxy-coated reinforcing steel as possible measures. The correct reinforcement, cover, concrete specification and detailing are project-specific; confirm them with the engineer and the locally adopted code. Masonry ties, anchors, shelf angles and other embedded or exposed metal parts require the same location-and-compatibility analysis as visible fasteners.

Specify protection as a complete assembly

Write the specification so another person can answer five questions without guessing: what the part is made of, where it is located, what water and salt it will encounter, how it is installed, and how it will be inspected. “Corrosion-resistant” is an incomplete requirement because resistance depends on all five. Include the manufacturer’s installation instructions, permitted field modifications, coating-repair method and dissimilar-metal restrictions in the project documents.

At interfaces, keep compatible materials together and isolate combinations that the manufacturer identifies as galvanically risky. Do not rely on paint to solve an incompatible metal pair or a joint that traps water. A coating can shield a surface only while it remains continuous and correctly bonded; scratches, cut edges, fastener heads and crevices need the specified treatment.

For wood framing, show the drainage plane, flashing, end-grain protection, standoff details and sealant joints on the drawings. For concrete and masonry, show reinforcement protection, joint layout and water-shedding details. For all systems, preserve access to critical connectors or provide a documented method for checking them without destructive work.

Build a maintenance plan that matches the site

Inspect the places that collect salt and water

Begin with exposed and sheltered connections, underside joints, penetrations, field-cut edges, deck hardware, window and door anchors, roof-to-wall ties, balconies and any component near splash or flood levels. Look for rust staining, flaking or blistered coatings, white or green corrosion products, swollen or split wood, cracked concrete, spalled masonry, open joints, blocked drainage and standing water. A concealed connection may need access panels or a specialist inspection method; do not infer its condition from an intact finish nearby.

Clean and repair according to the product instructions

Salt deposits keep surfaces damp, so the cleaning method and frequency should follow the coating, connector and cladding manufacturer’s instructions and the site’s exposure. Do not aggressively abrade a protective coating or apply a repair product that is chemically incompatible. Replace a structurally compromised fastener or connector with the specified equivalent, not a generic substitute. Record what was inspected, what was found, the product used for repair and the date.

Set intervals from conditions, not a universal number

FEMA does not establish one inspection interval that fits every coastal site. A home directly exposed to breaking-wave spray, a sheltered inland bay site and a flood-damaged building have different risks. Set the interval with the engineer, building official, manufacturer and insurer as appropriate, then shorten it after a major storm, flood, impact or visible coating failure. The FEMA National Flood Insurance Technical Bulletins index should be checked for the currently applicable guidance.

A practical material-selection workflow

  1. Define the hazard. Map salt spray, humidity, wind-driven rain, floodwater, waves, debris, temperature and pollutants for each building face and connection.
  2. Classify the component. Identify whether it is structural, enclosure, finish, reinforcement or a replaceable accessory, and note whether it is exposed, sheltered or concealed.
  3. List compatible options. Compare wood species or treatment, metal base and coating, concrete and reinforcement protection, masonry accessories and adjacent materials.
  4. Check installation limits. Confirm permitted cuts, holes, welds, fastener spacing, coating repairs, drainage and clearances in the current manufacturer instructions and code documents.
  5. Design for inspection. Provide access, drainage and replaceability for connectors and other parts likely to corrode or decay.
  6. Document and maintain. Keep product data, treatment records, as-built locations, inspection findings and repair history with the property records.

This workflow reflects the central question in FEMA’s guide: “The real issue is how long will a given material serve its intended purpose at a given home?” (FEMA P-499 Fact Sheet 1.7, 2010). It shifts the decision from a generic ranking of materials to a defensible match between a component and its exposure.

Codes, documents and professional review

The FEMA publications are U.S.-focused guidance, not a project-specific design approval. Flood zones, wind requirements, corrosion provisions, material standards and inspection obligations vary by jurisdiction and by the currently adopted edition of the code. Before construction or replacement, verify the local building and floodplain requirements, the current FEMA/NFIP technical bulletins, the connector and treatment manufacturers’ instructions, and the engineer’s details.

The International Code Council download page identifies FEMA’s Home Builder’s Guide to Coastal Construction as a free digital reference. Use it as background alongside the current, locally enforceable documents; it does not replace a permit review or qualified project advice.

What “best” means for a coastal building

No single material wins every coastal application. The best choice is the one whose corrosion, decay, flood and impact resistance fit its location; whose treatment and adjacent materials are compatible; whose installation preserves the protection; and whose condition can be inspected and repaired. Treat coastal durability as a design life-cycle: exposure mapping first, complete assembly specifications second, careful installation third, and condition-based maintenance throughout the building’s service.
