Researchers at the University of Washington and Microsoft have developed a laboratory cement formulation containing dried, powdered green seaweed biomass. In a peer-reviewed study published in Matter on July 8, 2025, the selected formulation met the study’s compressive-strength requirement while showing a reported 21% reduction in global warming potential (GWP).
That is a promising materials-discovery result—not proof of permanent carbon removal, a finished concrete product or a cement that is currently available for construction projects.

The short version
- The material is a cement formulation, not finished concrete. Concrete also contains water, sand, coarse aggregate and often chemical admixtures.
- The biological ingredient was dried and powdered macroalgal biomass. UW coverage identifies it as Ulva, a green seaweed.
- Seaweed was incorporated in place of part of the cementitious formulation; the researchers did not replace all cement with seaweed.
- The reported climate result was a 21% lower global warming potential.
- The selected mixture met a compressive-strength target in laboratory testing.
- Machine learning guided which formulations to test next. Researchers still made, cured and physically tested the samples.
- The work does not establish permanent carbon storage, long-term field durability, building-code compliance or commercial availability.
The underlying study is available through the Matter paper, with additional technical information on Microsoft Research’s publication page and the University of Washington’s announcement.
Why reducing cement emissions matters
Cement is the hydraulic binder that reacts with water and hardens. It is one component of concrete, but cement production is responsible for a substantial share of construction-related greenhouse-gas emissions.

There are two major sources of emissions in conventional cement manufacture:
- Fuel and process energy: Raw materials must be heated to very high temperatures in a cement kiln.
- Calcination: Limestone is chemically decomposed to make clinker, releasing carbon dioxide as part of the reaction itself.
The University of Washington says cement production accounts for as much as 10% of worldwide carbon dioxide emissions. The exact figure varies depending on whether a calculation covers cement alone, the wider concrete sector or related construction activity, but the central point is consistent: lowering the amount or carbon intensity of cement can materially reduce the climate impact of concrete.

The UW–Microsoft work uses whole algal biomass rather than treating seaweed as a decorative additive. The seaweed is dried, powdered and incorporated into a cementitious formulation as part of a partial substitution strategy.
Seaweed is attractive for several potential reasons. As a photosynthetic organism, it absorbs carbon dioxide while growing. Some forms can also be cultivated without conventional cropland or freshwater used for irrigation. In principle, biomass could therefore provide a lower-impact input while reducing the quantity of higher-emission cement needed for a given formulation.
But seaweed is not automatically a climate-positive material. Its environmental performance would depend on whether it is farmed, harvested as waste or collected as nuisance biomass; how much energy is used to remove water; how it is dried and ground; how far it travels; and whether it contains salts, metals, sand or other contaminants.

What “carbon-trapping cement” gets right—and wrong
“Carbon-trapping cement” is an attention-grabbing description, but it needs an immediate qualification.
The researchers reported a 21% reduction in global warming potential. GWP is a life-cycle metric that compares the heat-trapping effects of greenhouse gases with carbon dioxide under a specified assessment framework. A lower GWP can result from avoiding emissions associated with conventional cement, accounting for biomass inputs and other life-cycle factors.
That is not the same as proving that the product permanently removes 21% more carbon dioxide from the atmosphere. Carbon uptake during seaweed growth, avoided cement emissions, lower life-cycle GWP and permanent carbon storage are separate claims.
Permanent carbon removal would require evidence about the fate of the biomass-derived carbon over the service life and end-of-life of the material, along with a defined accounting method. The public research summaries do not establish that the formulation is carbon-negative or a verified carbon-removal technology. “Seaweed-enhanced, lower-carbon cement” is the more precise description.

How machine learning accelerated the search
Machine learning did not manufacture the cement or replace laboratory testing. It helped the researchers choose more promising experiments.
The reported closed-loop process worked broadly as follows:
- The team began with an initial set of 24 cement formulations.
- Researchers made the samples and measured properties such as compressive strength as they cured.
- A custom machine-learning model used those measurements to predict which mixtures were likely to perform well.
- The model recommended additional formulations for physical production and testing.
- New results were fed back into the model, creating a repeated experiment–prediction cycle.
- The system used predicted strength development and early-stopping criteria to avoid waiting unnecessarily for every candidate to complete a full curing sequence.
The optimization reached a strength-compliant formulation within 28 days, and Microsoft reports that it achieved 93% of the achievable GWP improvement under the study’s optimization procedure while meeting the strength criterion.
The significance is methodological as much as material-specific. Cement formulation involves many interacting variables, and machine learning can reduce the number of unattractive mixtures that researchers must produce and test. It does not remove the need for physical validation, long-term testing or engineering qualification.

“Met the strength requirement” is not the same as proving equivalence for every structural application. A particular compressive-strength result under a particular test condition does not establish suitability for reinforced concrete, bridges, high-rise construction, marine structures or other demanding uses.
What remains unproven
Before a seaweed-containing cement could be specified for mainstream construction, engineers and regulators would need much more evidence, including:
- Compressive strength at 1, 7, 28, 90 and 365 days.
- Tensile and flexural strength, modulus of elasticity, shrinkage and creep.
- Hydration kinetics, setting time, workability and air entrainment.
- Water absorption, permeability and resistance to freeze–thaw cycling.
- Chloride penetration, reinforcement-corrosion behavior and sulfate resistance.
- Alkali–silica reaction, fire and high-temperature performance.
- Compatibility with commercial admixtures and supplementary cementitious materials.
- Batch-to-batch consistency across seaweed species, seasons and collection sites.
- Large-scale mixing, pumping, placement, finishing and curing performance.
- Compliance with applicable cement, concrete and building standards.
The 28-day figure describes the duration of the formulation-optimization workflow. It does not mean that 28 days of testing established decades of service life.

The laboratory result is only part of the environmental calculation. Commercial performance would depend on the entire feedstock chain:
- Source: Farmed seaweed, beach-cast material and waste biomass can have very different impacts.
- Water removal: Wet seaweed contains substantial water, so drying may require significant energy.
- Processing: Grinding, screening and contaminant removal add energy and equipment requirements.
- Transport: A long journey from coast to cement plant could erode the benefit.
- Consistency: Salt, ash, metals, sand and changing chemical composition could affect the mix.
- Ecology: Large-scale cultivation could have marine-use, nutrient and habitat consequences.
- End of life: The fate of organic carbon in the hardened material must be considered separately from carbon uptake during growth.
A credible comparison should also make clear whether it compares equal-strength materials, equal volumes of concrete or equal structural performance. A lower-GWP binder is not automatically a lower-impact project if it requires more material or fails to meet the same service requirements.

Manufacturing and construction questions
Even if durability testing is successful, adoption would require practical answers. Can the powdered biomass be stored without moisture problems, mold or odor? Can existing cement and ready-mix facilities handle it? Does it alter setting time, workability, finishing or pumping? How will suppliers control composition when the feedstock changes by location and season?
Early applications may be easier in controlled products such as precast units, masonry products, paving or nonstructural components than in high-consequence structural work. That is a possible deployment pathway, not an established recommendation for this formulation.

How it compares with other lower-carbon cement routes
| Approach | Main mechanism | Central maturity question |
|---|---|---|
| Seaweed-enhanced cement | Biomass incorporation and partial cement substitution | Can feedstock consistency, processing and durability be controlled? |
| Slag, fly ash and calcined clay | Supplementary binders reduce reliance on clinker | Are suitable materials available locally and in sufficient quantities? |
| Limestone-calcined-clay cement | Uses lower-clinker binder chemistry | Can plants and specifications adopt the formulation at scale? |
| Carbon curing | Injects carbon dioxide that can become mineralized in concrete | Which products qualify, and how is the stored carbon accounted for? |
| Electrochemical cement | Uses an alternative process intended to reduce conventional calcination emissions | Can the technology reach competitive cost and industrial scale? |
| Mix optimization | Uses less cement while preserving required performance | Will specifications and structural limits permit the redesigned mix? |
The seaweed approach should therefore be judged against alternatives on more than its headline percentage: maturity, regional availability, cost, durability, standards, infrastructure and independently verified life-cycle performance all matter.
What happens next?
The research team’s broader concept is to use biological materials—including other algae and potentially food waste—as inputs for lower-impact cementitious materials. The machine-learning workflow could help explore those options more quickly than conventional sequential trial and error.
For the specific seaweed formulation, the next meaningful steps are independent replication, extended durability testing, pilot-scale production, supply-chain life-cycle assessment and code or standards evaluation. Until those steps are completed, the result belongs in the category of promising early-stage materials research.
