Texas State Technical College’s new Electrical Construction program was full when KSLA reported on it October 5, 2026. TSTC hoped to offer the program again in the spring, but that was an intention—not a confirmed start date. Prospective students should check TSTC’s Electrical Construction program page for current registration and campus availability.
Is TSTC’s electrical program full, and when could it start again?
KSLA reported that the new program had filled its available seats as of October 5, 2026. The college hoped to run it again in the spring, according to KSLA, but the report did not establish a registration date or confirm that a spring cohort was scheduled. Availability may differ by campus and can change, so check TSTC directly before making plans.
What the one-year certificate teaches
TSTC describes Electrical Construction as a one-year certificate pathway with hands-on instruction spanning residential, commercial, and industrial electrical work. The curriculum includes electrical theory, planning and estimating, blueprint reading, tool use, and safety, including OSHA standards. TSTC lists the program at Fort Bend County, Harlingen, Marshall, and Waco; students should confirm which campus is accepting applicants and what delivery format is available.
Training is intended to connect classroom knowledge with practical work. Keysha Fonteneaux, an Electrical Construction instructor at Fort Bend County, said, “New graduates will have an advantage when they start their careers because they were trained in a hands-on lab setting.” TSTC says employers seek entry-level workers who can work safely, read blueprints, use tools, troubleshoot basic electrical problems, and communicate on jobsites.

What the licensing pathway does—and does not—promise
Do not confuse program completion with an automatic journeyman license. Although KSLA’s headline and standfirst referred to a journeyman test, its article body quoted instructor Darrell Godfrey discussing a residential wireman test. TSTC’s announcements also describe a possible route to the State Residential Wireman exam, not automatic journeyman status.
TSTC says House Bill 1391 created a pathway under which eligible students who complete all requirements of a Texas Department of Licensing and Regulation (TDLR)-approved career and technical education program may be allowed to take the State Residential Wireman exam. They must still meet applicable eligibility requirements and pass the exam to receive a license. TSTC describes this as an alternative to the 4,000 verifiable supervised on-the-job training hours otherwise required to apply for that residential wireman exam.

That route is conditional: program approval, completion of all requirements, exam eligibility, and passing the exam all matter. The Texas Register’s June 26, 2026 adopted-rules material describes safeguards under the JEEP framework, including intensive hands-on learning, licensed instructors, master electrician supervision of hands-on electrical work, and program audits. Classroom and lab training should not be treated as eliminating the need for supervised real-world experience. The sources cited here do not establish TSTC’s exact current approval designation under those rules; ask TSTC and TDLR to confirm a student’s eligibility and the applicable requirements.
Why the program is drawing attention
TSTC attributed a projected 20.3% increase in electrician demand to the Texas Workforce Commission in a May 20, 2026 announcement. The announcement does not state the projection’s base year or forecast period, so the percentage should not be read as a dated hiring guarantee. Separately, instructor Darrell Godfrey told KSLA, “I think there’s just a great demand for the trades right now.” He also said, “AI cannot replace an electrician, a plumber, or a heat and air guy.”

Regional growth is part of TSTC’s rationale for the program. Shawn McNeil, TSTC Electrical Construction program team lead at Fort Bend County, said, “Fort Bend County and the Houston area are continuing to grow rapidly, and with that growth comes a strong demand for skilled electricians.” At Harlingen, program team lead Jorge Cabrera said, “Our curriculum will align with the Texas Department of Licensing and Regulation (TDLR) requirements, OSHA (Occupational Safety and Health Administration) 30-hour training safety standards and industry certifications while emphasizing workforce readiness, safety and employability skills.”
