There is no universally binding definition of a construction megaproject. A frequently used international shorthand is a project costing more than US$1 billion, but that figure is unofficial and does not apply in every country or context. In the UK, a current government framework describes megaprojects as strategically important, typically longer than 10 years, usually above £10 billion in estimated whole-life cost, and difficult to divide into smaller projects.
What makes a construction project a megaproject?
“Megaproject” is a category used in research, government policy and project management—not a universal legal or technical class. The term signals a combination of scale and complexity. Cost matters, but so can duration, strategic impact, technical uncertainty, the number of organisations involved and whether the work can be broken into smaller, independently useful projects.

The UK National Audit Office puts the definitional problem plainly: “While there is no official definition of a ‘mega-project’, they often share characteristics, such as spanning Parliaments, involving multiple government departments and stakeholders – meaning they can be complex and challenging.” The NAO’s statement on government megaproject governance describes recurring traits rather than setting a universal threshold.
Does a megaproject have to cost more than US$1 billion?
No. A project cost above US$1 billion is a commonly cited shorthand, not a globally binding rule. The Inter-American Development Bank characterises it as an unofficial international definition and notes that countries take different approaches. Its report on megaprojects and risk is useful context, but the threshold should not be presented as a universal test.

When a source uses a cost threshold, identify what the figure covers. “Construction cost,” “total project cost” and “whole-life cost” are not interchangeable. A meaningful comparison also needs the currency, price year and geography, as well as the body applying the definition. Without those details, two projects with apparently similar totals may not be comparable.
How does the UK government classify megaprojects?
A 2026 HM Treasury study sets out a more operational UK government test. It describes projects that are strategically important and transformative, often in defence, transport or energy; may cross departmental boundaries; typically take longer than 10 years and span multiple parliaments; and generally have an estimated whole-life cost above £10 billion. The framework also considers whether work can be scaled down or divided into smaller projects. It excludes projects taking more than 50 years to deliver, treating those as business as usual rather than megaprojects under this classification. See the HM Treasury megaprojects study.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
This is an administrative classification for the UK government, not a construction standard for every country. The £10 billion figure is a typical threshold within that framework, not a rule that every project must meet. The framework’s strategic and delivery characteristics matter alongside cost.
UK government examples
The UK initially designated Sizewell C, HS2 and Dreadnought as megaprojects. The Treasury study also identifies HS2, Sizewell C and the Ministry of Defence nuclear programme as examples. NISTA’s 2026 Government Major Projects Portfolio material describes the initial designations. Individual project estimates and status can change, so consult current official project reporting before quoting detailed figures.

What do UK major-project portfolio figures tell us?
Portfolio totals show the scale of government oversight, but they are not a definition of megaprojects and should not be read as a like-for-like cost series. The figures below cover different reporting periods and measures.
| Reporting period | Portfolio count | Total whole-life cost | Source |
|---|---|---|---|
| 2023–24 | 227 projects | £834 billion | HM Treasury, 2025 terms of reference |
| 2025–26 | 189 projects | £924.2 billion | NISTA, 2026 |
The totals refer to the whole-life cost of the projects in each portfolio, not construction-only spending. Because the periods and reporting measures differ, the figures do not establish that the portfolio’s costs rose or fell on a comparable basis. Nor does inclusion in a major-project portfolio by itself mean a project meets the UK megaproject classification.

How to assess a borderline project
For a project that sits near a proposed threshold, use a checklist rather than relying on one headline cost. These questions capture recurring features in the UK framework and the NAO’s description; the weighting is not universal.
Recommended Free Tools
- Clarify the cost: Is the estimate for construction, the total project or the whole life of the asset or programme? Record its currency, price year and geography.
- Check the duration: Does delivery extend beyond 10 years or span multiple election cycles or parliaments?
- Assess strategic impact: Is the project intended to transform or materially affect the economy, society, infrastructure or national security?
- Consider delivery uncertainty: Does it involve technical novelty, substantial risk or significant uncertainty?
- Map the participants: How many departments, public bodies, private partners and affected stakeholders must coordinate?
- Test divisibility: Could the work be separated into smaller projects that would still deliver useful outcomes independently?
A project need not score identically on every characteristic to be called a megaproject in a particular policy or research context. State which definition you are applying and why. That makes the classification clear without implying that a local or administrative label is universal.

Why cost figures need careful qualification
Megaproject estimates can change as scope, schedules and assumptions change. A cost is only interpretable when its price basis and estimate date are clear; whole-life cost should not be casually compared with a construction-only estimate. The 2026 Treasury study notes a correction to historic HS2 estimates, illustrating why historic figures should be tied to their price-year and estimate context rather than repeated as current totals.
For construction reporting, distinguish at least three things: the threshold used to classify the project, the estimate being quoted, and the estimate’s scope. For example, a project may meet a government’s whole-life-cost test even when its construction cost is lower. A source’s designation should not be turned into a broader claim about every project of similar size elsewhere.
How to describe a megaproject accurately
A precise description names the authority or study using the term, specifies the cost basis and currency, and identifies the relevant geography. If the classification depends on duration or strategic purpose as well as cost, say so. Avoid writing that all construction megaprojects must exceed US$1 billion or £10 billion: neither threshold is a universal rule.
