The tallest proposed tower is a 1,033-foot hotel inspired by glass sea sponge reefs off British Columbia; the developer’s reported estimate puts the start of construction four or five years away, with no confirmed start date.
What is proposed for downtown Vancouver?
Holborn Group’s mixed-use proposal spans three sites: 501 and 595 West Georgia Street and 388 Abbott Street. Henriquez Partners Architects lists residential, social-housing, hotel and retail uses across a total project area of 3,426,000 square feet. The project page describes the Abbott Street site as a social-housing tower. Henriquez Partners’ project description
CityNews reports almost 2,000 proposed homes across the project, including a standalone 378-unit social-housing building on Abbott Street. It also reports a 920-room hotel in the planned tallest tower. These are proposed figures, not completed housing or hotel capacity. CityNews’ report on the rezoning vote
Construction Canada describes the proposal as one 79-storey tower and two 68-storey towers. Henriquez Partners’ site descriptions distinguish the West Georgia sites from the Abbott Street social-housing site, so the accounts should not be read as a final construction-ready tower schedule. Significant work remained after rezoning approval, according to Construction Canada. Construction Canada’s coverage

Why is the tallest tower inspired by a glass sea sponge?
Henriquez Partners says the design takes inspiration from rare, ancient glass sponge reefs off British Columbia’s coast. The firm describes the sponges as filtering water and supporting underwater life, and points to their crystalline appearance and strong, lightweight structure as architectural references. It says the tallest tower’s diagrid exoskeleton recalls the sponge’s grid-like pattern. These are the architect’s design explanations, not independent verification of the tower’s structural performance or environmental effects. Henriquez Partners’ project description
The architect’s page also presents the project’s cultural approach as part of its design. It quotes Gordon Grant, identified as Cultural Consultant and Councillor, Musqueam Indian Band: “The project will showcase a genuine and informative act of Truth and Reconciliation. [It] will provide a platform for Musqueam, Squamish and Tsleil-Waututh artists to display a small piece of rich and powerful cultures that all of the nations can be proud of.” The statement is Grant’s; it should not be taken as speaking for all three Nations. What does rezoning approval mean—and what happens next?
The July 27, 2026 council decision approved rezoning, an important land-use step. It does not establish that building permits have been issued or that construction has started. CityNews reports that developers suggested it could be four or five years before shovels hit the ground. That is an estimate, not a confirmed schedule; Construction Canada likewise reported that significant work remained after the vote. CityNews · Construction Canada
The project is also moving forward while the City reviews its Higher Buildings Policy. Vancouver says the policy was adopted in 1997 and last updated in 2018; after public engagement in April and May 2026, the City expects to share draft policy approaches for further public input in early 2027. The cited City information does not say that the review suspended or invalidated this rezoning decision. City of Vancouver: Higher Buildings Policy

What concerns did critics raise?
Before the vote, Unite Here Local 40 hospitality workers protested, arguing that megaprojects could worsen working-class displacement and that the proposal did not provide enough affordable housing, according to CityNews. These are the union’s concerns, not established outcomes of the project. Councillor Pete Fry also criticized advancing the proposal before the higher-buildings analysis was complete, CityNews reported. CityNews’ report on the vote and public debate

The sea-sponge reference describes an architectural concept. Henriquez Partners also uses net-zero-carbon-operation language for the project, but that is a project claim rather than a verified performance result. The cited project and news coverage do not establish independent environmental-performance findings or measured economic and demographic impacts. Henriquez Partners’ project description
