What Documents Should a Housing Society Keep for Structural, Fire and Lift Safety Audits?

A housing society should keep three coordinated safety files: one for the building’s handover and structural history, one for fire approvals and system checks, and one for lift licensing, inspection and maintenance. Preserve earlier versions, dated evidence, repair records and proof that audit recommendations were addressed—not just the latest certificate. Exact requirements depend on the state and local authority, the building’s approvals and height, and the systems installed. The checklist below is grounded in Maharashtra authority material and should be checked against the rules and approvals that apply to your building.

1. Building handover and structural safety records

Keep a permanent core file of the building’s approvals, construction information, structural assessments and repairs. MMRDA’s building-permission handbook identifies handover documents for the prospective society or end user and calls for preserving later structural audit reports and repair history. It is official building-permission guidance, not proof of one retention schedule for every society or municipality.

Approvals and construction records

  • Society formation or registration records and the ownership, purchase, conveyance or handover papers available to the society.
  • Commencement certificate, sanctioned building plans and approved amendments, occupancy certificate and building completion certificate.
  • Soil investigation report and as-built RCC or other structural drawings.
  • Supervision and building-completion certificates, where issued, and the structural stability certificate from the qualified or licensed structural professional who issued it.

Audits, defects and completed repairs

  • Every subsequent structural audit report, with its inspection date, observations, photographs or test results supplied by the engineer, risk classification and recommendations.
  • The issuing engineer’s credentials and details sufficient to identify the professional responsible for the report.
  • For each reported defect or recommended repair: the committee resolution, defined work scope, engineer or contractor details, work order, invoices and completion records.
  • Any follow-up inspection or closure record issued after the work.

Keep reports in date order and link each repair file to the audit finding it addresses. This makes it possible to follow a defect from observation through decision and work to any recorded follow-up.

2. Fire approvals, audit and equipment records

Keep a chronological fire-safety file covering the building’s approvals, approved plans, required inspections and the status of corrective work. The Maharashtra Fire & Emergency Services approval guidance and municipal checklists illustrate the kinds of documents authorities may request, but their forms and applicability are jurisdiction- and circumstance-specific.

Approvals and plans

  • Provisional and final fire NOCs or approvals, including approval conditions and evidence that conditions were closed.
  • Approved fire-safety plans and revised or as-built plans. The plans should show the relevant exits, escape routes, fire lifts where applicable, fire ducts, firefighting water storage, extinguishers, hydrants, sprinklers, alarms and other installed systems.
  • The occupancy certificate and approved or revised drawings requested for the building’s fire approval file.

Maharashtra Fire & Emergency Services’ approval information requests fire-protection drawings for an existing building. For an existing building with an occupancy certificate, it identifies the planning authority’s fire approval and occupancy certificate, together with approved drawings. Keep the documents that apply to your building and approval rather than treating this as a uniform national checklist.

Inspections, certificates and system evidence

  • Current fire-system inspection, testing and maintenance reports, including the agency’s authorization details and the dates and outcomes of tests.
  • Applicable Form A and Form B certificates issued by an authorized or licensed agency. Keep the certificate itself and its stated scope; which form applies depends on local rules and the building’s circumstances.
  • Fire audit or compliance report, schematic drawings, and dated inspection or testing photographs or videos where the authority’s process requires them.
  • A corrective-action log showing how each audit recommendation or reported defect was addressed, with associated work orders and completion evidence.
  • Electrical audit or test certificate where required by the fire authority or applicable rules.
  • Inspection or validity documents for extinguishers if they are among the stipulated safety measures.

For context, the MBMC final NOC checklist names a structural stability certificate, completion certificate, lift license and fire-fighting system installation certificate in Form A; its renewal checklist asks for Form B. BMC’s cited premises checklist also identifies plans showing entrances, stairs, lifts and fire lifts, an electrical audit test certificate, and applicable Form A or Form B certificates. Its stated last update is 18 January 2023. These are municipal examples for their stated approval or premises contexts, not rules that automatically apply to every housing society.

Check building-specific fire-auditor requirements

A Mumbai Fire & Life Safety Auditor process published by MCGM on 25 August 2021 lists a fire-safety compliance certificate and schematic drawing, testing of active safety measures, dated inspection or testing photographs or videos, applicable fire-safety requirements, an electrical audit test certificate from an Electrical Inspector or government-approved contractor, and a Form A certificate from an authorized licensed agency for covered fire systems. That process also specifies a PWD fire-lift certificate for buildings over 24 metres. Treat the threshold as part of that particular MCGM process, not a universal height rule, and verify that the process remains applicable to the building and its current approvals.

3. Lift and fire-lift records

Keep the lift file for the specific building and retain documents actually issued by the competent authority or service provider. At minimum, it should contain:

  • The lift license or permission issued by the competent authority.
  • Inspection or renewal certificates issued for the building, with their dates and any printed expiry or next-due date.
  • Lift service and maintenance records.
  • The approved plan showing lift locations.
  • For a building with a fire lift, or where the fire authority requires one, the fire-lift certificate and the related fire approval or audit documents.

The MBMC fire NOC checklist includes a PWD lift license among final NOC documents. The MCGM auditor process described above calls for a PWD fire-lift certificate for buildings over 24 metres. These examples do not establish one inspection register, maintenance record, renewal cycle or retention period for every building. Confirm the requirements with the state lift authority, municipal fire authority and the approvals and rules applicable to your property.

4. How to organize the records and follow up

Use an index that makes each record traceable

Maintain a dated index with a row for each document and fields for:

  • Document name and issuing authority or professional.
  • Building, area or system covered.
  • Issue or inspection date, plus expiry or next-due date if printed.
  • Approval or file number and the location of the original.
  • Required follow-up and its current status.

Keep signed originals or verifiable digital copies together with approved plan revisions, photographs, invoices and committee decisions. Store a second copy with access controlled by the society.

Track findings through to closure

When an audit identifies a defect or recommendation, record the committee’s decision, assigned work, completion evidence and any follow-up inspection. A certificate records a particular approval or inspection; by itself, it does not establish that a later defect has been repaired.

Do not assume a universal retention period

The Maharashtra authority material described here identifies records and some submissions but does not establish a general retention duration for the complete safety file. Do not invent a number of years: follow applicable local legal and authority requirements and the society’s records policy. Preserve core structural and approval history through changes in ownership or society management. The Maharashtra Fire & Emergency Services index lists the Maharashtra Fire Prevention & Life Safety Measures Act, 2006, the 2023 Rules and an English amended Rules entry dated 22 June 2025; check the latest applicable rules, local authority circulars and building-specific NOC before acting.

5. Validate the checklist for your building

The cited material comes from Maharashtra state and municipal authorities, including MMRDA, Maharashtra Fire & Emergency Services, MBMC, MCGM and BMC. It is not a complete pan-India legal opinion. Before adopting a final checklist, compare the document or proposal against the details that determine whether it applies:

  • Which authority issued it, and does that authority have jurisdiction over this building?
  • Is it an approval, installation certificate, audit or test report, or maintenance record?
  • Does it apply to the building’s height, occupancy, installed systems and current approvals?
  • Are the professional or agency credentials appropriate for the work and jurisdiction?
  • Which areas and systems were covered, and what inspection date and validity or next-due date are stated?
  • Were deviations, defects or recommendations recorded, and is there evidence that required actions were completed?

Comparing documents by title alone can obscure differences in scope, applicability or status. Confirm uncertain requirements with the competent local authority and the professionals responsible for the building’s audits.
