What Buyers Should Check in a Condominium Building’s Maintenance and Inspection Records

Before buying a condominium, request the current reserve-fund study or plan, recent board and owner meeting minutes, the current budget and financial statements, available engineering or building-condition reports, and records showing whether significant repairs were actually completed. Read the documents as one file: compare forecast work with contributions, assessments, contracts, invoices and repeated concerns in the minutes. Ask the corporation, seller or authorized representative to explain missing records. Because document-access rights, disclosure packages and inspection duties depend on location, have a condominium-experienced lawyer review the package when a gap or material concern could affect your offer.

Start with a complete records request

Ask for records covering both the unit and the condominium corporation’s common elements. A unit inspection cannot tell you whether the roof, façade, elevators, garage membrane, plumbing risers or other shared systems are nearing major expenditure. Conversely, a corporation file may not reveal defects inside the particular unit. You need both perspectives.

Record What to verify Why it matters
Reserve-fund study, reserve plan or local equivalent Date, scope, components included, remaining useful life, projected timing and cost, assumptions, and funding contributions Shows how the corporation expects to pay for major replacements and whether the plan matches current finances
Board and owner meeting minutes Read the latest minutes in sequence; mark recurring leaks, structural or envelope issues, failures, consultant reports, deferred work, bids, approvals, borrowing and special assessments Minutes often show problems and decisions before they appear in a sales summary
Engineering, inspection and building-condition reports Author, qualifications, inspection date, scope, inaccessible areas, findings, urgency and documented follow-up Defines what was actually examined; a limited visual inspection is not a guarantee about concealed components
Maintenance and project records Service logs, work orders, contracts, invoices, permits or approvals where applicable, warranties and completion sign-offs Provides evidence that recommended work occurred and helps establish maintenance quality
Budget, financial statements and disclosures Current budget, recent statements and audit, reserve balance and contributions, fee changes, assessments, insurance and litigation Reveals the corporation’s ability and obligations to fund upcoming work

Not every jurisdiction requires a corporation to retain or deliver every item in this table to a prospective buyer. Treat maintenance logs, invoices and sign-offs as prudent requests, then confirm what you can legally obtain and by what deadline.

Read the reserve plan as a forecast, not a guarantee

A reserve study is a planning and funding tool. It estimates when major components may need repair or replacement and how contributions should be scheduled; it does not certify that the building is sound or that the reserve will cover every future event.

Check the study’s assumptions

  • Confirm the inspection date and whether the study covers all major common components, such as roofs, balconies, façades, windows, elevators, boilers, pumps, parking structures, fire systems and underground services.
  • Note each component’s stated condition, remaining useful life, projected work date and estimated cost.
  • Look for assumptions about inflation, interest, construction escalation, service life and the timing of projects. Costs prepared several years ago may not reflect current bids.
  • Compare the recommended annual contribution with the corporation’s adopted budget and actual deposits.

Test the funding against the work schedule

Match the reserve balance and contribution history with projects due in the next several years. If a major replacement is approaching while funding is below the plan, ask whether the corporation expects a fee increase, borrowing or a special assessment. The Canada Mortgage and Housing Corporation (CMHC) cautions that underfunding when major repairs are needed can lead to a substantial fee increase or lump-sum payment. That is a risk pathway, not a prediction about a particular building.

Check whether projects listed as completed in the reserve plan also appear in minutes, contracts, invoices and completion documentation. A lower reserve balance is not automatically a defect if a planned project was recently paid for; a high balance is not proof of adequate funding if expensive work is imminent or the plan excludes important components.

Use meeting minutes to find recurring problems

Read the most recent available board and owner minutes in chronological order rather than selecting only the latest meeting. CMHC identifies condominium minutes as an investigative tool because they record concerns, decisions and follow-up over time.

Mark issues that repeat

  • Water penetration, roof or balcony leaks, mould reports, façade deterioration or other envelope concerns
  • Structural movement, cracking or garage and parking-deck problems
  • Elevator, heating, cooling, plumbing, electrical, fire-safety or security failures
  • Consultant reports, failed inspections, deferred maintenance and requests for additional investigation
  • Special assessments, proposed borrowing, insurance claims or litigation connected with building work

A single complaint may be routine; the same issue appearing across several meetings without a documented decision deserves an explanation. When minutes refer to a consultant’s report, tender, repair or “completion,” request the underlying report and close-out evidence. Minutes are leads, not proof that a building is unsafe or that management was negligent.

Evaluate inspection and engineering reports by scope

For every report, identify who prepared it, their professional qualifications, the inspection date, the areas examined and the areas excluded or inaccessible. Record each finding, recommended next step, urgency and any requirement for destructive testing, monitoring or reinspection.

Distinguish the unit inspection from the building assessment

A qualified home inspector can evaluate a unit interior and typical low-rise exterior elements. A larger apartment building may require a specialized architect or engineer who regularly performs condition assessments, as CMHC explains. These assignments answer different questions: the unit inspection addresses the apartment and immediately observable elements, while a corporation-wide assessment addresses shared systems and structure.

Follow recommendations to closure

For each material recommendation, look for an approved scope of work, contractor selection, permit or approval where applicable, invoice, warranty and completion sign-off. If the report called for further investigation, do not treat a later general statement that the matter is “resolved” as equivalent to the recommended testing. Ask whether inaccessible areas remain unexamined and whether conditions could have changed since the report date.

Do not convert a visual report into a promise about concealed components. If a finding could affect safety, habitability, financing or future cost, ask a qualified professional to explain its significance and whether you need a new inspection before waiving conditions.

Verify maintenance and completed-project records

Request maintenance logs and service records for major equipment, along with work orders, contracts, invoices, permits or approvals where applicable, warranties and completion sign-offs for significant projects. Compare the dates and descriptions with the reserve plan, minutes and engineering recommendations.

Look for a coherent project trail

  1. Locate the original deficiency or planned replacement in a report, reserve plan or meeting minute.
  2. Find the decision authorizing investigation, design, bidding, borrowing or an assessment.
  3. Match the approved scope and budget to the contract, invoice and payment record.
  4. Confirm completion through a sign-off, engineer’s letter, permit closure, warranty or later inspection, as appropriate to the work.
  5. Check whether the reserve plan and current budget were updated after the project.

Missing paperwork is a question, not automatic evidence of poor work. Ask who holds the record, whether it is confidential, whether it can be inspected rather than copied, and why a referenced document is unavailable.

Review the current financial and disclosure package

Read the current-year budget with recent financial statements and the auditor’s report, not the reserve balance alone. Identify regular common expenses, recent or proposed increases, reserve contributions, special assessments, insurance coverage and deductibles, outstanding arrears, borrowing and litigation.

For an Ontario resale unit, the Condominium Authority of Ontario says a status certificate includes governing documents, the budget, the last annual audited statements and auditor’s report, reserve-fund information, common expenses and arrears, fee increases and their reasons, special assessments, an insurance certificate and litigation information. Have a lawyer review the certificate and its date. Included or omitted information can bind the corporation in circumstances described by the authority, but a status certificate should not be treated as a cure for every missing technical or maintenance record.

Investigate gaps and inconsistencies systematically

Create a simple issue log with the document, date, component, stated condition, promised action, money assigned and evidence of completion. Then follow up on:

  • A report mentioned in minutes but absent from the package
  • The same deficiency recorded over multiple meetings without a final decision or completion evidence
  • A project described as complete without an invoice, sign-off, permit closure or later inspection
  • A fee increase, assessment or borrowing that appears in one document but not the budget or financial statements
  • Reserve-plan work that is approaching while contributions or the current balance do not support the schedule
  • Different dates, costs or descriptions for what appears to be the same project

Ask the corporation, seller or authorized representative for a written explanation and the missing record. Keep the response with the transaction file. These inconsistencies prompt due diligence; they do not, by themselves, prove a defect, unsafe condition or mismanagement.

Know which rules apply where you are buying

Records access, resale disclosures and inspection duties are local. Use the examples below as illustrations, not as a universal checklist.

Ontario

The Condominium Authority of Ontario says current owners, purchasers and mortgagees may request access to or copies of corporation records. Its core-record list includes the last 12 months of meeting minutes, governing documents, an approved reserve plan, the current budget, most recent approved financial statements, information certificates and the most recent auditor’s report. The authority describes request procedures and timeframes; verify the current rule and your eligibility for each record before relying on it.

Manitoba

The Province of Manitoba’s buyer information page describes a disclosure package for an existing unit that includes corporation budgets, the latest financial statements and any auditor’s report, and any reserve-fund study or update, along with other required documents and a cooling-off period. Those provisions are Manitoba-specific and should not be imported into another province or state.

California

California’s 2023 official code excerpts illustrate statutory inspection requirements rather than a general rule for all buildings. Qualifying associations must conduct a visual inspection of accessible major reserve components at least once every three years as part of reserve planning. Condominium associations must arrange an inspection of specified exterior elevated elements at least once every nine years by a licensed structural engineer or architect. Confirm whether the cited provisions apply to the property and the current law before using an interval in your decision.

When to hire a lawyer, architect or engineer

A condominium-knowledgeable real-estate lawyer can explain the governing documents, transaction agreement, status certificate or disclosure package, and legal actions involving the corporation. In jurisdictions that allow it, an offer may be conditioned on satisfactory review of condominium documents and financial statements by a document-review specialist.

For a large building, a serious structural or envelope concern, or a report with inaccessible areas and major recommended work, consider a qualified architect or engineer who performs building-condition assessments. Confirm the professional’s qualifications, assignment scope, deliverables, timing and local availability. Ask for an opinion on the specific observed condition, not a blanket guarantee of the entire building.

Compare two buildings without oversimplifying

If you are choosing between condominiums, compare the same categories for each property:

Comparison Questions to ask
Technical reports How recent are they, what components and areas do they cover, and what limitations are stated?
Open recommendations How many material items remain open, how urgent are they, and is there a funded action plan?
Follow-through Can minutes, contracts, invoices and sign-offs show that recommended work was completed?
Reserve planning Do assumptions, projected costs and contribution levels support upcoming projects?
Meeting history Are concerns isolated, or do the same leaks, failures or disputes recur?
Financial exposure Are assessments, borrowing, fee increases, insurance claims or litigation disclosed consistently?
Disclosure completeness Does each building provide comparable records, and are explanations for omissions documented?

Do not rank buildings from reserve balance alone, and do not treat one inspection interval as a universal safety score. A recently funded project can explain a low balance; an apparently strong balance can coexist with underestimated costs or excluded components.

A practical review sequence before you waive conditions

  1. Request the full available package and note the date each document was produced.
  2. Read the reserve plan, budget and financial statements together to identify upcoming work and funding capacity.
  3. Read minutes in order and build a timeline of defects, reports, decisions, assessments and claimed completions.
  4. Check every significant recommendation against maintenance and project records.
  5. List missing or inconsistent items and obtain written explanations.
  6. Ask a local condominium lawyer about disclosure rights, status-certificate or cooling-off deadlines and offer conditions.
  7. Have an architect or engineer review material technical concerns before your inspection or document-review condition expires.
  8. Decide whether to proceed, renegotiate, require a condition, or walk away based on documented cost and risk rather than a single reassuring statement.

The goal is not to find a file with no repairs. Every building ages. The goal is to understand which work is expected, what it may cost, how it is funded, whether the corporation follows through, and what remains unknown before you become responsible for the unit and your share of common expenses.
