A fixed railway link beneath the Strait of Gibraltar has been studied by Spain and Morocco for decades. It is not a tunnel under construction: the latest confirmed Spanish government account in the sources available here, dated 10 April 2023, describes renewed studies, not final approval, a construction contract, or an opening date.
What is the proposed Gibraltar tunnel?
The proposal is a fixed rail link between Spain and Morocco, running beneath the Strait of Gibraltar. It would add a permanent land connection between Europe and Africa; it would not create the first connection between the continents, which already have sea and air transport links.

Spain and Morocco have maintained a joint process to study a fixed link and compare engineering options. Spain’s government said on 10 April 2023 that the bilateral committee was restarting project studies, 14 years after its previous meeting in Tangier. It named Spain’s SECEGSA and Morocco’s SNED as the state-owned agencies advancing the work. That announcement confirms a renewed study effort at that time, not a decision to build.
What is its status—and what is not confirmed?
The available official account confirms renewed studies in 2023. It does not establish a final approved route or design, a construction budget, financing, a construction start, or an opening date. The proposal should therefore be described as a long-running, government-backed study and feasibility effort—not as an approved megaproject that is certain to open.

A Le Monde report published on 5 November 2025 relayed a claim attributed to Swiss newspaper Le Matin that a Herrenknecht study found the concept technically feasible. Le Monde also described the link as hypothetical and said its route had not been made public. Because the underlying study was not available in the sources reviewed here, that report is not evidence of final government approval or a settled design.
A separate 2026 press result mentioned new Spanish funding for studies, but its underlying official budget material was not available. No amount or funding decision should be treated as verified on that basis.
What did earlier engineering studies envisage?
A 2016 Amberg Engineering project sheet describes a historical feasibility-study concept with two railway running tunnels and a separate service tunnel. Its measurements are parameters of that earlier study, not confirmed dimensions for a current or final alignment.

These figures help convey the scale of one earlier concept, but they cannot be used to infer the route, depth, or price of a project that has not received a published final design.

The geology is central to the engineering problem. A 2005 technical overview of the bilateral study process says the geological environment largely governs tunnel design. The historical engineering project sheet also identifies geology, tectonic features in the central strait, and socioeconomic constraints among the challenges.
A Transportation Research Board record summarizing historical seabed investigations describes a hard limestone cap over conglomerate and weaker, partly cemented sediments in critical areas. That is an abstract-level account of past investigation, not a complete geotechnical model for a current alignment. It illustrates why a route cannot be judged from distance alone: engineers would need to understand the ground along the specific path and design for the conditions encountered there.

Why is a tunnel proposal not yet a buildable project?
Studying a fixed link is only one stage in turning a concept into infrastructure. A construction decision would depend on matters that the available sources do not resolve, including:
- Route and ground conditions: a published alignment and detailed investigation of its geology and tectonic setting.
- Design and safety: a settled configuration for rail operations, service access, evacuation, and emergency response.
- Transport and socioeconomic case: evidence that the link’s expected benefits justify its impacts and costs.
- Financing and governance: an agreed project budget, funding structure, and cross-border arrangements for delivery and operation.
The historical studies considered engineering options, but the available material does not show these questions resolved in an approved design. A technical-feasibility claim, even if accurately reported, is not by itself a financing decision or authorization to construct.
What should readers take from the headline?
The headline’s promise that Europe and Africa “will be reconnected” overstates what is established. The defensible description is narrower: Spain and Morocco have renewed studies of a possible fixed railway link beneath the Strait of Gibraltar. Earlier engineering work shows the scale and complexity considered, while the official 2023 announcement confirms study activity rather than construction. No verified opening date or final design is established by the sources cited here.
