What a Tech Park Needs Before Construction Can Begin: Land, Approvals, Utilities and Connectivity

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A tech park is construction-ready only when the developer controls a suitable site, has completed site-specific feasibility work, understands every required approval, and has commitments for off-site connections and shared infrastructure. A concept, option agreement, or attractive parcel is not enough: construction should follow evidence that the land can be legally used, physically developed, connected, financed, and expanded.

“Tech park” is not a single legal category worldwide. Terminology, permits, incentives, and responsible authorities vary by country and municipality, so use this as a planning framework and confirm the current rules with the competent local agencies.

1. Secure land control and prove the site is suitable

The first gate is legal and physical control of the land. The project company should be able to demonstrate ownership, a registered lease, concession, development agreement, or another enforceable authority to use the site for the proposed development. Confirm the exact parcel boundaries and identify easements, rights of way, access obligations, mortgages, competing claims, and restrictions that could prevent construction or future subdivision.

UNIDO’s initiation guidance recommends mapping land access and rights, reviewing policy and stakeholders, and considering parcels held by one or a few owners. Assembling many small parcels can create negotiation, title, and schedule risk even when the total area appears adequate. See the UNIDO phase-one guidance for the location and rights-screening framework.

Check planning compatibility

Compare the intended park—offices, laboratories, production space, logistics, data facilities, housing or shared amenities—with the applicable national, regional, and local plans. Establish whether the current designation permits the proposed uses, whether a rezoning or land-use conversion is needed, and whether a special economic-zone or park designation changes the process. Record the authority, application prerequisites, public-consultation requirements, appeal periods, and conditions attached to each change.

Test access, expansion and constraints

  • Verify all-season access from the public road network and the route for construction traffic.
  • Map the gateway corridor and the practical route to power, water, wastewater, telecommunications, and other services.
  • Reserve land for later phases, substations, water storage, treatment, fire systems, parking, loading, stormwater, and common facilities.
  • Screen flood, drainage, slope, seismic, soil, contamination, protected habitat, cultural-heritage, noise, and neighboring-community constraints.
  • Identify social impacts, land-acquisition effects, resettlement issues, and environmental safeguards early enough to influence the site decision.

UNIDO treats land suitability, infrastructure connectivity, gateway access, community concerns, and environmental conditions as linked location factors rather than separate afterthoughts.

2. Complete site-specific feasibility before committing to construction

A credible feasibility study is the decision point between a promising idea and a fundable project. UNIDO advises that the final decision to establish and finance a park should follow reliable, site-specific analysis. The work should test both whether the site can be built on and whether enough users will occupy it at a sustainable pace.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Demand and business case

  • Define target tenants and their space, power, water, data, security, logistics, and compliance needs.
  • Estimate realistic land take-up and absorption by phase; distinguish signed commitments from market assumptions.
  • Test competing locations, access to labor and suppliers, operating costs, incentives, and the services that make the park useful to technology companies.
  • Model development, connection, financing, operating, maintenance, replacement, and lifecycle costs.
  • Identify who owns the land, develops plots, operates common assets, manages tenants, and pays for each category of infrastructure.

Master plan and technical plan

The master plan should coordinate plot dimensions, building envelopes, setbacks, circulation, parking, loading, emergency access, landscape, drainage, utility corridors, substations, treatment facilities, security, and shared amenities. It should show how later phases can be added without relocating installed networks or interrupting occupied businesses.

Technical planning then converts the concept into surveys, preliminary designs, quantities, connection points, construction packages, and a phasing sequence. Include environmental and social impact assessment, geotechnical work, hydrology, traffic analysis, and a risk register. UNIDO’s phase-two planning guidance covers feasibility, master planning, zoning, environmental and social assessment, engineering, and infrastructure requirements.

3. Build a jurisdiction-specific approvals register

There is no universal “tech park permit.” Make a register for the actual site and proposed uses, then confirm it with the planning authority, environmental regulator, utility providers, fire authority, building official, and any investment or zone agency. For every approval, record the issuing body, legal basis, submission documents, prerequisite approvals, consultation or hearing steps, expected sequence, validity period, conditions, fees, and the person responsible for obtaining it.

Approvals commonly needing investigation

  • Land-use designation, rezoning, subdivision, land conversion, or development permission.
  • Environmental and social impact review, environmental clearance, pollution controls, tree or habitat permissions, and construction environmental management plans.
  • Water abstraction, water-supply, discharge, wastewater, stormwater, and flood-related permissions.
  • Road-opening, access, traffic, utility-corridor, excavation, and work-in-the-public-way permits.
  • Building, structural, fire-safety, occupational-health, and construction permits for common facilities and tenant buildings.
  • Park registration, investment-zone designation, incentives, or special operating permissions where the jurisdiction provides them.

UNIDO’s construction guidance specifically highlights construction permissions, site constraints, drainage, water availability, hydrology, excavation, and environmental and construction risk controls. Review the phase-four guidance while converting approvals into a construction release plan.

Philippines example: PEZA IT parks

The Philippines Economic Zone Authority’s IT-park process illustrates why checklists must remain jurisdiction-specific. The PEZA information page lists land ownership or authority to use land, local-government endorsement, applicable zoning certification, an environmental compliance certificate, and water-supply certification among its stated requirements. Treat those items as a Philippines example—not a global template—and verify the current requirements directly at PEZA’s Information Technology Parks / Centers page before relying on them.

4. Obtain utility and connectivity commitments, including off-site works

A park can have empty utility trenches inside its boundary and still be unable to open if the regional network cannot deliver capacity. Assess each service from source to tenant connection: available capacity, reliability, connection route, land or easement needs, design standard, lead time, one-time connection cost, recurring tariff, upgrade responsibility, and outage or emergency arrangements.

Service Readiness questions Typical project decisions
Electricity Where is the nearest suitable network point? Is firm capacity available for the first phase and later expansion? What substation, transformer, protection, backup, or generation work is needed? Reserve corridors and equipment areas; secure a utility study, connection offer, schedule, and responsibility for upstream reinforcement.
Water Can the source provide potable, process, fire-fighting, and peak-day demand? Are pressure, storage, treatment, and drought constraints understood? Plan tanks, pumps, treatment, metering, fire reserve, and a contingency source where appropriate.
Wastewater and stormwater Can the receiving system accept projected flows and pollutant loads? How will rainfall, detention, flooding, and discharge quality be managed? Design sewers, treatment, reuse, outfalls, detention, drainage channels, and maintenance access before plot grading.
Telecommunications and data Are diverse carrier routes, ducts, backhaul, latency, redundancy, and secure entry points available? Install common duct banks, meet-me rooms, risers, diverse routes, and scalable communications capacity.
Roads and gateway access Can employees, deliveries, emergency vehicles, and construction traffic reach the site safely? Who funds external widening or junction work? Secure access rights, traffic approvals, off-site road commitments, internal streets, loading, and emergency circulation.

UNIDO distinguishes external or connectivity infrastructure, onsite/common infrastructure, and specialized infrastructure, and notes that financing must cover utilities, roads, facilities, and connections. Its overview also lists telecommunications and waste or wastewater treatment among shared infrastructure examples. See phase-three resource and financing guidance and the UNIDO industrial parks overview. The guidance does not establish a universal broadband specification or capacity threshold; those values must come from tenant demand, engineering studies, and provider commitments.

5. Finish engineering and construction planning

Construction readiness requires coordinated technical information, not only a site plan. Commission surveys and design packages appropriate to the project’s risk and scale, then subject critical work to independent review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Essential technical work

  • Topographic, cadastral, utility-location, geotechnical, contamination, hydrological, and flood studies.

6. Assign responsibilities and fund each delivery layer

Write a delivery matrix naming the landowner, developer, park manager, local authorities, utility providers, designers, contractors, and future tenants. Define who obtains each approval, owns each asset, pays for off-site reinforcement, maintains common systems, and accepts operational risk. Ambiguous interfaces are a frequent cause of stalled connections and disputed costs.

Separate the funding plan into land and enabling works; external roads and utility connections; shared onsite networks and facilities; specialized tenant infrastructure; professional fees, approvals, contingencies, financing costs, and lifecycle reserves. Phase investment against credible occupancy while protecting corridors and capacity for later demand. A cheap first phase that blocks expansion can cost more than a properly sized network.

7. Compare candidate sites with the same decision criteria

Use a documented, weighted assessment rather than choosing the most attractive parcel. The available UNIDO guidance supports comparing the following dimensions; it does not prescribe universal numerical thresholds or a single scorecard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision dimension What to compare
Legal certainty Time and cost to control land, title quality, easements, assembly complexity, and enforceability of development rights.
Planning fit Current designation, conversion or rezoning risk, policy support, restrictions, and approval dependencies.
Growth capacity Contiguous expansion land, phasing flexibility, utility corridors, and ability to add shared facilities.
Access and connectivity Road and gateway quality, travel times, external power, water, wastewater, telecom routes, and connection lead times.
Physical conditions Geotechnical, hydrological, flood, slope, contamination, seismic, and construction constraints.
Environmental and social risk Impacts, mitigation obligations, community acceptance, resettlement, habitat, heritage, and compliance cost.
Lifecycle economics Land, enabling works, utilities, operations, maintenance, replacement, financing, and phased delivery cost.

8. Use a construction-release checklist

Before issuing a notice to proceed for major works, confirm that the project team can answer “yes” or provide an approved mitigation for each item:

Common readiness failures and how to correct them

Buying land before checking the plan

Symptom: the parcel is controlled but the intended use requires a discretionary or politically uncertain change. Correction: obtain a written planning position and map the approval path before closing or committing major design fees.

Counting only infrastructure inside the boundary

Symptom: internal ducts and pipes are designed, but the road junction, feeder, treatment plant, or carrier route is unavailable. Correction: obtain written external connection studies and include off-site works in the funded baseline.

Using generic capacity assumptions

Symptom: a copied utility allowance does not match laboratories, data-heavy tenants, process users, or fire demand. Correction: translate the target tenant mix into a phased demand schedule and have providers validate it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving water, drainage, and excavation until construction

Symptom: groundwater, flooding, weak soils, or unsuitable spoil changes the design after contracts are signed. Correction: complete the relevant surveys and hydrological, geotechnical, and earthworks decisions before pricing major packages.

Unclear ownership of shared assets

Symptom: no party accepts maintenance, tariffs, replacement, or emergency response for common utilities. Correction: execute an asset and operating-responsibility matrix before financing and procurement.

Conclusion

Construction can begin responsibly when land control, planning compatibility, feasibility, approvals, connections, engineering, risk controls, funding, and accountability are aligned. The exact permits and technical thresholds depend on the jurisdiction and tenant mix, but the sequence is consistent: prove the site, prove the demand, secure the permissions and connections, then release construction against a coordinated and financed plan.
