Western Australia’s Metro Outer Development Assessment Panel approved a proposed McDonald’s at 10 Enterprise Avenue, Two Rocks, on 11 September 2024. The proposal was described as a 24-hour restaurant, but the approval does not establish that the venue was built, opened or trades around the clock.
What did the planners approve?
The Metro Outer Development Assessment Panel (DAP) unanimously approved the proposed restaurant on 11 September 2024, according to PerthNow’s report. The City of Wanneroo’s Responsible Authority Report recommended approval. PerthNow put the proposed development cost at $3 million.
The planning department’s DAP agenda material identifies the proposal as a McDonald’s restaurant on Lot 9703, 10 Enterprise Avenue. The available reporting does not establish whether construction later proceeded, whether the approval was amended, or whether the restaurant opened.
How close would it be to King Neptune?
The sources give different approximate distances, and neither should be treated as a definitive surveyed measurement. PerthNow reported that the restaurant site was 150 metres from King Neptune. The DAP agenda search-result text put the statue about 130 metres north of the site. The difference may reflect different measurement points or methods.

PerthNow also reported that a Woolworths supermarket had been approved between the restaurant and the statue. Supporters argued that it would limit effects on views, and presiding panel member Eugene Koltasz was quoted as saying the restaurant would be well removed from King Neptune once Woolworths was built. That was an expectation about a planned intervening development, not confirmation that it was completed.
What was proposed for the site?
PerthNow described a 380-square-metre restaurant with 22 parking spaces, including one ACROD accessible bay. The article characterised it as the only fast-food venue in Two Rocks. Its 24-hour description concerned the proposal; available sources do not verify actual operating hours or final approval conditions.

Planning Solutions principal Marc Re, representing the development, called it “not a standard McDonald’s development” and said it had been designed to blend with its coastal surroundings. He also said, “The Two Rocks town centre is experiencing change and transformation into a district centre.” These were the applicant’s representative’s arguments, not independent findings about the design.
Why did residents object?
Reported objections focused on the possible effects of a restaurant near homes, open space, a skate park, the beach, marina and heritage precinct. Concerns raised included:

- young people’s access from a nearby open space and skate park; and
- whether the area’s heritage significance had been adequately considered.
Ward councillor Alex Figg suggested limiting the restaurant’s hours to 5 a.m. to 11 p.m. That was a suggestion during the planning debate, not an established condition of approval. PerthNow reported that the City’s assessment found the proposal generally compliant with applicable planning requirements and that the City recommended approval.
How many objections were there?
Published figures refer to different materials or stages of the process. They should not be added together or treated as a single count.

The Heritage Council of Western Australia’s inHerit record for the Two Rocks Marina Precinct connects the area’s history to Bond Corporation’s 1970s and 1980s efforts to promote tourism and commercial enterprise. The precinct record names the former Atlantis Marine Park, King Neptune, other sculptures by Mark Le Buse, the marina, shopping centre and tavern, and the former Sun City land sales office. It describes King Neptune as a prominent landmark with social significance to the Two Rocks community.

The record says Atlantis Marine Park work began in 1981, the park opened on 26 December 1981 and it closed in 1990. It describes King Neptune as a 10-metre sculpture designed by local artist Mark Le Buse, and records that more than one million visitors had entered the park by 1982. Those historical details and visitor figures are from the Heritage Council record, created in 2007 and last updated in 2020.
What does “heritage-listed” mean here?
The planning agenda material says the development site formed part of the area listed as the Sun City Precinct, Two Rocks, and includes a heritage impact assessment. It also says King Neptune is outside the restaurant development footprint. PerthNow reported that the area was identified as an area of State heritage significance in late 2022.
Those descriptions should not be conflated with the status of every related place. The Heritage Council page opened for the Two Rocks Marina Precinct (place number 17953) displays no statutory listings for that record and names Sun City Precinct, Two Rocks as a child place. The records concern distinct places, so these statements alone do not establish the exact current legal listing status of King Neptune or the wider precinct.
