Vietnam had 135 cement products with published environmental product declarations (EPDs) and no concrete products with published EPDs, according to figures presented at a national consultation workshop on 18 August 2026. The figures show progress in cement disclosure, but they also underline how far the construction sector must go before EPDs become routine, comparable and easy to verify.
The figures were presented by Assoc. Prof. Dr. Lương Đức Long, Vice Chairman of the Vietnam Cement Association, and reported in the Vietnam Green Building Council (VGBC) workshop recap. They are not accompanied there by a product list, registry link or underlying dataset, so they should be treated as workshop-reported figures rather than a independently audited national inventory.

What the August 2026 workshop reported
The consultation workshop focused on a draft national standard for product category rules (PCRs) covering cement and concrete EPDs. PCRs define how a product category’s life-cycle assessment is performed, including what information manufacturers collect, how impacts are modeled and which results are disclosed.

The count applies to Vietnam and was discussed in the context of the 18 August 2026 workshop. The recap does not establish which products make up the total, how products were counted, whether every declaration remains current, or whether each declaration has independent verification.

Why cement EPDs matter to construction
An EPD is a standardized disclosure of a product’s environmental impacts over defined life-cycle stages. For designers, contractors and building owners, consistent declarations can support whole-building life-cycle assessment, lower-carbon specification and procurement requirements. They do not, by themselves, prove that one product is better in every project: comparisons are meaningful only when products use compatible PCRs, declared units, system boundaries, data quality and verification rules.

That comparability is especially important for cement and concrete. Cement is an input to concrete, while concrete performance and impacts also depend on mix design, aggregates, transport and the conditions at a particular plant. A large number of cement EPDs therefore does not automatically translate into equivalent disclosure for ready-mixed or precast concrete.

1. Product category rules
The recap identifies gaps in PCRs as a practical barrier. Without agreed category rules, manufacturers may not know which life-cycle modules to report, which declared unit to use or how to treat common cement and concrete processes. The draft-standard presentations reportedly addressed life-cycle scope, declared units, data, modeling and environmental indicators, but the draft text is not linked in the recap and should not be treated as an adopted Vietnamese requirement.

2. Life-cycle inventory data
EPDs depend on life-cycle inventory (LCI) data for materials, fuels, electricity, transport and manufacturing. VGBC lists LCI data gaps among the issues that need attention. In practice, incomplete or inconsistent datasets can make declarations slower to prepare and harder to compare, particularly where plant-specific information is unavailable or suppliers use different measurement conventions.
3. Independent verification
Verification is another identified gap. An EPD normally needs a qualified third party to check whether the life-cycle assessment and disclosure follow the applicable rules. Limited access to competent verifiers can constrain capacity even when a manufacturer has gathered the necessary plant data. The workshop recap does not provide a national verifier list or state how many of the 135 reported cement EPDs were independently verified.

4. Registration systems
Registration makes declarations discoverable and gives users a way to check their scope, validity and supporting information. VGBC cites registration systems as an implementation challenge. The recap does not identify an operational national registry or give a timetable for one, leaving an important practical question for manufacturers and specifiers: where should a completed declaration be published and checked?
How the draft standard is positioned
Presentations at the workshop reportedly explained the draft’s relationship to EN 15804, the core European standard for construction-product EPDs, and to sector-specific standards EN 16908 for cement and EN 16757 for concrete. These references indicate the technical framework discussed by presenters; they do not establish that Vietnam has adopted identical requirements. Until the draft is formally issued, users should distinguish workshop explanations from enforceable provisions.

What manufacturers should prepare now
- Map plant data. Identify energy, fuel, raw-material, process, transport and waste data needed for the life-cycle scope under discussion.
- Check category-rule alignment. Track the national PCR process and confirm the declared unit, life-cycle modules and impact indicators required for the applicable product category once finalized.
- Plan verification early. Allow time for an independent review of calculations, data sources and the final EPD rather than treating verification as a last administrative step.
- Preserve version control. Record production periods, plant boundaries and data-quality assumptions so a declaration can be updated consistently.
- Prepare for registration. Keep the final declaration and supporting evidence in a format that can be submitted to a future or designated registration system.
For policymakers, the workshop’s obstacle list points to a coordinated readiness task rather than a single technical fix: usable PCRs, reliable LCI datasets, sufficient verification capacity and a functioning registration pathway must develop together.
What remains unresolved
The public recap does not provide the product-by-product basis for the 135-cement figure, the current status of those declarations, the verification status of individual products, the text of the draft standard or a launch date for a national registry. It also reports no concrete EPDs. Those limitations mean the August figures are a useful snapshot of disclosed activity, not a complete measure of Vietnam’s entire cement and concrete market or of the emissions performance of the products counted.
