For a public waterpark, chlorine or bromine must remain the primary disinfectant because it leaves a protective residual in the attractions, basins and pipework. Ultraviolet (UV) and ozone can be valuable supplemental barriers—especially for chlorine-tolerant organisms and chloramines—but neither replaces that residual. The right design combines code-compliant chemistry, validated supplemental treatment, reliable filtration, automatic controls and disciplined testing.
What each treatment method does in a waterpark
Waterparks circulate large volumes through slides, lazy rivers, wave pools, splash pads and play features. Swimmers introduce microorganisms, body oils, cosmetics and nitrogen compounds. Treatment therefore has two different jobs: inactivate pathogens in the treatment loop and maintain water that remains protected while it is in the venue. No single technology performs both jobs by itself.

| Technology | Persistent residual in the venue | Main value | Important limitations |
|---|---|---|---|
| Chlorine | Yes, when maintained at the required concentration | Continuous protection throughout basins and distribution piping; established dosing and testing practices | Creates chloramines and other by-products, depends heavily on pH control, and is comparatively slow against Cryptosporidium at ordinary residuals |
| UV | No | In-line supplemental inactivation, including chlorine-tolerant organisms when the validated dose and flow are achieved; can help break down chloramines | Needs clear water, pretreatment, lamp and sensor maintenance, flow interlocks and electricity; chlorine or bromine is still required |
| Ozone | No lasting pool residual; residual in venue water must be controlled | Supplemental oxidation and disinfection, with useful chloramine control when the contact system is correctly designed | Requires ozone generation, contact and off-gas management, gas-safety controls and skilled maintenance; the 2023 MAHC limits residual ozone in aquatic-venue water to below 0.1 ppm |
In practice, operators most often compare a conventional chlorine system with chlorine plus UV, chlorine plus ozone, or chlorine plus both. A UV or ozone unit installed without adequate filtration, circulation or chemical control is not a complete water-treatment system.
Why a persistent chlorine or bromine residual is still required
Chlorine and bromine continue to disinfect after water leaves the treatment equipment. That residual protects the basin, balance tank, spray features and return lines between circulation passes. It also provides a measurable operating limit for staff and health authorities.

CDC public-pool operating guidance published in 2025 says to maintain a minimum free-chlorine level of 1 part per million (ppm) and a pH of 7.0–7.8. Those are baseline CDC values; the legally enforceable concentration, permitted disinfectant, and any higher requirement for a particular attraction come from the state or local authority and the equipment manufacturer.
Chlorine effectiveness changes sharply with pH. If pH drifts high, a smaller fraction of the chlorine is in its most active form, so a test result that appears adequate may provide less disinfection than expected. Automated pH and disinfectant controllers can reduce swings, but they do not remove the need for manual verification and corrective action.
Chlorine also reacts with nitrogen-containing contaminants to form combined chlorine, commonly called chloramines. These compounds are associated with the “chlorine smell,” eye and skin irritation, and poor indoor air quality. A facility can therefore have an acceptable free-chlorine reading while still needing to address combined chlorine and ventilation.

When chlorine alone is not enough
Chlorine-tolerant organisms
Cryptosporidium is the clearest example. CDC outbreak guidance reports that Cryptosporidium oocysts can survive more than seven days at 1 ppm free chlorine under the stated conditions. That does not mean chlorine is useless; it means the ordinary residual cannot be treated as an immediate kill step for this organism. A waterpark with high bather loads, interactive play features or a history of fecal incidents should evaluate supplemental barriers and a documented response plan with its health department.

UV or ozone may add useful inactivation only when the installed equipment has been validated for the venue’s flow, water quality and target organism. A marketing claim that a unit “kills Crypto” is not a substitute for a dose validation, operating envelope, alarm strategy and local approval.
Chloramines and indoor air
CDC identifies UV and ozone as methods that can break down chloramines. Health departments commonly limit combined chlorine to 0.4 ppm or less, although the exact rule varies by jurisdiction. Supplemental treatment works best as part of a package that includes adequate turnover, filtration, make-up water, source control and ventilation. Neither UV nor ozone can compensate for poor airflow over an indoor pool or a circulation system that is undersized for the bather load.
How UV treatment works in a waterpark
A UV reactor exposes a flowing stream to ultraviolet energy. The validated dose damages the genetic material of microorganisms so they cannot reproduce. Because the process occurs in a closed section of pipe, it can treat water returning from a basin without adding another chemical to the venue.

What determines UV performance
- Dose and flow: The reactor must deliver its validated dose at the actual maximum flow. Sending water faster than the design flow shortens exposure time and can invalidate the claimed performance.
- Water clarity: Turbidity, color and suspended solids shield microorganisms from UV. Filtration and pretreatment are therefore part of the UV system, not optional accessories.
- Lamp condition: Lamp output declines with age. Quartz sleeves can foul with scale or biofilm and must be cleaned according to the manufacturer’s schedule.
- Sensor calibration: Intensity sensors need calibration and documented verification. A controller should alarm or reduce flow when minimum intensity is not achieved.
- Interlocks: The UV unit should operate with recirculation and prevent untreated or under-dosed flow from being presented as compliant water.
The 2023 CDC Model Aquatic Health Code (MAHC) requires UV operation with recirculation, validated flow and dose or intensity, calibrated sensors and retained records. It also states that use of UV does not modify any other water-quality requirement. In plain terms, a UV reactor is an additional treatment step, not a permission to lower chlorine or bromine, widen the pH range or reduce testing.

Where UV fits best
UV is attractive where the operator wants a defined in-line barrier against chlorine-tolerant organisms and a way to reduce chloramine formation without introducing ozone gas. It is often easier to isolate hydraulically than an ozone contact system. The trade-off is electrical consumption, lamp replacement, sleeve cleaning and the need to keep the water clear enough for the validated dose.
How ozone treatment works in a waterpark
Ozone is generated on site and injected into a side-stream or contact vessel. It oxidizes organic contaminants and can provide supplemental disinfection. After the required contact time, residual ozone is removed or allowed to decay before water returns to the occupied venue.
Controls an ozone system needs
- Contact design: Injector capacity, contact time, temperature and flow determine how much ozone actually reacts in the water.
- Off-gas destruction: Unreacted ozone must be captured and destroyed or safely vented. Ozone gas is hazardous to breathe, so equipment rooms need appropriate detection and ventilation.
- Residual monitoring: The MAHC requires residual ozone concentration in aquatic-venue water to remain below 0.1 ppm (mg/L). The control strategy must prevent a high ozone residual from reaching bathers.
- Interlocks and alarms: Loss of circulation, injector failure, excessive gas concentration or an out-of-range residual should place the system in a safe state and alert staff.
- Material compatibility: Ozone can attack unsuitable elastomers, seals and other materials. The entire contact and return path must be specified for ozone service.
Ozone can reduce the organic load that feeds chloramines, but it does not leave lasting protection in a slide, basin or balance tank. The World Health Organization likewise notes that a chlorine- or bromine-based disinfectant is still necessary to provide a residual disinfectant in the pool.
Chlorine vs. UV vs. ozone: a practical decision table
| Question | Chlorine | UV | Ozone |
|---|---|---|---|
| Does it protect water after treatment? | Yes, through a measured residual | No; only the water in the reactor receives the UV dose | No lasting protection; any venue-water residual must stay below 0.1 ppm under the MAHC |
| Does it address Cryptosporidium? | Not rapidly at ordinary residuals; oocysts survived more than seven days at 1 ppm under CDC-stated conditions | Potentially, when the reactor’s dose and flow are validated for the target | Potentially, when contact conditions and performance are validated for the target |
| Can it reduce chloramines? | No; reactions with contaminants create combined chlorine | Yes, as a supplemental process identified by CDC | Yes, through oxidation when correctly designed and operated |
| Primary maintenance burden | Chemical feed, pH control, testing, storage and staff safety | Lamps, sleeves, sensors, calibration, flow verification and electricity | Generator, injector, contact vessel, off-gas destruction, gas monitoring and residual control |
| What can make the claimed performance invalid? | Low disinfectant, unsuitable pH, poor mixing or inadequate turnover | Excess flow, cloudy water, fouled sleeves, low lamp output or an uncalibrated sensor | Insufficient contact, poor mass transfer, generator degradation, unsafe off-gas handling or excessive residual |
The “best” choice depends on the risk profile and operating objectives. A UV system may be preferable when pathogen inactivation and a compact in-line installation are priorities. Ozone may be attractive when oxidation and chloramine control justify the additional gas-handling infrastructure. Chlorine remains indispensable in either case.

How to choose a system for a new or renovated waterpark
- Define the hazard and performance target. List every basin and feature, expected peak attendance, turnover rate, water temperature, indoor-air objective and the pathogens of concern. State whether Cryptosporidium log reduction is a design requirement or whether the system is primarily for chloramine control.
- Confirm the governing code. Obtain the current state and local aquatic-venue rules, permit conditions and health-department interpretation. The MAHC is a model code, not automatically the law in every jurisdiction.
- Verify hydraulics before selecting equipment. Establish normal and maximum flow, bypass arrangements, balance-tank volume, filter loading and the location of injection or UV treatment. A unit rated for a lower flow cannot be made compliant by increasing the pump speed.
- Specify validated performance. Require documented UV dose or intensity at the design flow, or ozone production, transfer and contact performance under the expected water conditions. Ask what happens when a sensor, lamp, generator or pump fails.
- Design pretreatment and filtration as one train. Remove particles and control scale before UV; provide the filtration and contact conditions needed for ozone. Include drains, sample points, isolation valves and safe access for cleaning.
- Engineer chemical and air safety. Separate incompatible chemical storage, provide spill response and ventilation, and include ozone off-gas detection where applicable. CDC’s 2026 MAHC overview attributes about 4,500 emergency-department visits each year to pool-chemical injuries, underscoring the need for training and engineered safeguards.
- Plan records and staffing. Assign who tests, who calibrates sensors, who authorizes a shutdown and where records are stored. A sophisticated treatment train still fails if no one responds to an alarm during a busy operating period.
- Obtain acceptance before construction. Submit hydraulic calculations, equipment schedules, control narratives, validation documents and operating procedures to the authority having jurisdiction before purchasing equipment that may not be accepted.
Daily operating and testing requirements
Routine chemistry
Use the applicable code and manufacturer limits as the controlling requirements. As a CDC baseline for public pools, maintain at least 1 ppm free chlorine and pH 7.0–7.8. Test at least twice daily, increasing to hourly during heavy use. Record the time, location, free and combined chlorine, pH, water temperature when required, operator initials and any corrective action. Large parks commonly need more frequent checks than the minimum because bather load and makeup water can change rapidly.
Supplemental-equipment checks
- Confirm that UV is enabled whenever recirculation is running, the flow is inside the validated range and intensity is above the minimum set point.
- Inspect UV alarms, lamp hours, sleeve condition and sensor calibration status; document cleaning and lamp replacement.
- For ozone, verify generator output, injector vacuum or transfer performance, contact-vessel operation, off-gas destruction and venue-water residual below 0.1 ppm where the MAHC applies.
- Check sample lines and automatic analyzers against a calibrated manual method at the interval required by the jurisdiction.
- Review trend data for rising combined chlorine, declining UV intensity, unstable pH or repeated interlock trips before those conditions become a public-health event.
Retail test strips can be useful for screening, but commercial facilities should use the calibrated testing equipment and operator records required by their jurisdiction. A strip result is not a substitute for an approved analytical method when a permit, incident investigation or corrective action depends on the number.
Responding to common failure conditions
Free chlorine below the operating minimum
Restrict or close the affected attraction according to local procedure, verify the reading with an approved test, inspect the chemical feed and circulation system, and restore the required residual before reopening. Do not assume that a functioning UV or ozone unit makes low chlorine acceptable; MAHC expressly says UV does not modify other water-quality requirements.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCombined chlorine or chloramine complaints
Confirm the combined-chlorine measurement, inspect ventilation and air-handling performance, and check filtration, turnover and bather-load conditions. Supplemental UV or ozone may help, but the cause can also be excessive contamination, poor dilution, inadequate oxidation or a chemistry-control fault.

UV intensity or flow alarm
Place the unit in its safe operating mode, verify the actual flow and inspect the lamp, sleeve and sensor. Keep the attraction on the operating status required by the code until the validated dose is restored or an approved bypass and alternative treatment procedure is in place. Document the alarm, diagnosis and corrective work.
Ozone residual or gas alarm
Follow the facility’s emergency plan, isolate ozone generation if required, evacuate or ventilate the equipment area for a gas alarm, and prevent water with an out-of-range residual from reaching bathers. Only trained personnel should investigate an ozone leak or enter a potentially contaminated equipment room.
Suspected Cryptosporidium contamination
Close the affected water feature and contact the health authority immediately. Preserve test records and operating data, identify all connected basins and treatment loops, and follow the authority’s documented disinfection and reopening procedure. Supplemental UV or ozone can be part of prevention and validated inactivation, but neither removes the need for incident response and regulatory direction.
Construction details that determine real-world reliability
Water-treatment performance is often lost at interfaces rather than inside the headline device. Provide straight pipe and correctly sized pumps where the manufacturer requires them; avoid unplanned bypasses; install sample ports where water is representative; and make lamps, sleeves, sensors, injectors, filters and chemical pumps reachable without unsafe improvisation. Label every isolation valve and interlock so an operator can understand the flow path during an alarm.
Commissioning should include measured flow at operating conditions, analyzer comparison with a calibrated manual test, verification of every shutdown and alarm, UV intensity or dose confirmation, ozone residual testing where applicable, and staff training using the actual control screens. Keep the commissioning record with the operating manual and update it after major pump, filter, software or piping changes.
Plan for water quality that changes over the season. Source-water hardness affects scale; high turbidity reduces UV transmission; temperature affects chemical demand and ozone behavior; and peak attendance increases contaminant loading. A design that works only at average flow is not adequate for a waterpark whose risk is highest during peak periods.
Bottom line for operators and builders
Choose chlorine or bromine as the persistent primary disinfectant, then add UV, ozone or both to solve a defined problem that the primary residual handles poorly. UV is an in-line, no-residual barrier that depends on validated dose, clear water, sensors and flow control. Ozone adds oxidation and chloramine control but introduces gas-safety, contact and residual-management duties. For every option, success is measured by validated performance, code acceptance, reliable hydraulics, competent staff and records—not by the equipment label alone.
