The right sequence depends on the cause: flood cleanup guidance does not automatically apply to fire, smoke, or storm damage.
What property damage restoration involves
Restoration is not simply removing visible water or repairing what can be seen. Depending on the event and its extent, the work may include safe reentry, water removal, removal of materials that cannot be cleaned and dried, cleaning, drying, repairs to electrical, plumbing, HVAC, or structural systems, and checks that the building is safe to occupy.
For a flooded home, the U.S. Environmental Protection Agency (EPA) recommends drying as quickly as possible, ideally within 24–48 hours. This is practical flood-recovery guidance, not a guarantee that hidden moisture or mold will be prevented, and not a universal deadline for every type of damage. See the EPA flooded-home guidance.
Fire recovery has distinct concerns, including smoke and soot, and should not be treated as flood cleanup. The U.S. Fire Administration provides fire recovery resources covering topics such as the first 24 hours, insurance, valuing property, replacing documents, and salvage.

For HVAC assessment after water, fire, or mold events, the Institute of Inspection, Cleaning and Restoration Certification (IICRC) identifies S590 as a technical standard. Its overview says revision work has begun on the 2023 edition; that overview alone does not establish the standard’s detailed requirements.
What to do first after damage
- Wait for clearance before entering. Follow local authorities’ instructions. After flooding, do not enter until officials or qualified professionals say it is safe. Be alert to structural damage and make sure electricity is off before entering a flooded area.
- Document the damage when safe. Photograph or video affected rooms, belongings, and exterior damage before discarding or cleaning items. Record useful appliance details, including make, model, and serial number, and keep receipts for purchases, repairs, and replacements. FEMA’s damage-documentation guidance recommends organizing records room by room.
- Contact your insurer promptly. Ask which policy applies, what documentation is required, and which deadlines apply. Coverage and deadlines depend on policy terms and applicable law. The Consumer Financial Protection Bureau’s disaster guidance explains steps for starting a claim and documenting repairs.
- Check building systems before using them. Have electrical, gas, water, HVAC, and structural systems assessed by qualified providers when needed. FEMA advises consulting the insurer or adjuster before signing cleanup, remediation, or maintenance agreements.
- For flooding, remove water and dry affected areas promptly. Once the building is safe, remove standing water and wet materials, clean affected surfaces, and dry the home and contents. Do not turn on HVAC until cleanup, drying, required repairs, and remediation are complete.
Is it safe to clean up yourself?
There is no universal size threshold that determines whether flood cleanup is a DIY job. Base the decision on hazards, contamination, building condition, affected systems, and your health and capacity. Floodwater and debris may contain sewage, chemicals, mold, or damaged building materials; electrical and structural hazards can make entry unsafe.

- Keep children and pets away from damaged materials and spilled chemicals. Do not touch floodwater if it can be avoided, and never combine leaking or damaged chemicals.
- Older buildings may contain asbestos or lead. Get appropriate qualified advice before disturbing materials that may contain them.
- People with breathing problems or weakened immune systems should stay away from moldy sites. Children and older adults should not take part in disaster cleanup.
- For flood cleanup, EPA lists minimum protective equipment including an N95 respirator, goggles without holes, gloves, clothing covering exposed skin, and boots or waders where standing water is present. This equipment does not make an unsafe site safe or replace qualified help when conditions require it.
Consider hiring qualified help if the site is unsafe, contamination or mold is present, building systems are damaged, or the work is beyond your abilities. EPA notes that a restoration or remediation professional may have certification, training, or experience in water damage restoration, mold removal, or building drying. EPA does not certify contractors or maintain a contractor list.
How to choose a restoration contractor
Requirements vary by state and locality, so check applicable licensing rules and verify a contractor’s insurance. Ask about relevant training and experience, request references, and get the proposed work in writing before authorizing it.

- Confirm the contractor has relevant experience with your damage type and the affected building systems.
- Request a written scope of work, estimate, and timeline. The scope should explain how cleanup and drying will be handled, not just list visible repairs.
- Ask how the contractor will address materials that cannot be cleaned and dried and how completion will be checked.
- Coordinate with your insurer or adjuster before signing cleanup, remediation, or maintenance agreements.
EPA identifies IICRC, the National Environmental Health Association (NEHA), the American Industrial Hygiene Association (AIHA), and the American Council for Accredited Certification (ACAC) as organizations that may be relevant to professional training or certification. These are not government EPA certifications, and EPA does not endorse a specific contractor.
How to document the loss and handle insurance
Keep a record of the damage and recovery work. Photograph or video before and after repairs you perform yourself, save receipts, and organize evidence by room or affected area. Contact the insurer to start a claim and ask what policy applies, what records are needed, and what deadlines govern your claim. If a claim is denied, CFPB advises asking for the reason in writing.

Do not assume a particular cleanup or repair will be reimbursed. Coverage depends on the policy and applicable law. FEMA’s documentation guidance also recommends reporting the loss, recording large-appliance details, and keeping receipts.

Visible water being gone is not enough to show that recovery is complete. For flooded homes, EPA’s readiness guidance calls for removing materials that cannot be cleaned and dried, replacing essential equipment, drying the home and its contents, and cleaning remaining surfaces. The EPA states: “After remediation, there should be no signs of water damage or mold growth.”

If mold or musty odors remain, or residents experience worsening asthma, allergy symptoms, or irritation after returning, more work may be needed. EPA says mold sampling is not usually recommended; careful inspection and attention to visible contamination, dust, odors, and moisture are more useful. After the home is clean and safe, EPA advises keeping indoor humidity below 60 percent, ideally between 30–50 percent. Those are guidance levels for this situation, not proof that a building is dry or a substitute for fixing the moisture source. A household dehumidifier may help monitor or manage humidity, but it does not replace water removal, cleaning, repairs, or remediation.
