Vietnam has launched a technical-support project to help develop an environmental product declaration (EPD) programme for cement, but a national programme, registry and verification system are not yet established. The effort follows an August 2026 consultation on a draft national standard for cement and concrete. The Vietnam Cement Association reported 135 cement and clinker products with published EPDs as of October 2026; those declarations predate the proposed national framework and should not be mistaken for entries in a national registry.
What Vietnam has launched
A kickoff workshop reported on 12 October 2026 launched the project titled “Hỗ trợ kỹ thuật cho Việt Nam xây dựng chương trình EPD cho sản phẩm xi măng,” or “Technical support for Vietnam to develop an EPD programme for cement products.” The project is intended to help build a programme; the report does not establish that a finished national scheme is already operating. It provides no complete workplan, budget, duration, accountable programme operator or adoption date for a future standard. Source: Vietnam Cement Association statements reported 12 October 2026.

That kickoff is distinct from an earlier standards consultation. On 18 August 2026, the Vietnam Institute for Building Materials (VIBM), under the Ministry of Construction, and the Vietnam Green Building Council (VGBC) held a stakeholder consultation on a draft national standard, “Environmental Product Declarations – Product Category Rules for Cement and Concrete.” The draft and workshop account describe development work, not an adopted standard or completed certification system. What an EPD tells a construction buyer
An EPD communicates environmental-impact information for a product, generally based on life-cycle assessment. Vietnam Cement Association Deputy Chair and Secretary-General Lương Đức Long described EPDs as a tool for disclosing impacts to support assessment and selection of building materials. An EPD is disclosure, not a certification that a product is automatically low-carbon or environmentally preferable. A useful comparison requires products with compatible categories, units, life-cycle boundaries and assumptions.

The August draft-standard discussion covered life-cycle scope, declared units, data, modelling and environmental indicators. VGBC says the technical presentation linked EN 15804 with cement PCR EN 16908 and concrete PCR EN 16757. Product-category rules (PCRs) set consistent calculation and reporting requirements for a category, helping readers interpret declarations on a comparable basis. Source: VGBC workshop account, 2026.
Published EPDs: 135 products, not a national registry
The Vietnam Cement Association reported 135 cement and clinker products with published EPDs, across six named companies. Its figures are a product count, not a count of participating plants and not evidence of a national programme registry. The listed company counts add up to 135:

Why cement declarations matter to decarbonization
VNCA’s account puts the EPD work in a large, emissions-intensive sector. It reported 63 integrated plants and 89 production lines, with installed design capacity of about 126 million tonnes of cement and 113 million tonnes of clinker per year. For 2025, the association reported domestic cement consumption of 75.59 million tonnes and exports of 21.77 million tonnes. These figures describe the sector context cited by VNCA, rather than capacity or output verified by an independent measurement here. Source: VNCA figures reported 12 October 2026.

VNCA also reported average clinker emissions intensity of about 0.91 tonnes of CO₂ per tonne of clinker, with a lowest figure of 0.87 tonnes at one facility. It estimated domestic cement intensity at 0.65 tonnes of CO₂ per tonne, assuming 70% clinker content, and export cement intensity at 0.82 tonnes per tonne, assuming 90% clinker content. These cement figures are estimates tied to those clinker-content assumptions, not universal product values. The association attributed an estimated 95.6% of cement-production emissions to clinker production; within clinker production, it reported 58.74% from raw materials, 36.79% from fuel and 4.47% from electricity. EPDs can make product impacts more visible, but a declaration alone does not lower emissions. The figures and boundaries must be read before using an EPD in procurement, design or carbon accounting. A separate UNIDO initiative announced in March 2026 addresses the sector’s wider decarbonization, but it is not the cement EPD programme. UNIDO said its project with Vietnam’s Ministry of Construction had entered a Detailed Preparatory Phase under the title “Financing Solutions for the Decarbonization of Viet Nam’s Cement Industry.” Its announced scope includes a tailored financing mechanism, low-clinker cement standards, carbon-management tools and green public procurement. UNIDO described cement as approximately 16% of Vietnam’s greenhouse-gas emissions and the sector as the world’s third largest; those are UNIDO’s claims. Source: UNIDO, 16 March 2026.

What still needs to be built
VGBC’s workshop recap identified gaps including PCRs, life-cycle inventory (LCI) data, verification and registration. VGBC describes a broader intended framework for certifying, labelling and promoting low-emission building materials, with PCRs, application and labelling guidance, databases and tools. These are described as framework needs and project direction, not completed components. Source: VGBC workshop account, 2026; VGBC workshop recap, 2026.

How to compare cement EPDs
Until a national framework is finalized, construction professionals should read each declaration’s own scope and status rather than infer equivalence from the EPD label. The workshop topics and PCR references point to the key checks:
Best Value
- High Precision: The bulk density tester for powder provides accurate measurement results. There is a level at the bottom to adjust the level. Attention: Data measurement needs to be conducted in a balanced state
- Measurement Principle: Let the powder fall from a funnel(taper 60°±0.5°,Volume 120ml) at a certain height until the measuring cup(100ml) is filled, and weigh a specific volume of bulk powder, which is the bulk density
- High Quality Stainless Steel: The natural accumulation density tester uses thickened stainless steel material for the volumetric meter, with sufficient wall thickness and hardness, durability, and wear resistance. The measuring frame is made of stainless steel to prevent dust from falling during loading
- Stable Base: The powder stacking density tester adopts a fixed stainless steel base, and the base has triangular adjustable screws that can adjust the height according to needs
- Widely Used: Bulk density meter can measure the density of various powders. For example: metal powder, rare metal powder, alloy powder, soil, dye, abrasive, paint, cement, water sediment powder, etc
- Product category and declared unit: make sure both declarations cover comparable products and report impacts against the same unit.
- Life-cycle scope: check which life-cycle stages or modules are included; a narrower boundary can produce figures that cannot be compared directly with a broader one.
- Plant, geography and data year: identify the producing facility and region and the reference year of primary data.
- Clinker ratio and supplementary materials: these affect cement composition and are important context for interpreting impacts.
- Indicators and assumptions: compare the environmental indicators reported and the calculation and modelling assumptions behind them.
- PCR, standard and status: check the PCR and standard version, whether independent verification is stated, and the programme or registry under which the declaration was published.
The cited workshop accounts do not publish enough detail from individual declarations to support a like-for-like product ranking. A lower figure is meaningful only when the category, unit, scope and assumptions are sufficiently aligned.
