Steel construction will remain essential, but the way steel is made, specified, fabricated and recovered is changing. By 2030, projects will increasingly combine electric-arc-furnace output, higher scrap use, hydrogen-based direct reduced iron, renewable electricity, material-efficient design and verified emissions data. Coal-based blast-furnace steel will still dominate global supply, so the transition will be gradual, regional and constrained by cost, infrastructure, scrap quality and weak demand.
What will steel construction look like in 2030?
Structural steel will be judged on more than strength, price and delivery. Developers, contractors and public agencies will need to evaluate embodied carbon, the electricity used in production, recycled content, chain-of-custody records and whether components can be reused at the end of a building’s life.

The likely 2030 market is a mixed system rather than a single replacement technology. Existing blast-furnace/basic-oxygen-furnace (BF-BOF) plants will continue supplying most steel, while new electric-arc furnaces (EAFs), scrap-processing capacity and direct-reduced-iron (DRI) plants expand where electricity, ore, hydrogen and infrastructure are available.
The incumbent route remains dominant
BF-BOF production accounts for about 70% of global steel output, according to the International Energy Agency (IEA, 2025). Replacing that installed base requires new furnaces, transmission capacity, hydrogen production, transport networks and qualifying raw materials. Existing plants also have long operating lives, making an abrupt switch unrealistic.

Steel’s climate role makes the transition material
The IEA estimates direct steel-sector emissions at approximately 2.6 gigatonnes of CO2 annually, around 7% of global energy-system emissions (IEA, 2020). Its pathway calls for at least a 50% emissions reduction by 2050. Construction is therefore exposed not only to steel prices but also to carbon regulation and the availability of lower-emissions products.
Which steelmaking routes are competing?
Route comparisons should include lifecycle emissions, electricity and hydrogen demand, ore and scrap quality, capital and operating cost, technology readiness, regional infrastructure, product range, traceability and exposure to carbon pricing or trade measures.
| Route | Current position | Main requirements | Key constraints for construction buyers |
|---|---|---|---|
| BF-BOF | Established at global scale; about 70% of production (IEA, 2025) | Iron ore, coking coal and integrated blast-furnace/basic-oxygen equipment | Higher-emissions baseline and growing exposure to carbon rules; existing capacity remains difficult to replace quickly |
| Scrap-based EAF | Mature technology with significant expansion potential | Reliable scrap supply, sorting and processing, plus affordable electricity | Scrap quality and availability vary by region; emissions depend heavily on the power mix and feedstock |
| Natural-gas DRI-EAF | Potential transition route where suitable ore and gas infrastructure exist | High-grade iron ore, natural gas, EAF capacity and transport | Still exposed to fuel prices and emissions; regional ore and gas conditions determine viability |
| Hydrogen-DRI-EAF | Early commercial deployment; not yet a universal substitute for BF-BOF | Low-cost low-carbon hydrogen, renewable electricity, suitable ore, transport and new furnaces | Early commercial plants are estimated to cost 50–140% more than BF-BOF plants, depending on region (IEA, 2025) |
Will hydrogen replace coal in steelmaking?
Hydrogen can replace the carbon-based reducing agent in DRI, producing iron without the same coal-reduction step. The resulting iron is then melted in an EAF. This is technically important, but it does not mean every steel plant can switch to hydrogen immediately.

Why hydrogen-DRI is difficult to scale
- Hydrogen cost and supply: Projects need large, dependable volumes of low-emissions hydrogen. Electrolyser capacity, renewable generation and pipelines or shipping must be developed together.
- Electricity demand: Producing hydrogen and operating EAFs requires substantial electricity. Regions with constrained or high-carbon grids will struggle to deliver the intended emissions reductions.
- Ore quality: DRI generally requires suitable high-grade ore. Existing blast furnaces can use a broader range of inputs, so ore preparation and supply chains may need redesign.
- Capital risk: The IEA’s estimated 50–140% cost premium for early 100% hydrogen-blend plants is regional and project-dependent; it is not a forecast that hydrogen steel will always cost that much more.
Hydrogen-DRI should therefore be treated as a strategic option for specific regions and products, not as the cheapest universal answer. Announced projects are plans, not proof of operating capacity.
What new capacity is planned?
European Union planning illustrates the scale of the next capacity wave. European Commission INCITE projections identify approximately 17 million tonnes per year of new DRI capacity across eight plants and 35 million tonnes per year of new EAF capacity across 16 installations between 2026 and 2030. These are projected additions; commissioning dates, utilisation and final output can change.
Location will matter. EAF expansion follows scrap availability, reliable low-carbon electricity and grid connections. Hydrogen-DRI follows affordable hydrogen, suitable ore, storage and transport. Regions lacking one of those foundations may continue importing semi-finished or finished steel rather than producing low-emissions iron locally.

How will digital technology change fabrication and erection?
Digital tools are moving from demonstrations into plant operations. JSW Steel’s FY 2025–26 reporting describes the use of artificial intelligence, machine learning, industrial internet of things (IIoT), predictive maintenance, digital twins and machine vision, alongside green-hydrogen, carbon-capture and storage, and electric-steelmaking initiatives.
Practical effects on a project
- Predictive maintenance can identify equipment problems before an outage interrupts rolling, cutting or finishing schedules.
- Machine vision and automated inspection can detect surface or dimensional defects earlier, reducing rework.
- Digital twins can connect production data with models of equipment, lines or structures to test changes before physical work.
- Data-linked BIM workflows can carry grades, heat numbers, fabrication status and inspection records from design through erection.
Evidence confirms deployment at individual producers, but no reliable sector-wide statistic establishes how widely digital twins are used across construction. Buyers should request specific deliverables—such as inspection data, model interoperability and retention periods—instead of assuming that a supplier’s “digital” label means the same thing everywhere.
How can developers buy lower-carbon structural steel?
Procurement is becoming a demand signal. The IEA identifies demand-aggregation initiatives including the First Movers Coalition, SteelZero and the Industrial Deep Decarbonisation Initiative (IDDI) as mechanisms intended to create markets for near-zero and low-emissions steel.

Specify evidence, not marketing language
- Set an emissions threshold or reporting boundary for the required product, stating whether it covers production only or the full lifecycle.
- Require an environmental product declaration (EPD) or equivalent product-level emissions evidence for the actual grade and mill.
- Request chain-of-custody documentation showing where scrap, ore, electricity and processing occurred.
- State minimum recycled-content requirements only where the project’s structural and quality specifications allow them.
- Define acceptable verification, audit rights and what happens if the supplied steel misses the declared threshold.
- Allow technically equivalent routes—scrap EAF, DRI-EAF or other verified production—so long as the evidence is comparable.
Supplier claims should not be treated as interchangeable. A “green” designation without a product boundary, emissions figure and traceability cannot support a defensible carbon calculation.

What changes in structural design?
As embodied-carbon accounting becomes routine, designers will pursue both cleaner production and less material. Leaner members, efficient spans, lower-waste connection details and fabrication plans that reduce offcuts can lower impacts without changing the structural concept.
Design for future recovery
Bolted, accessible and clearly documented connections can make components easier to dismantle and reuse. Designers should record section sizes, grades, coatings, weld procedures and inspection information so a future owner can assess whether members remain suitable. Reuse is not automatic: fire protection, fatigue history, corrosion, contamination and revised loading must still be checked.

Is steel demand growing, or is oversupply the bigger problem?
Demand growth is expected to be modest. The OECD projects global steel demand to increase by about 0.9% annually through 2030. At the same time, global excess capacity could reach 745 million tonnes by 2028, while utilisation may fall from 76% in 2025 to 74% or less in 2028.
That combination creates a difficult investment environment. Producers must fund decarbonisation while selling into a market with limited growth and underused plants. Differentiated, verified low-emissions products and long-term offtake contracts may protect margins better than undifferentiated commodity output. For construction buyers, excess capacity can improve negotiating leverage, but it does not guarantee that low-emissions steel will be available in the required grade, region or delivery window.

What does the transition mean for the UK?
The UK Department for Business and Trade identified cumulative market opportunities of £93 billion for 2025–2050 in its 2026 steel strategy. Its assessment captures a broader industrial shift rather than a single technology bet. The strategy states: “The future UK steel sector will not be the same as the steel sector of the past, or of today.”
For UK projects, that points toward stronger domestic demand for verified low-emissions products, fabrication, recycling, energy infrastructure and specialist engineering. Actual opportunity will depend on policy, electricity prices, plant investment, workforce skills and whether projects secure firm customers.
A practical 2030 readiness checklist
- Map which steel grades and sections your projects need, and identify where regional supply is limited.
- Add EPD, emissions-boundary and chain-of-custody requirements to tenders.
- Ask mills and fabricators how they verify recycled content and electricity-related emissions.
- Coordinate structural engineers and fabricators early to reduce tonnage, waste and rework.
- Use BIM data requirements that preserve heat, inspection and fabrication records through handover.
- Evaluate connections and coatings for inspection, disassembly and potential reuse.
- Qualify more than one supply route because hydrogen, scrap, power and transport availability can change.
- Use long-term offtake or framework agreements when a project depends on a scarce low-emissions product.
The outlook for the sector
Steel construction is not heading toward a single “green steel” replacement. It is moving toward a portfolio: existing BF-BOF production with declining relative importance, expanding scrap EAFs, transitional gas-based DRI in some regions, and hydrogen-DRI where clean power, ore, infrastructure and policy align. Digital production and better design can reduce waste and downtime, but they do not remove the need for physical capacity and credible emissions accounting.
