TRISO-X has completed the primary building structure of TX-1, its advanced nuclear fuel fabrication facility in Oak Ridge, Tennessee. Announced on September 24, 2026, the milestone marks the end of vertical construction—not the completion or opening of the plant. Interior buildout, fuel-fabrication equipment installation and supporting facilities remain ahead. TRISO-X’s announcement describes the next phase.

What does “topped out” mean for TX-1?

In this announcement, “vertical construction complete” means the primary building structure is finished. It is a construction milestone, not evidence that TX-1 is ready to manufacture fuel. Work still includes interior buildout, installation of fuel-fabrication equipment and construction of supporting facilities, including an adjacent graphite matrix powder building.

Joel Duling, TRISO-X president, called the milestone “a major milestone for TX-1 and another tangible demonstration of the progress our team is making in Oak Ridge.” That is the company’s characterization of the achievement; the practical distinction is that the building shell is complete while substantial fit-out and commissioning work remain.

What is TX-1 designed to produce?

TX-1 is a 214,000-square-foot facility being developed by TRISO-X, a wholly owned subsidiary of X-energy, to fabricate the company’s TRISO-X fuel for advanced reactors. TRISO fuel uses coated particles incorporated into fuel forms; the U.S. Department of Energy describes X-energy’s fuel as designed to withstand extreme temperatures and retain fission products under reactor conditions. Those are design objectives and should not be read as an assurance for every possible operating condition.

TRISO-X projects that, once operational, TX-1 could produce approximately 700,000 fuel pebbles annually, equivalent to 5 metric tons of uranium, with enough projected capacity to fuel up to 11 Xe-100 reactors. These are company estimates of future capacity, not measured production. DOE’s November 2025 account says Clark Construction received a $48.2 million award for vertical construction through the Advanced Reactor Demonstration Program, which DOE described as providing up to 50% cost sharing with X-energy for the Xe-100 demonstration project, including TX-1. That is historical project background, not a current construction-cost update. DOE’s account provides that context.

Is TX-1 licensed, qualified or operating?

These are different steps. TRISO-X reported that the Nuclear Regulatory Commission granted TX-1 a 40-year Special Nuclear Material License earlier in 2026, which the company characterized as the first Category 2 fuel-fabrication license issued for HALEU processing. A license establishes regulatory authorization under its terms; it does not mean the facility is built out, commissioned, producing fuel or that its fuel has completed commercial qualification.

In an August 24, 2026 update, TRISO-X said construction was advancing to its next phase. The company also reported that irradiation testing at Idaho National Laboratory was ongoing to support commercial fuel qualification, and that it had extended its research relationship with Oak Ridge National Laboratory. The September 24 construction announcement does not establish a current date for TX-1 to begin producing fuel. The August construction and license update describes the reported status.

Which reactor project is the initial intended customer?

TRISO-X says TX-1 is being developed initially to support X-energy’s proposed Xe-100 deployment at Dow’s UCC Seadrift Operations site in Texas. X-energy has proposed other Xe-100 projects, including projects involving Energy Northwest, Amazon and Centrica, but the cited company updates do not establish that TX-1 will supply all of them. A factory’s projected capacity should not be confused with confirmed fuel allocations or operating reactor deployments.

How does TX-1 fit into Oak Ridge expansion plans?

TRISO-X reported in August 2026 that it added approximately 70 acres to its Oak Ridge campus, bringing the overall site footprint to approximately 180 acres. The company describes TX-2 and TX-L as planned facilities; they are not completed plants. Tennessee’s Department of Economic and Community Development reported 1,140 planned new jobs tied to the broader facility, research and development expansion, while noting that project scope was still being determined. These are plans, not a count of current jobs created. TRISO-X’s campus update and the state’s employment announcement give the respective figures.

What the construction milestone does—and does not—show

TX-1 is a substantial new factory shell intended to add U.S.-based capacity for a specialized advanced-reactor fuel. Whether that prospective capacity becomes a dependable supply source depends on finishing construction, installing and commissioning equipment, qualifying fuel, and achieving production. TRISO-X has identified possible risks including construction delays or cost increases, licensing or approval changes, supplier constraints and first-of-a-kind challenges in its September announcement. The milestone is meaningful progress, but it does not resolve those remaining steps.
