Second-phase house construction at the Wayanad rehabilitation township in Elstone Estate, Kalpetta, has a reported target of October 31, 2026. Agriculture Minister T. Siddique gave that target after an October 5 review meeting, according to National Revealed, reporting on the project. It is a target, not confirmation that the houses have been completed.
What is the October 31 target?
The target applies to construction of houses in the township being developed for survivors of the Mundakkai-Chooralmala landslides. The October 5 account said 149 houses remained in the final stages of construction. It did not establish that work was finished by October 31.
There is a difference between completing a house and handing it to a family. A construction milestone does not by itself confirm that a beneficiary has received an allotment, that the home and plot have been transferred, or that the family has moved in.
Why do reports give different second-phase house counts?
A September 30 Onmanorama report said 157 second-phase houses were under construction. It reported that 149 beneficiaries had been identified and that eight more houses were being built while the final beneficiary list was pending.

The October 5 account, published by National Revealed and attributed to The Hindu, referred instead to 149 remaining houses. The reports do not explain whether that figure reflects a changed count, a narrower category, or a discrepancy. The figures should therefore be read as separately dated reports, not combined into a single confirmed total.
What is known about completed homes and families living there?
The October 5 report said 178 first-phase houses had been completed and 177 families had moved in. That reported gap illustrates why house completion and occupancy are distinct measures; the account did not explain why one completed house had not yet been occupied.
When is allotment expected?
According to the October 5 report, a draw of lots for house allotment was expected by November 1, 2026. Officials were also directed to arrange transfer of houses, land, and water and electricity connections to beneficiaries. These were plans and directions in the report, not confirmation that the lottery or transfers had taken place.
When are shared facilities and roads due?
The October 5 account gave November target dates for an anganwadi, market, public toilets, playground, and health centre, and a December target for internal township roads. Those deadlines extend beyond the house-construction target.

Roads have also been a reported concern for residents. Onmanorama said the Uralungal Labour Society would complete the internal township road, while the municipality was responsible for the road to Pulpara. It reported resident protests over muddy, unfinished roads in June, July, and August. Its separate account said commercial centres and a hospital were expected before the New Year, while a school and parade ground were proposals not due to begin immediately. These descriptions do not establish one shared deadline for every amenity.
