Perini Management Services, a Tutor Perini subsidiary, and Skanska have won two separate waterfront construction awards with a combined reported value of $586 million. The projects are a roughly $315 million fuel pier and cutter mooring at Coast Guard Base Kodiak, Alaska, and Skanska’s $271 million homeport pier replacement at Naval Station Newport, Rhode Island. The Newport contract is with NAVFAC Mid-Atlantic, not a direct Coast Guard award.
How the $586 million total breaks down
The combined figure is the sum of the two reported U.S.-dollar award values: approximately $315 million for Kodiak and $271 million for Newport. Skanska also reported its own contract as about SEK 2.5 billion. These are separate projects, with different contracting relationships and scopes.

What is planned at Coast Guard Base Kodiak?
A fuel pier and mooring for major cutters
The Coast Guard announced that it awarded the Kodiak contract to Tutor Perini on September 11, 2026. Tutor Perini’s October 5 announcement identifies its subsidiary, Perini Management Services, Inc., as the unit awarded the approximately $315 million project. The stated aim is to expand dock capacity to provide up to two major cutter berths.

Additional waterfront and utility work
The scope includes unexploded ordnance removal, waterfront improvements, a new fueling utility building, utilities, cutter shore ties and other site amenities. Tutor Perini said design work began in late September 2026 and forecast substantial completion in September 2030.
What is planned at Naval Station Newport?
A replacement pier for four Coast Guard cutters
Skanska announced on October 2, 2026, that it had signed a USD 271 million contract with NAVFAC Mid-Atlantic to build a new homeport pier at Naval Station Newport. The work replaces existing Pier 1 with a facility designed to berth four U.S. Coast Guard Offshore Patrol Cutters. Because the contract is with NAVFAC Mid-Atlantic, the Newport job supports Coast Guard vessels at a Navy installation but should not be described as a direct Coast Guard contract.

Utilities, bulkhead and dredging
Skanska’s stated scope includes new substations, water and wastewater connections, compressed air, a new bulkhead, site improvements, dredging and underground utilities. The company said work had begun and anticipated completion in March 2030. It planned to include the contract in its U.S. order bookings for the third quarter of 2026.
