A November 2024 report described plans for three towers beside Yagan Square and Edith Cowan University’s Perth City Campus: student accommodation, build-to-rent apartments, and a hotel with short-stay accommodation. The plans were presented as part of the wider Perth City Link precinct, but their current approval and construction status has not been established.
What were the three towers proposed near Yagan Square?
PerthNow reported on 11 November 2024 that the Western Australian Government was finalising plans for the remaining Perth City Link lots beside Yagan Square and ECU’s City Campus. The report attributed the proposals and figures below to that announcement; they describe plans at the time, not confirmed completed or current projects.

PerthNow said design guidelines were set at 30 storeys and that DevelopmentWA was considering allowing the build-to-rent proposal two additional storeys. That reported consideration is not evidence that a variation or final design was approved.
What was the scale of the reported proposal?
The 2024 PerthNow report put the expected value of the sale of the last Perth City Link lots at about $500 million and said the lots were intended to provide housing for at least 1,500 people. It reported lot sizes ranging from 2,115 to 3,941 square metres. These are announcement-era figures, not verified sale results, final capacities or delivered housing totals.

How do the plans fit the Yagan Square and Perth City Link vision?
Western Australia’s Local Planning Scheme No. 26 frames Perth City Link as a way to connect Perth’s city centre with Northbridge through development and improved movement. Its vision includes public transport, pedestrian links, civic places and social events alongside residential, commercial, entertainment and retail activity.
For the Horseshoe Bridge Plaza precinct, which includes Yagan Square, the scheme describes a central public square and pedestrian hub linking Perth Train Station, the sunken bus-terminal infrastructure and movement along William Street. It identifies high-density housing as a way to add activity, with shops and dining at street level contributing to the pedestrian experience between the city and Northbridge. These are planning objectives, not proof that the three towers have been built or approved.

The Western Australian Government’s 2018 opening statement described Yagan Square as a public connection between William Street, Perth railway station, Perth Busport and Northbridge. It listed the Market Hall, a 45-metre digital tower and canopy, an amphitheatre and a children’s playscape among the square’s features.
What is known about the towers’ current status?
The available reporting establishes what was proposed in November 2024, but does not establish whether the three projects received final approvals, whether the lots were sold, whether construction began, or whether designs and capacities changed. The City of Perth’s major-projects page lists a range of Perth City Link and CBD developments but does not confirm the status of these specific towers. Describe them as reported plans or the 2024 proposal unless a current, lot-specific official update confirms otherwise.

What the housing rationale does—and does not—show
PerthNow quoted Premier Roger Cook describing the lots as part of a plan to support housing that is well located, affordable and suited to Western Australians’ needs. He also said that increasing inner-city housing supply and choice could support Perth’s growth as a liveable, attractive city. Those remarks explain the government’s stated rationale; they do not independently demonstrate that the proposed homes would be affordable, meet demand or be delivered.
