Water was observed flowing after crews installed a new section of Enbridge’s Line 5 beneath Wisconsin’s Marengo River on September 26, 2026. As of the Wisconsin Department of Natural Resources’ latest status reported October 6, the agency had not determined whether an aquifer was breached. The water’s source, total volume, duration and any effects remained under investigation.
What happened beneath the Marengo River?
Enbridge spokesperson Juli Kellner told Indian Country Today that “a flow of water was observed following the direct installation of pipe beneath the Marengo River.” The company said it reported the observation to the Wisconsin DNR and that agency representatives visited the site. The reported flow followed installation of a pipeline segment beneath the river on September 26, 2026. Indian Country Today
The observation raised the question of whether construction intersected a confined aquifer, but the DNR said it was unclear whether an aquifer breach had occurred. The department described the site hydrology as complex and said it was monitoring the flow with Enbridge and other specialists. Has Wisconsin confirmed an aquifer breach?
No. In WPR’s October 5 report, updated October 6, the DNR had not classified the event as an aquifer breach. A department spokesperson said the measured flow rates were approximately 5% of rates measured in confirmed aquifer-breach events on similar projects in other states. That is a comparison of flow rates—not an estimate that 5% of a particular volume escaped, and not an identification of the water’s source. Wisconsin Public Radio

The available reports do not establish the total amount or duration of the flow, nor do they include a published monitoring-well dataset or final agency determination. The planned wells are intended to help answer the source and groundwater questions; a final finding would be needed to resolve whether this was an aquifer breach.
What is known about drinking-water or environmental impacts?
Enbridge said there had been no flooding and no reports of environmental impacts to drinking-water wells or waterbodies. That is the company’s statement, not a completed independent assessment of impacts. The DNR’s investigation was ongoing in the latest report, and the sources did not establish whether groundwater or ecological effects occurred. Indian Country Today

Bad River Tribal Chairwoman Elizabeth Arbuckle told WPR that the area is within the tribe’s ceded territory and that water flows into the Bad River Reservation. Earthjustice attorney Johnny Petoskey, who represents the Band, called for stronger DNR action in ICT’s report. How this construction fits into the Line 5 reroute
Line 5 runs from Superior, Wisconsin, through Michigan to Canada. The Wisconsin DNR says about 12 miles of the existing pipeline cross the Bad River Band of Lake Superior Chippewa reservation. The proposed reroute is a 41-mile segment of new 30-inch pipe through Ashland, Bayfield and Iron counties, routed around the reservation. Wisconsin DNR project page

The DNR says it issued waterway and wetland permit decisions, water-quality certification and construction-site stormwater permit coverage on November 14, 2024. Its project page describes onsite independent environmental monitors and regular inspections, and reports active litigation over the project’s environmental impact statement and permits in Iron County Circuit Court. What earlier project filings do—and do not—show
In a filing with the DNR dated June 5, 2023, Enbridge described site-specific drilling plans, inadvertent-release measures, environmental training, continuous monitoring of drilling operations and reporting requirements. The company also reported that none of 46 geotechnical bore locations showed signs of water pressure associated with a confined aquifer. Those statements describe historical surveys and planned controls; they do not establish that a breach could not occur or determine what happened at the Marengo River site in 2026. A separate August Line 5 incident
On August 25, 2026, an unoccupied subcontractor flatbed truck rolled into an excavation at a Line 5 valve project near Saxon and struck the operating pipeline. Enbridge said the strike released more than 1.3 million gallons of natural gas liquids, mainly propane and butane, and that a nearby rural home was evacuated; no one was injured. This was a separate incident from the September water flow beneath the Marengo River. The reviewed reports do not establish a causal connection between the events. Enbridge incident page
