Development along Charlotte’s West Boulevard is advancing on several tracks rather than through one project. The city has awarded a $1,286,501.70 contract for Remount Road intersection improvements; The River District is adding homes, apartments, roads and its first planned retailer; Three Sisters Market is still raising money; and NCDOT lists a winter 2027 start for replacing the West Boulevard bridge over Norfolk Southern Railroad. Each schedule can change, and the bridge work could temporarily lengthen trips before it improves walking and cycling connections.

What is being built on West Boulevard in Charlotte?

The corridor’s current pipeline combines public streetscape work, a large private master-planned community, a community-owned grocery project and a state bridge replacement. Charlotte’s Corridors of Opportunity playbook treats West Boulevard as a 3-to-15-year effort covering housing, jobs, open space, multimodal travel and economic development. It also identifies low property values, displacement risk and weak retail connectivity as constraints that individual projects will not solve on their own.

What is the latest on the Remount Road and West Boulevard project?

Charlotte City Council approved Husky Construction Corp.’s contract on May 11, 2026, after six bids. The city describes the work as its active West Boulevard Corridors of Opportunity project, with completion anticipated in the first quarter of 2028.

What the contract includes

  • New or improved sidewalks
  • A decorative public plaza
  • Concrete seat walls
  • Bus shelters with amenities
  • Landscaping
  • Public art

This is more than a roadway resurfacing job: the scope is intended to make the intersection a transit, walking and civic gathering node. The published project information does not provide a detailed lane-closure calendar, so travelers should check city notices as construction approaches.

What is going up in The River District near West Boulevard and I-485?

The River District is a 1,400-acre Crescent Communities development between the Catawba River and Charlotte Douglas International Airport. Its West Boulevard gateway opened on September 24, 2024, after a little over three-quarters of a mile of new roadway was built with two lanes in each direction and protected bike lanes. Charlotte contributed $18 million and Crescent about $12 million to the extension.

Housing now delivering

A May 2025 progress report described construction of NOVEL River District, a 318-apartment community, the first 267 single-family lots, townhomes and a planned 87-unit income-restricted building by Laurel Street. By December 2025, Westrow residents had begun moving in and NOVEL was pre-leasing. David Weekley Homes, DRB Homes, Toll Brothers and Saussy Burbank were among the builders identified for the first phase. More homes and the River Point area are planned in later phases.

The project also sets aside more than 500 acres for future green space. That acreage is a planned long-term component, not an indication that all parks or trails are open today.

When will Dash In open in the River District?

Dash In is planned as the River District’s first commercial tenant, but an opening date has not been confirmed. The company bought a three-acre site at West Boulevard and I-485 for $2.1 million. The reported concept is a 5,600-square-foot convenience store with a 400-square-foot covered dining area, fuel pumps, made-to-order food and a car wash.

December 2025 reporting said construction was expected to begin the following year and that opening would occur in the next few years. Those descriptions are plans, not a guaranteed 2026 opening, so residents should look for a later construction or permitting announcement.

Is Three Sisters Market finally being built?

Three Sisters Market remains a funded-but-incomplete community project. An April 9, 2026 update from UNC Charlotte’s Urban Institute said the West Boulevard Neighborhood Coalition had raised nearly $9 million toward an estimated $15 million needed for construction and initial operations. Organizers hoped to begin by the end of 2026 after securing additional money.

When will the West Boulevard bridge be replaced?

NCDOT’s B-5983 project is listed to start in winter 2027, although the agency cautions that dates can change. It would replace West Boulevard Bridge No. 54 over the Norfolk Southern Railroad in southwest Charlotte.

What the replacement would add

  • One 11-foot inside lane and one 13-foot outside lane in each direction
  • A four-foot median island
  • A 10-foot multi-use path
  • A 7.5-foot sidewalk

The existing bridge, including its sidewalks, would close during construction. NCDOT says a three-mile detour could be necessary. The estimated project cost is $5.9 million: $5.6 million for construction and $336,000 for right-of-way acquisition.

How do these projects change travel and development?

The River District extension already improves direct access to the new community and separates protected bicycle lanes from traffic. The bridge replacement is intended to add a continuous, safer path, but its construction closure may temporarily make trips longer. The Remount Road work focuses on transit access and public space, while Three Sisters Market addresses local food and community-serving retail. Together, they show why the corridor plan links mobility, housing and economic development instead of treating any one project as a complete redevelopment.

What should residents and commuters watch next?

  1. Look for city notices identifying Remount Road work phases and any temporary transit or lane changes.
  2. Check NCDOT updates before winter 2027 for the bridge closure date and detour routing.
  3. Track River District builder releases for available homes, apartment leasing and the timing of later phases.
  4. Watch the West Boulevard Neighborhood Coalition for Three Sisters Market’s final funding and groundbreaking announcement.
  5. Treat Dash In’s construction and opening as contingent until permits and a firm schedule are published.

Frequently Asked Questions

Will the West Boulevard bridge closure affect pedestrians and cyclists?

Yes. NCDOT’s proposal closes the existing bridge and its sidewalks during construction, so people walking or biking would need to use the signed detour. The replacement design includes both a 10-foot multi-use path and a 7.5-foot sidewalk once work is complete.

How many homes are planned for The River District’s first phase?

The first progress reports identify 267 initial single-family lots, townhomes, 318 NOVEL apartments and an 87-unit income-restricted building. The overall 1,400-acre community will add further neighborhoods in later phases, so the first-phase figures are not a total build-out count.

Who owns and operates Three Sisters Market?

The West Boulevard Neighborhood Coalition is identified as both developer and owner of the planned cooperative. That community-ownership model differs from a privately owned supermarket and ties the project’s construction start to its fundraising progress.

Is the West Boulevard extension already open to traffic?

Yes. Crescent Communities held the gateway ribbon cutting on September 24, 2024. Opening the roadway does not mean every River District home, green-space area or commercial parcel is complete; those components are being delivered in phases.
