The city held the groundbreaking on October 3, 2026, for the project at Harms Street and East Harbor Street. The Washington Military Department says the tower is designed to shelter at least 1,000 people and is targeted for completion by the end of summer 2027.
Where the tower is being built and what it will do
The project occupies city-owned property at the corner of Harms Street and East Harbor Street in Westport’s Marina District. Washington Department of Ecology’s April 30, 2026, environmental review describes an approximately 1.11-acre site and a structure roughly 45 feet tall. The state calls it a tsunami vertical evacuation structure: a place people can reach quickly and climb above floodwaters when there is not enough time to evacuate to distant high ground.
The Washington Military Department says the tower will provide refuge for at least 1,000 people. When it is not needed for an emergency, it may also serve as a public viewing tower. The state’s October 3 account says construction is expected to finish by the end of summer 2027.
Why Westport is adding vertical evacuation
Local tsunamis can arrive with little time for official warning or evacuation. Washington’s Department of Natural Resources says they pose the greatest threat because they can be most damaging near their source, and that vertical evacuation structures can help where natural high ground is scarce or too far away. Washington Emergency Management Division estimates that tsunami waves could reach Westport about 15 minutes after a magnitude 9.0 Cascadia Subduction Zone earthquake. That is a state-reported approximate arrival time, not a guaranteed warning period or assurance that everyone would have 15 minutes to evacuate. The state says the tower reduces evacuation time for the marina area to 15 minutes.
The state’s October 2026 announcement calls the Westport project Washington’s third tsunami vertical evacuation structure. Earlier examples are Ocosta Elementary School, completed in 2016, and the Shoalwater Bay Indian Tribe’s freestanding Auntie Lee tower, completed in 2022. DNR describes Ocosta as North America’s first vertical tsunami evacuation structure.

Project cost, funding and construction scope
The Washington Military Department puts the total project value at $13.7 million. The federal FEMA Building Resilient Infrastructure and Communities grant was initially awarded in 2020. Westport and Washington state each contribute approximately $763,000 in matching funds; the state separately lists the estimated construction cost as $11.181 million. Absher Construction won the bid, and Cale Ash and Degenkolb Engineers designed the tower.
Ecology’s environmental review describes pedestrian access ramps and sidewalks, extensions for water, sewer and power, stormwater facilities, limited parking, grading and site preparation. Ecology’s facility record lists an active construction stormwater general permit effective August 26, 2026, with an expiration date of December 31, 2030; those permit dates do not establish the project’s overall regulatory status or completion schedule.

A marina project with broader local stakes
Westport’s mayor, Ed Welter, described the marina’s working waterfront as part of a food chain that feeds millions of people. The location therefore serves a busy public and commercial area as well as residents who may need a nearby place to evacuate vertically.
The Washington Military Department announcement also cites a 2025 Washington Emergency Management Division estimate of approximately 6,075 casualties from a Cascadia tsunami, saying that estimate was used in modeling for Westport’s FEMA application. The announcement reports that Washington needs at least 58 vertical evacuation structures in key coastal locations; the department’s broader tsunami page gives a planning range of 58 to 80 or more. These are state planning estimates, not counts of completed facilities.
