Adani Power and Bhutan’s state-owned Druk Green Power Corporation (DGPC) have signed a shareholders agreement for the 770 MW Chamkharchhu-I hydropower project in central Bhutan. Construction is expected to begin in the first half of 2027, with commissioning targeted within six years of groundbreaking, according to Adani Power’s 6 October 2026 announcement. Those dates are targets, not completed milestones.
What the agreement covers
The agreement sets out a 49:51 equity partnership: Adani Power will hold 49% and DGPC 51%. The project is planned under a Build, Own, Operate and Transfer (BOOT) model, with an announced 30-year concession period starting from the commercial operation date.
The companies describe Chamkharchhu-I as a 770 MW peaking run-of-river hydropower project on the Chamkarchhu River in Zhemgang District, central Bhutan. The project description and commercial terms are those announced by the partners; the release does not establish that financing, approvals or construction are complete.
Construction schedule and project status
Adani Power says construction is expected to start in the first half of 2027. Commissioning is targeted within six years of groundbreaking. Because the commissioning period is counted from groundbreaking, it is not a fixed calendar date; the announcement does not confirm that groundbreaking has occurred.

Why the companies say the project matters
The partners say the project is intended to strengthen Bhutan’s clean-energy generation and winter energy security. They also expect it to create an opportunity to optimize and export surplus clean power to India in summer. These are the companies’ stated aims, not independently verified estimates of future generation, exports or effects on energy security.
How Chamkharchhu-I fits the wider partnership
Chamkharchhu-I follows the partners’ agreement for the 570 MW Wangchhu project, announced in September 2025. Adani Power described Wangchhu as a peaking run-of-river project intended to support Bhutan’s peak winter demand and export power to India in summer. The available announcements do not establish that the two projects have the same financing, construction status or power-sale terms.

In May 2025, Adani Group and DGPC announced a broader 5,000 MW hydropower development memorandum of understanding covering hydropower and pumped-storage projects. The 5,000 MW figure refers to that wider programme, not to Chamkharchhu-I. Adani Power’s October 2026 announcement says the partners continue to evaluate further opportunities under the programme.

What the announcement does not establish
The project announcement does not state Chamkharchhu-I’s financing amount or structure, executed power-purchase terms, completed environmental approvals, independently reviewed feasibility, or actual construction progress. A power-purchase understanding reported for Wangchhu concerns that separate project and should not be treated as a Chamkharchhu-I term.
