A proposal by BAI Communications, through Digital 4 Pty Ltd, would rezone land at 179 Erindale Road in Hamersley to enable residential development and clear up to 13.5 hectares of vegetation across two lots. The proposal has involved more than one consultation process, but the available sources do not establish that submissions are currently open or that the project has been approved. Here is what the plans say, what is at stake and how to check the official status before taking action.
What is proposed for the Hamersley bushland?
The proposal covers Lot 802 at 179 Erindale Road, near the former or current radio transmission site, about 11 kilometres north-west of Perth CBD. Digital 4 Pty Ltd, acting for BAI Communications, seeks to change Lot 802’s zoning from Local Reserve: Public Use Reserve (Commonwealth) to Development Zone so residential development can proceed.
The proponent’s EPBC referral documentation describes a proposed clearing footprint of 13.5 hectares across Lot 802 and part of Lot 803. The footprint extends 22 metres into Lot 803 for bushfire management. PerthNow reported that the BAI-owned site totals 42.3 hectares; that is a reported site area, not the proposed clearing area.
The referral assumes all vegetation within the footprint will be cleared because the final development design is not yet settled. It says up to one hectare may be retained as public open space, but that possibility does not establish how much vegetation would ultimately remain.

What habitat could be affected?
According to the proponent’s referral, about 12.3 hectares of remnant vegetation within the footprint is Banksia Woodlands of the Swan Coastal Plain threatened ecological community. The referral also identifies black cockatoo foraging habitat and potential habitat trees.
The same document records 33 potential breeding trees, 17 with hollows. Six hollows were assessed by entrance diameter as suitable or possibly suitable for nesting. These are figures from the proponent’s referral, not an independent ecological verification.

What do the proponent and opponents say about offsets?
PerthNow reported on 11 December 2025 that BAI provided additional information to the EPA, including an updated conservation area management plan and offset strategy. The proponent’s plan states: “Overall, the ultimate proposed offset is expected to result in a net positive environmental outcome for Banksia Woodlands TEC and black cockatoo foraging habitat.” That is the proponent’s expected outcome, not an EPA conclusion.

Friends of Erindale Road Bushland disputes that offsets can make up for the loss of bushland, habitat, mature canopy and community values. Convenor Marie Giorgi told PerthNow: “Tree canopy takes minutes to remove but decades to grow.” The disagreement is not simply about whether an offset is proposed: it is also about whether the proposed measures can replace the ecological and community functions of the vegetation that would be lost.
What do the consultation dates mean?
Two different closing dates appear in the available documents, and the sources do not establish whether they relate to separate processes, different document rounds or a timetable change.

The EPA assesses the environmental proposal and, according to PerthNow’s account of the process, considers submissions before providing a final report and recommendations to the Minister for Environment. The City of Stirling has a separate planning role. PerthNow reported that the City voted against an application in May 2022 and intended to object to the later proposal. That report does not establish the City’s final position in the later process. An EPA-hosted construction environmental management plan from July 2025 refers to the project’s 2025 conservation area management plan, environmental review document and EPBC preliminary documentation; the existence of those documents is not evidence of approval.
What does the proposal say about First Nations consultation?
The referral says its database search found no registered Aboriginal sites within or adjacent to the project area and says consultation was not undertaken on that basis. Friends of Erindale Road Bushland separately says it believes there had been no on-ground assessment or consultation with First Nations people. These are different claims: the referral describes a database search and its stated rationale, while the group raises a broader concern.
How to check the status before commenting
Because the documented closing dates have passed and the available sources do not confirm the current status, check the relevant official planning and environmental assessment notices before submitting comments. Look for the proposal’s current consultation notice, closing date, assessment stage, published EPA report or ministerial decision. If a consultation is open, follow the instructions and contact details in that official notice; the dates in older coverage should not be treated as a current invitation to comment.
