For an Indian registered construction business, keep the usual GST books and source documents, plus a separate, traceable account for every works contract. That project account should connect the client and contract receipts to goods and services received and used, suppliers, invoices, movement records, and payments. The precise obligations depend on registration status, the parties, contract structure, goods movement, and current law; this is a general checklist, not individualized tax advice.
What documents should I keep for GST on a construction contract?
Use a project file and ledger that let you trace each amount and item from its source document to the contract, site, books, and relevant return. The law specifies records and account content, but does not require a particular spreadsheet, software product, or paper-file format.

Core GST books and reconciliations
Under section 35 of the Central Goods and Services Tax Act, 2017 (CGST Act), a registered person must keep true and correct accounts of inward and outward supplies, stock, input tax credit (ITC) availed, output tax payable and paid, and other prescribed particulars. Accounts are generally maintained at the principal place of business, with records for each registered place kept there. The Act and Rules allow electronic recordkeeping.
Maintain registers and supporting evidence so that you can reconcile:

- Sales and purchase entries to tax invoices, credit and debit notes, and GST returns.
- Opening stock, receipts, transfers between sites, material consumption, scrap or wastage, losses, and closing stock.
- ITC claimed to its eligible source documents and evidence that the goods or services were received and used.
- Output tax collected and paid to invoices, advances, adjustments, and returns.
These reconciliations help distinguish what the books report from the underlying transaction trail. For example, stock records should account for material received at a site, transferred elsewhere, consumed, returned, or otherwise disposed of; a purchase entry alone does not explain where the goods went. Similarly, link output-tax figures to the invoices, advances, adjustments, and returns that support them.
Separate account for each works contract
CGST Rule 56(14) specifically requires a person executing a works contract to keep separate accounts for each contract. Those accounts must show:
- The names and addresses of the persons on whose behalf each contract is executed.
- The description, value, and, where applicable, quantity of goods or services received for the contract.
- The description, value, and, where applicable, quantity of goods or services used in executing it.
- Payments received in respect of each contract.
- The names and addresses of suppliers from whom goods or services were received.
Give each contract a project identifier and carry it through supplier invoices, site receipts, material issues, subcontractor and service costs, progress bills, customer receipts, adjustments, and completion records. That identifier makes it possible to distinguish what was bought for a job from what was actually received and consumed on that job.

Keep the names and addresses of suppliers, not just an internal supplier code.
Invoices, notes, vouchers, and ITC evidence
Rule 56 identifies records such as invoices, bills of supply, delivery challans, credit and debit notes, receipt vouchers, payment vouchers, and refund vouchers. Keep issued and received documents, including records relevant to imports, exports, and reverse-charge supplies where applicable, and link them to the contract and corresponding ledger entry.

GST tax invoices must include the particulars prescribed by Rule 46, including supplier identity and GSTIN, serial number and date, recipient details where applicable, description, value, taxable value, and tax particulars. Keep the issued invoice copy and evidence of corrections, credit notes, debit notes, and payment. Match customer progress claims and supplier bills to the contract, work certification, and payment trail.
Rule 36 lists documentary bases for ITC, including a supplier tax invoice, a qualifying debit note, a bill of entry for import IGST, and applicable Input Service Distributor documents. Keep these documents with evidence of receipt and project use. Possessing an invoice by itself does not establish ITC eligibility in every case: the applicable statutory conditions and transaction facts also matter.

When checking an ITC entry, preserve the connection between its source document, receipt of the relevant goods or services, and use on the project. If an item is recorded in the books but there is no supporting evidence of receipt or project use, the file may not establish the full transaction trail. Keep the relevant documents together rather than relying on an invoice in isolation.
What movement records should I keep for construction materials?
Keep the invoice or delivery challan applicable to the movement together with dispatch, transporter, site-receipt, and stock records. This creates a trail from the goods leaving a supplier or one site to their receipt and eventual use or disposition.
Where goods move without an invoice in circumstances permitted by the rules, CGST Rule 55 provides for a delivery challan and says the movement must be declared as specified in Rule 138. Before dispatch, check whether an e-way bill is required for the particular movement, taking account of its value, route, and current exemptions. Requirements are shipment-specific; do not assume that every movement has the same document requirement or apply a universal threshold without checking current rules and notifications.

The practical check is to identify the particular movement and its circumstances before goods leave, then retain the applicable invoice or challan with dispatch and receipt records. No complete current e-way-bill threshold and exemption matrix is provided here, so confirm current requirements for each shipment rather than relying on a single threshold or assuming a challan replaces every other required document.

CGST Act section 36 sets the ordinary retention period at 72 months from the due date for furnishing the annual return for the financial year concerned. Calculate the end date from the relevant annual-return due date, accounting for any applicable extension—not simply as six years from the transaction date.
If an appeal, revision, other proceeding, or investigation concerns the records, retain them until one year after final disposal or until the ordinary retention period expires, whichever is later. Do not destroy records relevant to an open matter.
Rule 56 permits electronic records authenticated by digital signature and addresses where manually and digitally maintained records are kept and made available. For practical access, keep files readable, searchable, backed up, and retrievable together with their associated invoices and audit trail. A digital archive is useful only if the records can still be found and connected to the ledger entries they support.
What additional tax and project records are useful?
Income-tax TDS records, when applicable
Income-tax Act section 194C covers specified payments to resident contractors and subcontractors. Whether it applies, and how it applies, depends on the payer, payee, and contract facts. When TDS applies, a prudent file includes the signed contract and amendments, invoices and bills, payment ledger and proofs, TDS computations, deposit evidence, and applicable returns and certificates.

- ONE ORGANIZER, FOUR USES: Use it as a 12x12 file organizer for scrapbook paper, a legal paper organizer for contracts, or a blueprint cabinet for architectural drawings - flexible enough to adapt as your storage needs change

The Income Tax Department’s section 194C page notes that for specified work, where the material value is separately mentioned in the invoice, TDS is on the invoice value excluding that material value. This treatment should not be generalized to every construction invoice or to GST; establish that the particular payment and invoice meet the relevant conditions.
Project-management evidence
Keep project records that establish what was agreed, delivered, measured, and paid. Useful documents include:
- Signed contracts, work orders, and approved variations.
- Measurement books, site instructions, and progress certifications.
- Subcontractor records and goods-receipt notes.
- Completion or acceptance certificates, claims, and relevant correspondence.
These are prudent evidence for administering and substantiating a project file; they are not all part of one universal statutory GST checklist. Construction-contract revenue and cost are also accounting matters addressed in the Income Computation and Disclosure Standards, which supports maintaining careful project-cost and contract-revenue records.
How to organize a construction contract compliance file
- Assign a contract and site identifier. Use it consistently in the project ledger, supplier records, material records, progress bills, customer receipts, and supporting documents.
- Record each transaction at source. File the invoice, bill, note, voucher, or challan and enter its supplier or customer, GSTIN where relevant, description, value, tax details, date, and contract reference.
- Record receipt and use separately. Connect goods and services received for the job to site-receipt evidence, then record issues, consumption, transfers, returns, wastage, or other disposition.
- Link the commercial and payment trail. Match progress claims and supplier bills to the contract, work measurement or certification where relevant, payment evidence, and any adjustments.
- Reconcile to the GST books and returns. Check sales, purchases, stock, ITC, output tax, and payments against the supporting documents and filed returns.
- Apply the retention clock and preserve access. Track the applicable annual-return due date and any proceeding or investigation that affects the records; maintain retrievable electronic or physical copies.
Whether you use paper, a spreadsheet, or an accounting system, test it against the same practical question: can you retrieve the contract and site, supplier or customer, goods or services received and consumed, invoice and ITC or return entry, movement and receipt evidence, payment and applicable TDS, and retention information for a given transaction? Compare tools by whether they can provide those links and support retrieval—not by format alone. The legal requirement is to maintain the prescribed records, not to buy a particular product.

Frequently Asked Questions
What records should a works contractor maintain separately for each contract?
CGST Rule 56(14) requires a separate account showing the client’s name and address; descriptions, values, and, where applicable, quantities of goods or services received and used; payments received for the contract; and the names and addresses of suppliers. A project identifier helps link those details to the source documents and books.

Is an invoice enough to claim ITC on construction inputs?
Not necessarily. Rule 36 lists documentary bases such as a supplier tax invoice, qualifying debit note, bill of entry for import IGST, and applicable Input Service Distributor documents. Preserve evidence of receipt and project use as well; ITC eligibility also depends on the applicable statutory conditions and transaction facts.
Do I need an e-way bill for every construction-material movement?
Do not assume that every movement has the same document requirement. Rule 55 provides for a delivery challan in specified circumstances when goods move without an invoice, and movement must be declared as specified in Rule 138. Check current e-way-bill rules and exemptions for the actual shipment, including its value and route.
When does the 72-month GST record-retention period start?
It runs from the due date for furnishing the annual return for the relevant financial year, not from the transaction date. If an appeal, revision, other proceeding, or investigation concerns the records, retain them until one year after final disposal or the ordinary period expires, whichever is later.

Are contracts, measurement books, and completion certificates mandatory GST records?
They are useful project-management evidence of what was agreed, measured, delivered, and paid, but they are not all identified here as one universal statutory GST checklist. Keep them as appropriate to support and administer the project file.
Does section 194C TDS apply in the same way to every construction contract?
No. Its application depends on the payer, payee, and contract facts. If it applies, keep the contract and amendments, invoices, payment evidence, computations, deposit evidence, and applicable returns and certificates. A separately stated material-value treatment described for specified work should not be generalized to every invoice or to GST.
The Bottom Line
For GST compliance in India, maintain the ordinary books and a distinct, traceable account for each works contract. Link client receipts, suppliers, goods and services received and used, source documents, movement records, ITC support, and payments. Retain records for the statutory period—72 months from the relevant annual-return due date, or longer when proceedings or an investigation require it—and treat TDS and project-management documents according to the facts of the job.
