Speed Humps vs. Speed Cushions: Which Is Better for a Neighborhood Street?

Choose a speed hump when the priority is to slow every vehicle on a lower-volume residential street. Consider a speed cushion when buses, fire apparatus, or other wide-track vehicles need a less abrupt path over the treatment. Neither is universally better. The appropriate design depends on measured speeds and traffic volume, vehicle dimensions, emergency and transit routes, roadway grade and geometry, drainage, winter maintenance, accessibility, and your transportation agency’s eligibility rules.

The short answer

A speed hump is one continuous raised profile across the travel lane. Every vehicle crosses the raised surface, so it provides broad speed control but can add delay and vertical motion for buses, fire trucks, ambulances, and other large vehicles.

A speed cushion is made of two or more raised sections separated by wheel gaps. Passenger cars still encounter the raised sections, while a vehicle with a sufficiently wide wheel track may straddle the gaps. That geometry can reduce delay for buses and some emergency vehicles without removing the speed-control effect for ordinary cars.

For a quiet residential block with no bus service and no primary emergency-route designation, a hump is often the simpler treatment. On a transit route, hospital-access street, or emergency route, a properly designed cushion may be the better option. Ask the local road agency to evaluate the actual street rather than selecting a device from a generic diagram.

What is the physical difference?

Speed humps span the roadway

A hump is a raised asphalt mound that extends across the roadway. The profile is designed to make a driver slow before crossing and then travel over the raised section at a controlled speed. Toronto describes its humps as mounds tapered toward the gutter so drainage can continue; its program uses them to encourage consistent 30 km/h travel speeds on eligible streets. Those dimensions and operating targets are Toronto policy, not a universal specification. See the City of Toronto traffic-calming guidance.

New York City Department of Transportation says its speed humps and cushions are typically 4 inches high. That figure applies to NYC’s program and should not be used as a national design standard. A city may use a different height, length, ramp profile, marking plan, or spacing based on its adopted street standard. NYC’s design information is available in its Traffic Calming Design Guidelines.

Speed cushions have wheel cutouts

The Federal Highway Administration (FHWA) describes a cushion as two or more raised areas placed laterally across the roadway, with gaps positioned so a normal passenger vehicle cannot simply drive between them. A wider vehicle can potentially place its wheels in the gaps and straddle the raised sections. The cushion’s height and length can be comparable to a hump; the wheel cutouts are the defining difference. Read FHWA’s application guidance in Module 3: Toolbox of Individual Traffic Calming Measures, Part 2.

Fit is not automatic. Whether a bus, fire engine, ladder truck, or ambulance can straddle a cushion depends on its actual wheel-track width, lane position, the number and placement of cushion sections, and the agency’s selected dimensions. A vehicle that is only slightly wider than a passenger car may still put a wheel on a raised section.

Do not confuse a hump with a speed bump

Toronto distinguishes a speed bump from a hump: a bump is much shorter and intended for very-low-speed laneways, while a hump is a longer traffic-calming profile for a street. The comparison here is between humps and cushions, not the abrupt devices used in some private drives or laneways.

How much do they slow traffic?

Both treatments are intended to reduce vehicle speeds. FHWA’s ePrimer reports that before-and-after data for speed cushions showed an approximately 9 mph (25 percent) reduction in 85th-percentile speed. The accessed FHWA summary does not state a publication year. FHWA says the reduction is similar to reductions associated with speed humps, but results vary with the street, design, spacing, approach speed, and driver behavior. The figure is not a guarantee for a particular block; it is a summary of cited studies and should be read with the full FHWA ePrimer discussion.

No separately established, same-street head-to-head percentage proves that cushions always slow vehicles more or less than humps. A cushion can produce strong speed control for passenger cars while changing the path of a wide vehicle. A hump applies the raised profile to every vehicle. The relevant question is whether the selected profile achieves the target operating speed without creating unacceptable impacts for the vehicles and operations that use the street.

Emergency vehicles, buses, and large trucks

Why cushions can reduce emergency delay

A properly designed cushion lets a wide-track vehicle place its wheels in the cutouts rather than climbing the full raised profile. FHWA states: “An emergency vehicle can cross a properly designed speed cushion at a speed near the speed limit.” That statement assumes the vehicle, lane position, and cushion geometry actually match; it is not a promise that every ambulance or fire vehicle will pass without slowing.

An ambulance with a passenger-car-like track width may not be wide enough to straddle the gaps and can still experience delay. Large commercial vehicles may also straddle cushions, but their ability to do so should be checked with the local fleet rather than inferred from a photograph or a standard drawing.

FHWA’s guidance identifies cushions as potentially appropriate on primary emergency routes, hospital-access routes, and bus routes. It generally treats humps as unsuitable on primary emergency routes and bus transit routes because those vehicles must cross the raised profile. Fire-department, ambulance-service, and transit-operator review is essential; local fire codes and street standards control where they differ from general FHWA guidance. The non-passenger-vehicle effects discussion is in FHWA Module 5.

What the emergency-response numbers do—and do not—show

FHWA summarizes local findings rather than a universal delay formula:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Sacramento reported almost 13 seconds saved per typical roadway segment when cushions were used instead of humps.
  • Mobile reported 1.76 seconds less delay for fire vehicles and 4.75 seconds less for ambulances at cushions compared with humps.
  • Danville observed no response-time delay at cushions, compared with 10 to 15 seconds at humps.

These results came from different jurisdictions and settings, so they are not directly comparable predictions for your street. FHWA explicitly cautions that no single definitive source establishes the exact delay caused by traffic-calming measures for every fire vehicle. For additional context, FHWA reports Montgomery County, Maryland findings of 2.8 to 7.3 seconds of delay per hump depending on fire-vehicle type, and a reduction in the distance served within five minutes on an emergency route from 2 linear miles to 1.3 miles. Those figures describe that local analysis, not a neighborhood-wide forecast. FHWA’s emergency-response discussion is in Module 5.

Hump versus cushion: decision comparison

Decision axis Speed hump Speed cushion
Raised footprint Continuous across the roadway. Segmented raised sections with wheel gaps.
Passenger-car control Every passenger vehicle crosses the raised profile. Passenger cars normally cross the raised sections; the gaps are not intended as a bypass for ordinary cars.
Wide-track vehicles Must cross the raised profile. May straddle the sections if the wheel track and lane position fit the cutouts.
Emergency and bus compatibility Often unsuitable on primary emergency or bus routes under FHWA guidance. Can be appropriate on emergency, hospital-access, and bus routes when the operating vehicles can straddle the design.
Expected speed effect Effective traffic calming, with local results dependent on profile, spacing, approach speed, and street conditions. FHWA reports reductions similar to humps and summarizes one before-and-after result of approximately 9 mph (25 percent) in 85th-percentile speed; local results vary.
Additional design concern Confirm drainage, grade, driveway access, emergency response, transit operations, and winter maintenance. Confirm all of those factors plus the actual wheel-track dimensions and path of each critical vehicle.

Which streets are candidates?

General FHWA patterns

FHWA summarizes speed humps as generally appropriate on local and collector streets, commonly where the posted speed limit is 30 mph or less, and generally not appropriate on primary emergency routes or bus-transit routes. The ITE guidance cited by FHWA recommends grades of 8 percent or less. Cushions may be considered on local and collector streets as well as primary emergency routes, bus routes, and hospital-access routes, subject to local limits and design review. These are planning patterns, not a nationwide mandate. The agency’s complete treatment descriptions are in FHWA Module 3.

Why city rules produce different answers

Municipal programs apply their own screens, so a treatment accepted in one city may be rejected in another.

  • New York City: NYC DOT says bus- or truck-route segments may receive cushions but not humps under its criteria. Its review also considers grade, roadway width, bus volume, crash history, and other site conditions. Its typical 4-inch dimension is specific to NYC.
  • Toronto: Both humps and cushions can be used on eligible local and collector roads receiving winter maintenance. Toronto describes cushions as having wheel cutouts and a slightly higher design speed, allowing traffic calming where a hump might be infeasible, including a neighborhood transit route. Emergency services and transit are included in design review. See the Toronto program page.
  • Calgary: Its program considers collector streets, school or playground zones, nearby homes, a speed limit of 40 km/h or lower, and possible effects on transit and emergency services. Installations are planned in series, spaced to encourage a consistent speed, set away from intersections and bus stops, and supported by signs and pavement markings. Calgary evaluates visibility, driveways, drainage, and accessibility and monitors speed, performance, and condition after installation. See Calgary’s speed-cushion and speed-hump guidance.

These examples show why a national rule of “always choose cushions” or “always choose humps” is unreliable. Check the current policy for your city or county; municipal pages and criteria can change.

How to make a neighborhood request

Residents generally cannot install a traffic-calming device on a public street themselves. The road authority must select the treatment, design it, coordinate utilities and drainage, obtain approvals, and arrange construction and maintenance. A useful request gives the agency enough information to evaluate the block rather than asking for a specific product.

  1. Identify the exact limits. Give the street name, block, intersections, nearby driveways, schools, parks, senior housing, and any curve or steep section. Note whether the street is local, collector, a bus route, an emergency route, or hospital access.
  2. Document the problem. Ask for or provide measured speeds, especially the 85th-percentile speed, traffic volume by time of day, pedestrian activity, and a crash history. Anecdotal speeding reports help locate the issue but do not establish the design speed or eligibility.
  3. List vehicle and operating constraints. Identify scheduled buses, fire-station routes, ambulance access, delivery vehicles, snowplows, and refuse trucks. Ask the agency to verify wheel-track dimensions and turning paths for the actual fleets before selecting cushion gaps.
  4. Ask for an engineering screen. Request review of grade and curvature, sight distance, lane and roadway width, drainage, catch basins, driveway access, utilities, pavement condition, visibility, and accessibility. A raised device may be unsuitable where water would pond, a driveway ramp would be compromised, or a crest would reduce sight distance.
  5. Ask which treatments meet the written policy. Request the agency’s traffic-calming policy, speed-limit and volume thresholds, spacing rules, petition or prioritization requirements, and any restrictions on emergency or transit routes.
  6. Require operational review. Ask whether the fire department, ambulance service, transit operator, accessibility staff, and winter-maintenance crews reviewed the proposed layout. Their response should address both routine passage and emergency operations.
  7. Confirm monitoring. Find out whether the agency will measure speeds and inspect pavement, markings, drainage, and device condition after installation. Calgary’s process illustrates the value of post-installation monitoring rather than assuming the design performed as intended.

Tradeoffs beyond speed

Noise and vibration

Braking before a raised treatment and accelerating afterward can create more noise. NYC DOT also notes noise from loose items in truck beds or trailers. Homes closest to a device, heavy vehicles, and nighttime operations deserve specific consideration. A cushion may change the path of a wide vehicle but does not eliminate braking, tire noise, or engine acceleration by passenger cars.

Drainage and property access

Raised asphalt must preserve the intended drainage path and avoid trapping water at the curb or driveway. Toronto’s tapered hump treatment is one example of incorporating drainage into the profile. The agency should check gutter flow, catch-basin locations, driveway grades, and maintenance access before construction.

Winter maintenance and markings

Snowplows need advance warning of raised treatments, and signs and pavement markings must remain visible. Snow storage, plow routes, de-icing, and freeze-thaw damage can affect both humps and cushions. A design that works in a dry-season sketch may require changes for a city with regular snow operations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accessibility and visibility

Reviewers should consider how the treatment affects people walking, using mobility devices, cycling, or crossing near driveways and intersections. Sight distance, lighting, signs, markings, curb transitions, and the location of bus stops all matter. Calgary specifically lists visibility, accessibility, driveways, and drainage among its evaluation factors.

Common selection mistakes

  • Choosing by the name alone: “Cushion” does not mean every emergency vehicle will pass without delay; measure the vehicle track and verify the design.
  • Treating one city’s dimension as universal: NYC’s typical 4-inch height and Toronto’s 30 km/h design intent apply to those programs, not every jurisdiction.
  • Using one speed statistic as a guarantee: FHWA’s approximately 9 mph result is a synthesized, jurisdiction-dependent finding, not a promise for a particular block.
  • Ignoring route status: A residential-looking street may still carry buses, fire response, medical access, or snowplows that make a continuous hump inappropriate.
  • Installing a single device without considering spacing: Calgary plans installations in series to encourage consistent speeds; spacing, intersection distance, and bus-stop location influence the result.
  • Skipping drainage and driveway review: A treatment that slows traffic but causes ponding or difficult access is not a successful design.
  • Assuming residents can buy and place equipment: Public traffic-calming infrastructure requires agency design, approvals, construction, signing, and maintenance. A consumer product is not a substitute for that process.

A practical decision rule

Start with the operating need, then test the geometry:

  • Select a hump for consideration when the street is a lower-volume local or collector road, broad slowing is desired, the posted speed and grade fit the local policy, and buses and primary emergency vehicles do not require a continuous route.
  • Select a cushion for consideration when passenger-car speeds need to fall but a bus, fire apparatus, or other wide-track vehicle must retain a less vertically disruptive path, and the actual vehicle fleet fits the proposed gaps.
  • Select neither until redesigned when grade, sight distance, drainage, driveway access, winter operations, accessibility, or route designation fails the agency’s requirements.

The final choice should be the treatment the responsible agency can design, approve, and maintain for that specific street—not the device with the better-sounding label.
