Public figures often cover an entire resort or aquatic complex, while the pool’s share is not disclosed. The clearest current example is Therme Dubai: its announced AED 2 billion budget is for the whole project, not just its pools. Landmark pools can still be compared by documented scale, height, depth and design—but those records are not price tags.
What is the most expensive swimming pool in the world?
The available figures do not establish a reliable winner. A project budget may combine pools with buildings, site work, attractions and other infrastructure; without a pool-specific cost breakdown, it cannot show what the swimming pool itself cost. A fair ranking would also need consistent treatment of construction costs versus ongoing maintenance, a common currency and price year, and attributable documentation.
That distinction matters for the headline-grabbing figures. Dubai’s announced Therme Dubai budget covers an entire planned destination. Trade reporting on a pool in Chile has relayed a very high price claim, but does not establish it as an audited, pool-only construction cost. The cost of the Sharm El Sheikh pool discussed in the same report was not disclosed.
Therme Dubai: a major project budget, not a pool price
In a 2025 announcement, Dubai Media Office put the estimated cost of the entire Therme Dubai project at AED 2 billion and anticipated completion by 2028. That is a project-wide estimate; no separate pool construction cost was given. The project is proposed, so its features and completion date are announced plans, not confirmation of an operating facility. Dubai Media Office’s announcement describes the planned development.

Pool records are not cost records
Height and depth make useful comparisons between landmark pools, but they measure different things from construction cost. CTBUH’s study of 200 completed buildings at least 300 metres tall, with a cutoff of 1 February 2022, found that 108 had a pool feature. That is 54% of the study’s supertall-building sample—not a count of pools worldwide.

Highest pool and highest infinity pool
In its study, CTBUH identified the pool at Hong Kong’s International Commerce Centre as the highest, at 468.8 metres. It identified the infinity pool at Dubai’s The Address Beach Resort as the highest of its type, at 294.5 metres. These are height records reported by the study, not construction-cost comparisons. CTBUH’s study of pools in supertall buildings reports the sample and records.
CTBUH defines an infinity pool as “an outdoor swimming pool with a continual edge over which water flows, with no building element impacting the view beyond that edge, such that the water appears to extend beyond the building.” The distinction matters: the highest pool and the highest infinity pool are separate records.

Deepest diving pool
Deep Dive Dubai’s diving pool is described by Dubai Media Office as Guinness World Records-verified as the world’s deepest for diving. Its 2021 opening announcement gives a depth exceeding 60 metres and a capacity of 14 million litres. Those are facility specifications, not evidence of its construction cost. Dubai Media Office’s announcement provides the figures.

A comparable figure would need to identify exactly what was built and what the stated amount covers. For a landmark pool, that could mean separating the basin and pool systems from the surrounding building, attractions, site remediation and other shared infrastructure. It should also distinguish initial construction from recurring operating or maintenance expenses, and identify the currency and price year.

For example, ENR reports that the cost of the Sharm El Sheikh pool was not disclosed. It also relays published reports of a price as high as $2 billion for the Chilean structure and annual maintenance of $4 million, but does not present those amounts as audited pool accounts. They therefore cannot support a settled claim about the world’s most expensive pool. ENR’s report on the Sharm El Sheikh pool provides that context.
Until pool-only costs are disclosed on a consistent basis, the sound conclusion is narrower: some pools have documented records for height, depth or scale, and some surrounding developments have published budgets. Those facts do not, on their own, identify the world’s most expensive pool.
