Albany County has authorized design and construction for a quiet-zone project at Voorheesville’s South Main Street and Voorheesville Avenue railroad crossings. The county records reviewed do not establish when physical construction began, whether work is underway now, or when the quiet zone will become active.
Where is the project?
The work covers the grade crossings at South Main Street and Voorheesville Avenue. The CSX agreement identifies them as CSXT mileposts QG-22.24 and QG-22.02, and as DOT crossing IDs 508 700 P and 508 701 W. Albany County’s agreement document identifies both locations.
What has Albany County authorized?
In 2024, Albany County authorized an agreement with CSX Transportation for quiet-zone design and construction, with a maximum value of $288,962. The authorized contract term ran from November 12, 2024, through December 31, 2025. That is an authorization ceiling and contract term, not proof of the final amount spent or that work started during that period. County Resolution 707 records the agreement.
The county also approved an $80,000 DASNY Community Capital Assistance Program grant for design and construction in November 2024. A budget amendment adopted March 9, 2026, records an additional $80,000 DASNY grant for construction. A 2023 county record separately refers to a $340,000 DASNY grant authorization for modifications to two railway-road intersections on County Routes 201 and 306. These are separate authorizations and budget entries across different years; they should not be added together as a definitive project total without the underlying budget and disbursement records.

Has construction started, and will roads close?
The available county agreement, grant resolutions and budget amendment establish authorizations and funding activity, but they do not confirm a physical construction start date or present-day work status. They also do not provide a road or pedestrian closure plan, work schedule or completion date. The contract term ending in 2025 does not, by itself, show that construction was completed; the later budget amendment likewise does not establish that work is underway.
For current traffic or pedestrian impacts, check dated updates from Albany County or the Village of Voorheesville. No specific closure notice is established in the cited project records.

Will trains stop blowing their horns?
The county describes the project as safety infrastructure intended to improve conditions for pedestrians, cyclists and motorists and eliminate the need for routine train horn sounding at these two crossings. That is the stated intended effect, not a measured safety or noise outcome. It also does not mean horns will never sound: the cited county record addresses routine sounding and does not specify exceptions.

The county records reviewed do not give an activation date or confirm that the quiet zone is currently active. Design and construction authorization, grant funding, completed field work and operational activation are distinct milestones; the documents establish the first two, but not the latter milestones. A dated county or village notice would be needed to confirm activation.
