Westfield Innaloo’s $600m Expansion: What Happened to the Proposal?

The $600 million Westfield Innaloo expansion was a 2017 proposal. Scentre Group deferred it in 2019; no later revival or construction start is confirmed.

Westfield Innaloo is not confirmed to be undergoing a $600 million expansion. Scentre Group announced the proposal in 2017, then said on 6 December 2019 that it had deferred the project. No later revival, new approval or construction start is established by the available information.

What is the current status of the Innaloo expansion?

The approximately $600 million figure refers to Scentre Group’s 2017 proposal, not a confirmed current project budget. In December 2019, the company said it had decided to defer the expansion of Westfield Stirling, its name for the centre in that announcement, while preserving the development opportunity for the longer term. The centre’s current profile is titled Westfield Innaloo.

Scentre Group CEO Peter Allen said on 6 December 2019: “As a result of this significant change to our Perth portfolio, as well as Booragoon’s future development opportunities, we have decided to defer the expansion of Westfield Stirling.” He also said: “The Group intends to retain its ownership of Stirling in order to maximise its performance and preserve the development opportunity in the longer term.” Read Scentre Group’s announcement.

The available information does not confirm that Scentre Group has since revived or redesigned the proposal, obtained a new approval, or begun construction. The 2017 concept should therefore be treated as historical, rather than as a project currently under way.

What was included in the 2017 proposal?

Scentre Group described a project worth approximately $600 million that would nearly double the centre’s size. Its announced components included:

  • David Jones and international mini-major retailers;
  • 100 new stores;
  • a lifestyle and entertainment precinct with restaurants; and
  • a 14-screen Event Cinemas complex, relocated from its then-existing Innaloo location.

These were elements of the proposal announced in 2017, not confirmed details of a current scheme. See Scentre Group’s 2017 announcement.

What is operating at Westfield Innaloo?

Scentre Group’s centre profile lists 151 retailers, 47,179 square metres of gross lettable area, 2,395 parking spaces and 8.7 million annual customer visits. The retrieved profile does not give a reporting year for those figures, so they should be read as owner-published centre statistics rather than as a dated independent count.

The profile also reports a total trade-area population above 360,000. For 2025, Scentre Group estimates total retail spend in that area at $7.8 billion and main trade-area spend at $3.7 billion. It gives main trade-area spend per capita as $21,765, compared with a Perth Metro average of $18,501. These are the owner’s estimates, not measures of the expansion’s status. Does the Stephenson Avenue project mean the expansion is back on?

No. The City of Stirling describes the Stephenson Avenue Extension as a separate transport project connecting activity hubs including Westfield Innaloo. Its project page, last updated 16 April 2026, says Phase One opened to traffic on 11 February 2022 and Phase Two was expected to be completed in mid-2026. Transport works in the area do not establish that the shopping-centre expansion has restarted or received approval. Check the City of Stirling’s project page.

Earlier planning context does not change that status: a 2010 Western Australian Government statement included an Innaloo retail expansion among proposals in the wider Stirling City Centre regeneration agenda. What would confirm a new expansion?

A current Scentre Group announcement or a current planning authority record would be needed to establish whether the project has been revived, redesigned or approved. Until such evidence is available, the clearest account is that Scentre Group announced a large proposal in 2017 and deferred it in 2019, retaining it as a longer-term opportunity.
