Advanced reactor developers secure a dependable TRISO fuel supply by treating it as a linked program, not a purchase order. The chain runs from uranium feedstock and, where required, high-assay low-enriched uranium (HALEU), through particle and compact or pebble fabrication, qualification, licensed production, inspection, transport, and a contract that reserves realistic capacity. A conditional government allocation, a facility under construction, or a supplier’s nominal annual capacity is only one piece of that chain.
For U.S. projects, the immediate discipline is to separate three questions: can the required uranium be obtained on the project schedule; is the exact fuel form qualified and licensable for this reactor; and can a licensed facility manufacture, inspect, and deliver the contracted quantity with evidence that regulators and the customer will accept?

How do advanced reactor developers secure TRISO fuel supply?
Begin with a requirements baseline that freezes the fuel attributes your reactor actually needs. Document uranium enrichment range, particle kernel and coating specifications, compact or pebble geometry, batch size, burnup and irradiation objectives, acceptance criteria, traceability, packaging, and delivery windows. Then map each requirement to a feedstock source, a fabrication process, qualification evidence, a license boundary, and a contractual milestone.
This sequence matters because a shortfall at any upstream stage can stop the project. HALEU that arrives late cannot be converted into fuel without an approved process. A capable coating line cannot supply the reactor if its product has not been qualified for the design. A qualified recipe still does not create deliverable fuel when the facility lacks the required license scope, inspection capability, or reserved production time.

Is there enough HALEU for advanced reactors?
There is no public evidence supporting a simple yes-or-no answer for the whole market. DOE says many advanced reactor designs require HALEU because smaller cores, longer operating cycles, and higher efficiency can depend on enrichment above the conventional low-enriched uranium range. DOE also states that domestic suppliers do not currently have HALEU available and warns that supply gaps could delay deployment. The HALEU Availability Program, established in 2020, is intended to address that gap.
DOE’s allocation process is a potential source of material, not proof that fuel has been delivered. In an April 9, 2025 announcement, DOE said 15 companies requested HALEU and that it made conditional commitments to five: TRISO-X, Kairos Power, Radiant, Westinghouse, and TerraPower. DOE said some recipients could receive material as early as that fall and that contracting was the next step. The announcement does not establish that each company received material, completed a contract, or has a continuing commercial supply.
DOE’s live allocation page lists conditional rounds dated April 9, 2025, August 26, 2025, and July 23, 2026, and says allocation is ongoing. A developer should therefore ask for the status of its own allocation or supplier’s allocation, the form and enrichment of the material, the contractual delivery window, title and risk of loss, and what happens if the allocation is reduced or delayed.

What to verify in a HALEU plan
- Material definition: uranium chemical form, enrichment, impurities, and whether conversion or deconversion is still required before fuel fabrication.
- Allocation status: application, conditional selection, executed contract, scheduled delivery, and acceptance of the delivered material are different statuses.
- Quantity and timing: compare first-core and reload needs with shipment lots, minimum order sizes, and the reactor’s commissioning schedule.
- Contingency: identify alternate feedstock, inventory, or sequencing options if a government or commercial shipment slips.
- Security and compliance: assign responsibilities for safeguards, physical protection, transportation, accounting, and regulatory reporting.
Energy Secretary Chris Wright described the first allocation round as helping developers deploy reactors with materials sourced from secure supply chains. That is a policy objective, not independent evidence that the supply chain is already secure. Treat every allocation announcement as a milestone to be converted into an executed, auditable supply commitment.
Why fuel qualification is separate from fabrication capability
A supplier may be able to make TRISO particles or fuel compacts and still lack the qualification evidence for your reactor. Qualification covers the relationship between the exact product, the manufacturing process, and the reactor’s operating and accident conditions. It includes process repeatability, defect limits, irradiation and post-irradiation data, acceptance criteria, traceability, and controls on design or material changes.
TRISO fuel uses multiple protective layers, including silicon carbide and other coatings, around a fuel kernel. DOE describes these layers as improving resistance to irradiation, corrosion, oxidation, and high temperatures. That characterization supports demanding performance objectives, but it is not a guarantee that fuel cannot fail or that a reactor cannot experience damaging conditions. Your safety case must use design-specific evidence and stated failure probabilities or limits rather than absolute claims.

Evidence a developer should request
- Approved particle, compact, or pebble drawings, specifications, and material controls.
- Process qualification records for kernel production, coating, compacting or pebble forming, heat treatment, and inspection.
- Statistical process-control data showing defect rates, lot consistency, and corrective-action history.
- Irradiation test plans and results relevant to the proposed burnup, temperature, pressure, and accident environment.
- Acceptance-test methods, sampling plans, metrology capability, and rules for rejecting or reworking a batch.
- Configuration-management procedures that prevent an unreviewed chemistry, geometry, supplier, or equipment change.
- Data rights that allow the reactor designer and licensing team to use the evidence in regulatory submissions.
Qualification should be scheduled as a gated activity. A supplier’s laboratory demonstration is not the same as a production-qualified process, and a production-qualified process is not the same as fuel accepted for your reactor’s licensing basis.

Who can manufacture TRISO fuel in the United States?
Public U.S. information identifies both an operating licensed capability and a major planned facility, but neither should be treated as an unlimited, immediately available market.
BWXT’s Lynchburg capability
BWXT states that its Specialty Fuels Fabrication Facility in Lynchburg, Virginia, is NRC Category 1 licensed and integrates particle fabrication, coating, compacting, inspection, characterization, process control, and quality assurance aligned with DOE and NRC expectations. The company also says it collaborates with Kairos Power on methods and fuel qualification. These are supplier descriptions; a project team should confirm the current license, authorized material limits, product scope, customer commitments, and open capacity directly during diligence.

A 2024 DOE Nuclear Energy Supply Chain Deep Dive Assessment described BWXT’s existing commercial TRISO capacity as hundreds of kilograms per year and said additional advanced-reactor fuel-form fabrication would be required. That figure is historical scale context, not a real-time statement of uncommitted capacity. It should not be used as a promise that a particular campaign can be scheduled.
TRISO-X TX-1
DOE reported on November 17, 2025, that vertical construction began at the TX-1 facility in Oak Ridge, Tennessee. DOE described a planned throughput of around 700,000 TRISO pebbles per year, enough for 11 Xe-100 reactors, and described planned operation in the following year. In February 2026, NRC announced that TRISO-X received a Part 70 license for commercial HALEU fuel fabrication.

Use diligence questions that expose where the supplier, developer, or government program bears risk. Ask for evidence rather than accepting a nameplate figure or announcement.
Feedstock and enrichment
- Which entity owns the uranium and enrichment obligation at each stage?
- Is the HALEU source an executed contract, a conditional DOE commitment, or an uncommitted expectation?
- What shipment dates, quantities, specifications, and acceptance tests are binding?
- What inventory or alternate source covers a delayed or rejected shipment?
Fuel fit and change control
- Does the offered product match the reactor’s kernel, coating, geometry, compact or pebble design, and operating envelope?
- Which characteristics are proprietary, and will the developer receive enough data for licensing and independent verification?
- What approvals are required before changing materials, equipment, process parameters, subcontractors, or inspection methods?
Qualification, quality, and license
- What irradiation, post-irradiation, and accident-condition evidence supports the exact product?
- What acceptance criteria, traceability records, nonconformance rules, and audit rights apply to each lot?
- What NRC license category and scope cover the facility, material quantities, processes, storage, and shipment?
- How are DOE, NRC, customer quality-assurance, safeguards, and transportation requirements integrated?
Capacity and schedule
- Separate demonstrated throughput from planned or nominal throughput.
- Identify capacity already reserved for other customers and the portion available to your project.
- Define batch sizes, campaign length, lead time, ramp-up assumptions, commissioning dependencies, and inspection turnaround.
- Make first-fuel delivery a schedule with intermediate evidence, not a single date.
Contract resilience
- Set milestones for feedstock receipt, process qualification, license approvals, commissioning, production lots, acceptance, and delivery.
- Define remedies for late, nonconforming, or incomplete deliveries, including replacement material and technical support.
- Allocate force-majeure risk explicitly for enrichment outages, regulatory delays, equipment failures, and transportation interruptions.
- Preserve data rights, audit rights, configuration control, and termination or step-in rights if the supplier cannot perform.
- Require notice and approval for changes that could affect qualification, licensing, cost, or schedule.
Public materials reviewed for this topic do not disclose comparable TRISO prices, guaranteed capacity, uncommitted production slots, or standard contract terms. Treat those items as negotiation and diligence questions, not market facts.
A practical gate review for the project team
Run a cross-functional review before authorizing a long-term commitment. Procurement should not approve a supplier based only on price or a press release; licensing should not assume that a licensed facility is licensed for every product; and engineering should not freeze a fuel specification without confirming feedstock and manufacturing realities.
- Requirements gate: engineering and safety teams sign the fuel specification, quantity forecast, and allowable design changes.
- Source gate: procurement verifies uranium, enrichment, allocation, inventory, and contingency evidence.
- Process gate: manufacturing and quality teams witness or audit the relevant process steps and inspection capability.
- Qualification gate: licensing confirms that the test evidence, acceptance criteria, and data rights support the intended regulatory path.
- Capacity gate: the supplier documents reserved capacity, equipment status, staffing, batch schedule, and commissioning dependencies.
- Contract gate: legal and commercial teams align milestones, remedies, change control, force majeure, audits, and termination rights.
- Readiness gate: the project verifies that packaging, transport, receipt inspection, storage, and material accounting are ready for the first shipment.
Record assumptions in a live risk register. Assign an owner and trigger for each assumption—for example, a missed HALEU shipment date, an unresolved inspection defect, a license-condition change, or a commissioning delay—and define the decision that follows when the trigger occurs.
Known public figures and what they mean
| Figure or milestone | Source and date | How to use it |
|---|---|---|
| 15 companies requested HALEU; five received conditional commitments | DOE announcement, April 9, 2025 | Evidence of an allocation round, not proof of delivered material or continuing contracts |
| Around 700,000 TRISO pebbles per year; enough for 11 Xe-100 reactors | DOE TX-1 announcement, November 17, 2025 | Planned design throughput for TX-1, not demonstrated or available output |
| Part 70 license for commercial HALEU fuel fabrication | NRC announcement, February 2026 | Licensing milestone for TRISO-X; confirm conditions and operating status before scheduling fuel |
| Hundreds of kilograms of TRISO fuel per year | DOE supply-chain assessment, 2024 | Historical description of BWXT’s commercial capacity; not current open capacity |
| More than $200 million in DOE support | DOE background page, publication date not stated | Historical support for TRISO development and manufacturing methods, not a supply guarantee |
Bottom line for securing supply
A credible TRISO fuel plan has four signed-off layers: a physically and contractually supported HALEU source; a fuel form and manufacturing route qualified for the specific reactor; a facility with the right license, quality system, inspection capability, and data; and a delivery contract tied to realistic capacity and enforceable milestones. DOE allocations, construction announcements, license grants, and supplier capability statements are useful evidence, but each represents a different point in that chain. Developers that test every link—and keep a documented fallback for feedstock, fabrication, and schedule—are better positioned to turn an advanced-reactor design into fuel that can actually be delivered and licensed.
