The schedule is tentative: the project was still in preliminary engineering design, and Iraq had separately described its proposed export route through Banias as under study. No construction start, final route, financing package or construction contract is established.
What was announced about the start date?
Qablawi made the forecast at the Energy Intelligence forum in London. He said work was underway to prepare Baniyas port to receive Iraqi crude, while the pipeline project remained at the preliminary engineering-design stage. The report paraphrases his remarks; it does not provide a verified verbatim English quotation. Aljarida’s Reuters-attributed report describes the possible first-quarter start.
“Could begin” is the important qualification. The statement is a forecast, not a confirmed construction date, evidence that construction has begun or a guarantee that work will start in Q1 2027.
What pipeline is being planned?
The current proposal is described as rehabilitation of the historic Kirkuk–Baniyas corridor, with work centered on the Haditha–Baniyas section and connections to Iraqi oil infrastructure. The historic line carried crude from Kirkuk across Syria to Baniyas. SANA reports that it entered service in 1952, was approximately 895 kilometers long and had annual transport capacity of 13.5 million tons, citing a United Nations report whose year is not specified in SANA’s account. The line fell out of service after damage during the 2003 Iraq War. SANA’s project account provides the historical figures.

Those historic measurements should not be confused with the much larger capacity now being discussed. SANA also gives a historic construction cost of about $115 million and reports 23 storage facilities with combined capacity of 575,000 tons; its account does not specify the year or source attribution for those figures. They are not estimates of the current rehabilitation cost or a confirmed description of present facilities.
Why Iraq’s route is not yet settled
An Iraqi Oil Ministry spokesperson told the Iraqi News Agency in June that the proposed export pipeline via Banias remained under study. The spokesperson described a connected Basra–Haditha pipeline as a necessary first step before planning an alternative route and said a feasibility study would be conducted. This points to a related Iraqi segment and prerequisite, not proof that Iraq and Syria have settled a single final route and scope. The Iraqi News Agency report sets out that position.

What agreements and capacity figures exist?
In July, Syria and Iraq signed a memorandum concerning pipeline rehabilitation. Syrian Petroleum Company CEO Youssef Qablawi signed for Syria with Basim Abdul Karim Nasser, CEO of Basra Oil Company, representing Iraq. Qablawi also signed a separate memorandum with an international consortium comprising Chevron, UCC Holding and TI Capital. SANA says the consortium is to prepare technical and financial studies and an implementation framework. These memoranda establish cooperation and study arrangements; they do not establish that financing, final commercial terms or a construction award are complete. SANA’s account describes the agreements.
The Syrian government and the U.S. State Department have described an initial capacity of about 2 million barrels per day after rehabilitation. That is a planned capacity, not present throughput or a guarantee of what an operating pipeline will deliver. The State Department characterized the initiative as a priority infrastructure project and said a U.S.-led international consortium would execute technical and financial aspects. Those are the department’s descriptions, not independently verified operational outcomes. The State Department statement gives its account of the project.

What Baniyas is already handling
Baniyas has a role in current oil and fuel logistics, but that does not mean the proposed pipeline is operating. The Associated Press reported on 29 September 2026 that Iraqi crude had been transported through Baniyas by road for months. It also reported that Iraq began importing gasoline via Syria under a three-month arrangement: Qatar-based UCC purchases the gasoline, Syria manages transport and receives transit fees, and the fuel travels overland from the port to Iraq. These road movements provide context for port preparations, but are separate from pipeline construction and operation. The Associated Press report describes the arrangement.

What remains to be established
- Route and connections: The relationship between the Basra–Haditha link and the Haditha–Baniyas rehabilitation still needs to be resolved through engineering and feasibility work.
- Project maturity: Preliminary design and memoranda are not the same as completed feasibility studies, final financing, a construction contract, active construction or an operating pipeline.
- Capacity in practice: The stated 2 million barrels per day is an expected initial capacity after rehabilitation. Actual throughput is not established.
- Commercial terms: Transit fees, revenue sharing and other final operating arrangements have not been established in the available project accounts. Potential export, port, storage and logistics benefits for Iraq and Syria depend on those arrangements.
- Schedule: Q1 2027 is a possible start window reported by Qablawi, not a binding timetable.
