“Architectural follies” is a critical lens, not an established legal or architectural finding. In Washington, it currently describes two very different Trump administration proposals: a permanent event space replacing the White House East Wing and a proposed 250-foot triumphal arch near the Lincoln Memorial. Both remain matters of design, environmental review, funding and political dispute rather than completed monuments.
The White House project has the clearest official paper trail. The National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA) and National Park Service (NPS) have published project or review material. The arch figures come from reporting on a preliminary NPS assessment. Keeping those categories separate is essential for anyone trying to understand what is actually being built.

What projects are at the center of the debate?
| Project | Stated purpose | Reported scale or planning | Review record |
|---|---|---|---|
| White House East Wing replacement and state ballroom | A permanent, secure event space intended to increase capacity for official state functions | The American Institute of Architects identifies a proposed 90,000-square-foot addition replacing the East Wing | NCPC project and review materials; CFA concept-design review recorded on February 19, 2026; NPS environmental-assessment documents |
| Proposed triumphal arch near the Lincoln Memorial | A ceremonial gateway or monument associated with the administration’s Washington plans | Associated Press reporting describes a 250-foot-high arch, with a preliminary schedule allowing up to 20 hours of work per day, year-round, and a target completion period of three years | Those dimensions and schedule are from reporting on a preliminary NPS assessment, not a completed construction approval |
The projects should not be treated as one master design. They occupy different civic settings, have different documentation and are at different points in the review process.

What the official records establish
The NCPC describes the East Wing proposal as a permanent, secure event space. Its project page supplies review material rather than a declaration that construction is complete or that every approval has been granted. The CFA meeting record shows that commissioners reviewed a concept-design submission for an addition replacing the East Wing on February 19, 2026. The NPS project page lists an environmental assessment and related documents.

Those records matter because a federal project in the nation’s historic core moves through more than an owner’s design announcement. Concept review, environmental analysis and historic-preservation considerations create separate decision points. Publication of a document proves that a stage of review exists; it does not, by itself, resolve the project’s legal or architectural merits.
Why the 90,000-square-foot figure matters
The AIA identifies a proposed 90,000-square-foot addition as a central design question. That is a project-size figure, not the result of an independent study or a general statistic about White House construction. At that scale, the addition becomes a substantial intervention in the East Wing’s relationship to the residence, the grounds and the surrounding civic landscape.
The AIA describes the demolition as significant for the architecture profession and American history and points to the project’s scale and remaining review process as important concerns. Those are the organization’s advocacy positions, not adjudicated findings.

Cost and funding are estimates, not a final bill
The Washington Post reported a $600 million estimate for the ballroom project after reviewing project records. The same report said roughly half was expected to come from taxpayer-funded sources. That is a reported estimate, not a final audited cost or proof that the funding arrangement cannot change. Large federal projects can move materially as scope, procurement, contingencies and approvals develop, so the estimate should not be presented as the amount ultimately spent.
The competing cases over demolition
Associated Press reporting describes the administration’s position that structural concerns and total project economics made demolition and rebuilding the lowest-total-cost strategy. Preservationists challenged that rationale and the project’s review and approval process in litigation, alleging that required steps were missing. The allegations had not been established as court findings in the material available for this article.
For a construction reader, the disagreement is not a minor dispute over finishes. It goes to whether the project should be sequenced as a replacement, what documentation must precede demolition and how cost comparisons account for preservation, temporary facilities, security and long-term operations. The public record establishes the competing positions; it does not settle them.

The triumphal arch: striking dimensions, preliminary logistics
What has been reported
The Associated Press reported that a preliminary NPS assessment envisioned a 250-foot arch near the Lincoln Memorial. It also described a demanding construction plan of up to 20 hours of work per day, year-round, with completion targeted within three years.
These are planning details reported from a preliminary assessment. They are not evidence that a 250-foot structure has been approved, funded at a final amount or built. The schedule can change as environmental, design, security, public-safety and historic-site reviews proceed.
Why the site changes the construction question
A monument near the Lincoln Memorial would be judged not only as an isolated structure but as a new vertical element in a carefully composed national landscape. Its height, foundations, staging areas, traffic control, visitor access and sightlines would all interact with an intensely used memorial district. The available reporting supplies the height and preliminary work pattern; it does not establish a final structural system, material specification, budget or approval date.

The proposed work pattern also illustrates why a headline schedule should be read cautiously. “Up to 20 hours” describes an upper-bound planning assumption, not a guarantee that crews will work those hours every day. Year-round operations would still depend on permits, safety controls, environmental conditions and site-access rules.

NCPC and CFA records
The NCPC project page and the CFA’s February 19, 2026 meeting record show that the East Wing proposal entered formal federal design-review channels. A concept-design review is an important checkpoint, but it is not identical to final construction authorization.
NPS environmental documentation
The NPS page lists an environmental assessment and related records for the East Wing modernization and state ballroom. Environmental review provides a process for examining effects and alternatives; listing the assessment does not mean every issue has been resolved or that construction is finished.

Advocacy is not approval
The AIA’s warnings about scale and preservation, and preservationists’ legal challenge reported by the AP, should be attributed to those parties. They should not be converted into neutral statements that a violation or an architectural failure has already been proven.
What is known, and what remains unsettled?
- The East Wing project is a proposed permanent, secure event space, not a completed ballroom.
- A CFA concept-design review occurred on February 19, 2026.
- NCPC and NPS have published project or environmental-review material.
- The proposed addition is identified by the AIA as 90,000 square feet.
- The $600 million ballroom figure and approximately half-taxpayer-funded share are a Washington Post-reported estimate.
- The administration’s demolition rationale and preservationists’ objections are competing positions; the reported lawsuit allegations are not court-adjudicated conclusions.
- The arch’s 250-foot height and three-year, up-to-20-hours-per-day schedule are preliminary planning details reported by the AP.
Why calling these projects “follies” is a judgment
The word suggests extravagance, vanity or a mismatch between monument and purpose. It can help readers ask whether a project’s scale, cost and civic setting are proportionate to its stated use. It cannot substitute for the records that determine whether a design is approved, lawful, buildable or financially justified.
On the evidence available, the strongest criticism is therefore procedural and proportional: the ballroom raises unusually consequential questions about replacing historic fabric, paying for a reported half-billion-dollar-plus project and completing the remaining reviews; the arch raises questions about inserting a very tall new object into a memorial landscape on an aggressive preliminary schedule. Neither description proves that the projects will fail, and neither proposal should be described as finished work.
The Kennedy Center should not be folded into this account
Reports about possible Kennedy Center renovations appeared alongside coverage of these proposals, but the available material does not establish enough primary-source detail about their full scope, approvals or current status. Treating those renovations as a third confirmed “folly” would go beyond the documented record. They require separate verification before publication.
Washington’s architectural argument is consequently still open. The East Wing ballroom has identifiable review documents and a reported cost estimate; the triumphal arch has reported dimensions and preliminary scheduling; both remain subject to decisions that can alter design, cost, timing and even whether construction proceeds.
